SAN DIEGO (CNS) - The U.S. Small Business Administration is offering low-interest federal disaster loans for working capital to small businesses in San Diego and 34 other California counties that are economically impacted by the coronavirus pandemic.Small businesses, private nonprofit organizations of any size, small agricultural cooperatives and small aquaculture enterprises that have been financially impacted as a direct result of COVID-19 since Jan. 31 may qualify for Economic Injury Disaster Loans of up to million to help meet financial obligations and operating expenses which could have been met had the disaster not occurred, according to SBA Administrator Jovita Carranza."These loans may be used to pay fixed debts, payroll, accounts payable and other bills that can't be paid because of the disaster's impact. Disaster loans can provide vital economic assistance to small businesses to help overcome the temporary loss of revenue they are experiencing," Carranza said.CORONAVIRUS COVERAGE:California COVID-19 TrackerSan Diego COVID-19 TrackerThe interest rate on the disaster loans is 3.75% for small businesses and 2.75% for private nonprofit organizations. SAN DIEGO (KGTV) - A Father’s Day boat trip off the San Diego coast led to a rare wakeboarding encounter with dozens of dolphins for a Pacific Beach boy and his family. “It was a quick little boat ride and we saw paradise up there,” said Emiliano Gallego of Crown Point. Gallego and his three children decided to take a boat ride about 7:30 a.m. on a gloomy Sunday. They were about a mile off Pacific Beach when they realized their 24-foot Yamaha ski boat was surrounded by dolphins. “It was impressive,” said Gallego, who believes there were thousands of dolphins swimming with the pod. Gallego’s 9-year-old son Demi, an avid wakeboarder, grabbed his gear and jumped in the water. Gallego recorded the incredible scene. “At first, he was scared. He eventually just started enjoying the ride with the dolphins,” Gallego said. Gallego’s younger son and daughter didn’t want to jump in. “Too many dolphins,” said Gallego. After the spectacular ride, the family went out to breakfast, amazed at what they saw. “That was the best gift ever,” said Gallego. 1059

SAN DIEGO (KGTV) -- A 40-year-old San Diego cold case was solved with the help of a genealogical database, the San Diego Police Department said Thursday. 37-year-old Barbara Becker was murdered in her La Jolla home on March 21, 1979, police said. According to the department, Becker’s two young boys came home from school to discover their mother’s body. RELATED: Genetic genealogy results solve new cold case as privacy concerns continueBecker died from “numerous sharp force injuries” but, based on evidence, police say she put up a fight, injuring the suspect in the process and causing him to leave behind a trail of blood. Detectives worked to solve the crime, but police say eventually all leads were exhausted and the case went cold. In October of 2018, the San Diego Police Cold Case Unit and San Diego County’s District Attorney’s Office reached out to the FBI’s genealogy team for help solving the case. Police say the team was able to identify a possible suspect using the public-access genealogical database as well as several family members of the suspect. RELATED: Suspect in 1986 Escondido cold case homicide arrestedAfter family gave DNA samples to investigators, Paul Jean Chartrand was identified as the source of blood from the crime scene. Members of Chartrand’s family told investigators that he lived in the San Diego area at the time of Becker’s murder. Investigators also learned that Chartrand died in Arizona in 1995. “The entire investigative team is grateful the case has been solved however, it is tempered by the fact it took forty years to give Barbara Becker’s family the answers they deserved and that Chartrand was able to avoid justice for 16 years after Barbara Becker’s murder,” the San Diego Police Department said in a statement. 1777

  

SAN DIEGO (KGTV) -- A group of Black student leaders from Poway Unified School District schools met last week with administrators, principals and counselors to discuss ways to address issues of racism and inequality in the district.The students are the presidents of the Black Student Unions at each of PUSD's five high schools.It was the first meeting since the student leaders sent an email asking to see changes in the district to improve the lives of students of color."Making PUSD not just not racist but transparently anti-racist," said Jade Thompson, president of the BSU at Rancho Bernardo High School.Thompason helped write the email, which also talked about the recently created Instagram account "Black in PUSD,” which anonymously details students' experiences with racism."We just think it was a great way to open up people's eyes cause people like to say not in this community," said Thompson.Superintendent Dr. Kim Phelps agrees, saying, "To hold people accountable, including the district and our teachers and everybody ... I'm proud of our students for doing that.”Phelps and Thompson both described the meeting as productive and positive.Among the issues discussed were student education and assemblies addressing racism. The district is also committing to more diverse hiring and curriculum."It's upon us to try to do better; we have a lot of work to do and we want to do better so it’s a growing and learning opportunity for all of us," said Phelps.The students and administrators also talked about the consequences for racism-related incidents.Students said they'd like to see a form of restorative justice instead of just punishment.Although both students and staff agree there's a lot more to be done, they also say the first step is recognizing the problem and starting the conversation."I have a lot of hope for the future of this year and the years to come," said Thompson. 1906
