BARCELONA, Nov. 3 (Xinhua) -- The top Chinese negotiator for the United Nations climate change talks being held here said Tuesday that the Kyoto Protocol must be followed.     "China's position is quite clear: the Kyoto Protocol must be adhered to, since it best illustrates the principal of 'common but differentiated' responsibilities," said Su Wei, head of the Chinese delegation to the talks.     Su told Xinhua that during earlier negotiations, some countries had proposed discarding the Kyoto Protocol and adopting a totally new document at December's Copenhagen climate change meeting.     "This demand is strongly rejected by the Group of 77 and China, and other developing countries," Su said.     Su stressed that the Kyoto Protocol must be the legal basis for further negotiations at Copenhagen, and developed countries must fulfill their obligations under the protocol, which regulates that they should clarify their reduction targets in the second phase of the protocol.     "If this basic arrangement is changed, the future of the Copenhagen meeting would be greatly shadowed," Su said.     The deal to be reached at the Copenhagen conference, Su said, should have two basic elements.     One element is to set the mid-term emission reduction targets for developed countries under the Kyoto Protocol. That is, developed countries as a whole should commit to making 25-40 percent cuts below 1990 levels by 2020.     The second element is to make substantial arrangements for the implementation of the UN Framework Convention on Climate Change in accordance with the Bali Roadmap.     "We hope we could lay a good foundation for the Copenhagen conference through negotiations at this meeting," Su said.

BEIJING, Oct. 30 (Xinhua) -- China's central government launched 20 venture capital funds with seven local governments on Friday to provide investment in the country's high-tech sectors, the top economic planner said in a statement on its web site.     The investment would go to high-tech sectors including the electronic and information sector, biological and pharmaceutical industry, new energy sector and projects related to energy conservation and environmental protection, the National Development and Reform Commission (NDRC) said.     The 20 funds would collect about nine billion yuan (1.31 billion U.S. dollars), of which, one billion yuan was invested by the central government, 1.2 billion yuan by local governments and the rest from private investment, the NDRC said.     The funds were aimed to direct capital into new industries and competitive high-tech enterprises to push forward self-innovation, it said.     The NDRC and the Ministry of Finance signed the agreement with 7 local governments of Beijing, Jilin, Shanghai, Anhui, Hunan, Chongqing and Shenzhen.

TAICHUNG, Dec. 22 (Xinhua) -- Negotiators of the Chinese mainland and Taiwan ended a new round of talks Tuesday as the two sides agreed to cooperate in farm produce quarantine and cross-Strait employment of fishermen, as well as to deal with different product quality standards.     In an evening banquet held by the mainland's Association for Relations Across the Taiwan Straits (ARATS) Tuesday, ARATS president Chen Yunlin expressed his gratitude to the Straits Exchange Foundation (SEF) and to those in Taiwan who had contributed to the ARATS-SEF meeting.     The fruitful meetings between the two organizations were made possible by both sides across the Taiwan Strait, Chen said.     He said the two sides should continue to contribute to the peaceful development of the cross-Strait ties despite all difficulties. "The only way to measure our efforts is whether the agreements really benefit people across the Taiwan Strait."     In the previous three rounds of talks since June 2008, the two sides reached nine agreements concerning transport, trade, tourism, cooperation in finance and fighting crime among other issues.     "We have done many things in the past one and half years that should have been done long before. We will work with our Taiwan counterparts to make sure the agreements are implemented and to close loopholes in them." Chen said.     Chiang Pin-kun said Taiwan and mainland must jointly tackle economic challenges, and the establishment of a cross-Strait economic framework should not be delayed.     He called on both sides to contribute to economic prosperity and development as well as long-term peace and stability.     The agreements reached at previous meetings between SEF and ARATS had brought substantial benefits for the normalization of cross-Strait communication and benefited people on both sides, he said.     However, there was room for improvement and both sides needed to carry out further negotiations, he said.     He called for both sides across the Taiwan Strait to continue efforts to push for the development of systematic talks and promote cross-Strait communication and cooperation.     The ARATS and SEF are expected to discuss future negotiations on the Economic Cooperation Framework Agreement (ECFA), although talks on the agreement were not on the agenda of this meeting.     The two sides reached a basic consensus on avoiding double taxation and strengthening taxation cooperation in a preparatory meeting Monday afternoon. HANGZHOU, Oct. 29 (Xinhua) -- China and the United States said Thursday they would not stage any new trade protection measures against each other, a significant step which lays the groundwork for the presidential summit next month.     "Both sides agreed on not introducing any new trade protection measures against each other as both vowed to oppose trade and investment protectionism and observe the related consensus of the G20 summit," Chinese Commerce Minister Chen Deming said later Thursday. BEIJING, Oct. 23 (Xinhua) -- China hopes the United States can take active steps to eliminate discriminatory measures towards Chinese poultry products, said Yao Jian, spokesman of China's Ministry of Commerce, on Friday.     Yao made the remarks in a comment on the ministry's official website on the 2010 Agriculture Appropriations Bill, which has modified the stance towards Chinese poultry imports, compared to that in the Omnibus Appropriations Act 2009.     "We welcome the changes," Yao said.     He pointed out, however, there are still restrictions against Chinese poultry products in the new bill.     "China is evaluating whether the restrictions are totally in line with the non-discrimination principle of the World Trade Organization and other relevant regulations," Yao said.     "China's poultry products are safe and reliable... We hope the United States can stand on the footing of maintaining mutual benefit in China-U.S. trade and take active steps to eliminate discriminatory measures and normalize bilateral poultry trade at an early date," Yao said.     Yao hoped that the U.S. could modify relevant regulations to resume poultry imports from China.     The U.S. House of Representatives passed the 410-billion-U.S.-dollar Omnibus Appropriations Act 2009 in February, which said "none of the funds made available in this Actmay be used to establish or implement a rule allowing poultry products to be imported into the United States from the People's Republic of China."
