BEIJING, Jan. 10 (Xinhua) -- China's energy chief said here Tuesday that the country is under greater pressure to ensure energy supply this year as both demand and international competition for resources grows.Liu Tienan, head of the National Energy Administration (NEA), made the remarks when speaking at a national energy work conference."It is always worrisome to have to sustain supply of energy and resources for a country with 1.3 billion people," Liu said.As China is facing a "grim situation" in energy saving and emission reduction, Liu noted, it is urgent to restructure the country's energy use and control the gross consumption volume this year.To ensure a stable energy supply, China will optimize the layout of energy exploration, start construction of energy-transmission projects and other major energy programs while boosting reserves of oil, natural gas and coal in 2012, Liu said.The NEA plans to add another 200 metric tons to the country's coal-producing capacity this year plus 70 million kw of new installed power-generating capacity.If the ecology is protected and people are relocated, China will start construction of hydropower projects of 20 million kw in 2012, according to the NEA.Once safety is ensured, nuclear power will be developed after the country's new safety plan is approved.As for renewable energy development, the NEA plans to launch wind power projects with a total capacity between 15 million kw and 18 million kw, while developing 3 million kw of solar power over the new five-year period ending 2015.Liu said, in 2012, the country aims to provide electricity to another 600,000 people who currently have no access to it and expand electricity access to 5 million people by 2015.The NEA has budgeted 65 billion yuan (10.3 billion U.S. dollars) for upgrading the grids in rural areas.Over the next four years, China will facilitate the development of non-conventional natural gas, such as shale gas and coalbed methane by increasing the number of natural gas users by 100 million to 250 million.A key indicator measuring the economic vitality, power consumption rose 11.7 percent year-on-year to 4.7 trillion kWh in China in 2011. WASHINGTON, Oct. 3 (Xinhua) -- Researchers at St. Michael's Hospital in Canada have discovered a new function for an enzyme that may protect against organ injury and death from anemia, according to a study appearing Monday in the U.S. journal of the Proceeding of the National Academy of Sciences.Researchers found that when people have anemia, neuronal nitric oxide synthase (nNOS) -- an enzyme in nerve cells that produces nitric oxide, an important signaling molecule in the body -- increases the body's ability to respond, adapt to low oxygen levels and makes the body more efficient in delivering oxygen to tissues. They also found that levels of nNOS in the brain increased in anemic mice, and that the mice without this enzyme die earlier, and with higher hemoglobin levels."Identifying this mechanism may lead to new therapies and approaches to improving outcomes for anemic patients," said Dr. Greg Hare, a researcher at the Li Ka Shing Knowledge Institute of the hospital and one of the lead investigators of the study.Anemia occurs when blood has a lower than normal number of red blood cells or hemoglobin -- an iron-rich protein that carries oxygen from the lungs and heart to the rest of the body. Cells need oxygen to survive and to produce energy for all bodily functions. The condition has many different causes including infection (malaria, HIV, parasites), nutritional deficiencies (iron, folate, B12), genetic mutations, pregnancy, trauma and surgical blood loss."This research will help us identify when an anemic patient is at greatest risk for injury and death when undergoing surgery," said Hare. "Research is underway to test these findings in humans."

BEIJING, Dec. 25 (Xinhua) -- A total of 14,976 cases of medical disputes were handled by the country's emerging third-party mediation organizations, with over 80 percent of them being successfully settled, said Vice Health Minister Zhang Mao.Zhang told Xinhua recently in an exclusive interview that China has to date set up 1,358 third-party mediation organizations to settle medical disputes.The third-party mediation organizations have come into being since late 2009 which usually hire retired doctors, medical experts and lawyers to bridge the communication gaps between doctors and patients and direct patients to resort to legal means in settling medical disputes.The third-party mediation system for medical disputes is a latest reform to ease doctor-patient tension that sometimes escalate into violence.Such incidents erupted several times this year, and in an extreme case in September, a 43-year-old surgeon in Beijing Tongren Hospital was stabbed by a patient into serious injury. The attack was believed to have been triggered by a medical dispute in which the patient alleged that the surgeon had committed malpractice during an operation.

ACCRA, Dec. 1 (Xinhua) -- The Ghanaian government allayed the fears of many here on Thursday that it would provide funding for the treatment of persons living with HIV/AIDS in the country.Vice President John Dramani Mahama affirmed this when he addressed a ceremony to mark this year's World AIDS Day at Obuasi, near Kumasi, 270 km north of the capital Accra.Mahama said should the Global Fund pull out of supporting the country, the government would partner with development partners to raise the 5.8 million U. S. dollars needed yearly for the treatment of HIV/AIDS patients."Government will work together with the Ghana AIDS Commission (GAC) and donor partners to ensure that people living with HIV/ AIDS have access to antiretroviral drugs."The Presidency is with you, and whatever we will do to win the fight against HIV/AIDS shall be done," Mahama said.Ghana's HIV/AIDS infection rate, according to official figures, has dropped from 3 percent to the current 1.5 percent, albeit with pockets of higher rates of infection among some populations in the country.Mahama called for more innovativeness in mobilizing resources to avoid the danger of retrogression.Director-General of the GAC Angela El-Adas announced that the Ministry of Health had pledged 2.5 million Ghana cedis (1.66 million dollars) out of the 5.8 million dollars needed for next year.Meanwhile, in the capital, the Ghana Network of Persons Living with HIV and AIDS (NAP+ GHANA) joined persons living with HIV (PLHIV) globally on Thursday to commemorate this year's World AIDS Day."We stand united with our fellow PLHIV and the global HIV and AIDS community by fully supporting the vision of 'Getting to Zero', " Charity Owusu Danso, vice president of NAP+ Ghana, said in a message here.Established in 2005, NAP+GHANA is a network of member associations of persons living with HIV/AIDS in Ghana to represent the views, hopes and aspirations of PLHIV across the country."We are extremely worried.
