The Department of Justice on Monday identified New York City, Portland and Seattle as cities that have allowed "violence and destruction of property to persist," as outlined in a presidential memorandum that could restrict access to federal funding.Earlier in September, President Donald Trump issued the Memorandum on Reviewing Funding to State and Local Government Recipients That Are Permitting Anarchy, Violence, and Destruction in American Cities.The measure allows the DOJ to target city governments that the agency believes has not taken steps to mitigate widespread criminal activity.So-called "anarchist jurisdictions" that meet the DOJ's criteria are subject to a 30-day review by the director of the Office of Management and Budget, who will issue guidance on restricting eligibility for federal grants, according to the presidential memorandum."When state and local leaders impede their own law enforcement officers and agencies from doing their jobs, it endangers innocent citizens who deserve to be protected, including those who are trying to peacefully assemble and protest," Attorney General William Barr said Monday in a statement. "We cannot allow federal tax dollars to be wasted when the safety of the citizenry hangs in the balance. It is my hope that the cities identified by the Department of Justice today will reverse course and become serious about performing the basic function of government and start protecting their own citizens."In New York City, the DOJ cited a monthslong spike in gun violence in conjunction with the City Council's approval of a fiscal budget that reallocated billion from the NYPD toward community and youth programming. The funding changes will begin in 2021."The budget resulted in the cancellation of the new police recruiting class, cuts to overtime spending, and the transfer of certain police functions, including school safety, out of the NYPD," the DOJ said in its statement.The Justice Department also cited the refusal of city district attorneys to prosecute certain charges related to Black Lives Matter protests that have been ongoing since the May 25 death of George Floyd while in Minneapolis police custody."Both [New York City] Mayor [Bill] de Blasio and Gov. [Andrew] Cuomo have forcefully rejected federal law enforcement support," the DOJ concluded in its statement.The loss of federal funding would be a crippling blow to cash-strapped New York City, which lost billion in revenue amid the coronavirus pandemic. The city is currently facing a billion budget deficit that could result in as many as 22,000 municipal layoffs and furloughs in October.Requests for comment from the offices of de Blasio and Cuomo were not immediately returned.Seattle and Portland have also seen significant unrest in recent months since the death of George Floyd. In June, protesters in Seattle occupried a small area of the city of several weeks and vandalized an abandoned police precinct. The death of another Fort Hood soldier is under investigation after he was found unresponsive at a nearby lake.On Friday, July 17 at 12:07 a.m., deputy’s with the Bell County Sheriff’s Department were dispatched to the area of the Stillhouse Hollow Lake Dam after fishermen in a boat located what they believed to be a body in the water at the base of the dam.Upon arrival, deputy’s found the body 26-year-old Pvt. Mejhor Morta was located in the vicinity of Stillhouse Hollow Lake — located about 15 miles east of the Army base.An autopsy was ordered by Justice of the Peace Garland Potvin.A preliminary autopsy shows the cause of death to be consistent with drowning, but at this time, a full autopsy report has not been completed or released by the Medical Examiner’s Office in Dallas, Texas.Morta's body was found just weeks after officials found the dismembered remains of Pfc. Vanessa Guillen — a soldier stationed on Fort Hood who went missing in April. Officials have not said that the two cases are linked.Morta was from Pensacola, Florida, and entered the Army in September 2019, as a Bradley Fighting Vehicle mechanic. He has been assigned to 1st Battalion, 5th Cavalry Regiment, 2nd Armored Brigade Combat Team, 1st Cavalry Division, since May 2020.Friends of Morta say his family is from the Philippines."I reached out to his sister today and they are currently in the Philippines," said Hunter Proffitt, a friend of Morta. "He literally came over here, he joined the U.S. Army to help move his family over here. He wanted to move his family. And we love doing that."Airbnb is their primary source of income, and they're just now coming back from the rough stay-at-home spring. Now Heyn is booked through August, and the "Superhost" is learning new things about the place she calls home."We had a guy coming to learn how to make better and fancier chocolates, and I didn't know we had that," she said. "He was meeting with a top chef here to learn how to make delicate designs on chocolate."Airbnb has also introduced an "Enhanced Clean" option, which Lehane says gives hosts more control over their environments and allows vacationers to feel more comfortable."The protocol includes the types of equipment to use when cleaning, the type of chemicals you should use...really explaining and educating and providing protocol about the difference between cleaning, picking up clutter and dust-and-sanitizing," Lehane said. 2711

The Cruise Lines International Association announced Monday new regulations for cruising in the Americas.The association, which represents major global cruise lines, said cruises could start back up soon "with support and approval of regulators and destinations.""We recognize the devastating impact that this pandemic, and the subsequent suspension of cruise operations, has had on economies throughout the world, including the nearly half a million members of the wider cruise community and small businesses in the Americas who depend on this vibrant industry for their livelihoods," CLIA president, CEO Kelly Craighead said in the press release. "Based on what we are seeing in Europe, and following months of collaboration with leading public health experts, scientists, and governments, we are confident that these measures will provide a pathway for the return of limited sailings from the U.S. before the end of this year."The new rules include everyone being tested for COVID-19 before embarking and mandatory mask-wearing for everyone onboard.Also, everyone must abide by physical distancing. There will be an increase of fresh air through the ventilation system, medical capability with risk-based response plans, and shore excursions must abide by cruise operators' prescribed protocols.The CLIA announced back in August that its ocean-going cruise line members will suspend their U.S. operations until at least Oct. 31. 1439
