URUMQI, June 16 (Xinhua) -- A total of 380 Chinese nationals had returned home aboard Chinese chartered flights as of Tuesday night from southern Kyrgyzstan where ethnic clashes have left some 170 people dead.The Chinese government has sent four chartered planes to bring home nationals including business people and students in Kyrgyzstan. Three chartered planes dispatched on Monday and Tuesday have returned and the fourth one left at 9:37 p.m. Tuesday an airport in Urumqi, capital of northwestern Xinjiang Uygur Autonomous Region, for Osh of Kyrgyzstan to fly home more Chinese nationals.More than 600 Chinese nationals living around Osh have been sent to the city's airport with help from the Chinese Foreign Ministry and the Chinese embassy in Kyrgyzstan. BEIJING, Aug. 13 (Xinhua) -- The State Administration of Civil Service Thursday announced a plan to select personnel for central government organizations from the grass-roots level.In all, 30 civil servants will be selected and assigned to 11 ministry-level organizations such as the ministries of foreign affairs, education, agriculture and culture.Civil servants working in government organizations in the province, city, county and village levels can apply for these posts.However, those at the provincial level will have to have two-years of grassroots work experience while village-level civil servants must have at least three-years of work experience.The written test and interview for the selection will be held in September.According to a statement released by the administration, the plan aims to create a system of cultivating civil servants from the frontline and grass-root levels for optimizing the structure of civil servants in central government departments.

PARIS, June 22 (Xinhua) -- The Paris-based Organization of Economic Cooperation and Development (OECD) on Tuesday welcomed China's announcement of increasing the exchange rate flexibility of its currency yuan.The move was helpful not only to China's sustainable growth but also the world economy, OECD Secretary-General Angel Gurria said."A combination of sustained fiscal expansion, continued structural reform and exchange rate flexibility, should provide a strong contribution from China to the achievement of a strong, sustained, and balanced growth of the world economy," Gurria said in a statement.Richard Herd, an economist heading the OECD's China and Asia Unit, said it was impossible to achieve yuan appreciation over one night."The policy is not a political gesture; the policy is a sound economics-based effort," Herd said in an interview with Xinhua, rebutting reports interpreting the statement as just lip service.China's central bank announced over the weekend it would push forward reform of the yuan exchange rate and ruled out a one-off revaluation.
