SAN DIEGO (KGTV) — One person was shot Sunday outside of a College Area smoke shop, according to police.It wasn't immediately clear what led to the shooting, but San Diego Police confirmed that a 20-year-old man had been shot just before 5:30 p.m. in the 5900 block of El Cajon Blvd., outside of Aztec Smoke & Vape Shop.The victim was hit in the leg and chest and taken to a nearby hospital, but their condition was not clear.The area was closed by police for the investigation.10News is monitoring this breaking news. SAN DIEGO (KGTV) -- New numbers show San Diego housing costs are taking up more than a third of people’s income. 57 percent of renters spend more than a third on housing and so do 40 percent of homeowners. That's the result of the annual Equinox Project released Thursday by the Center for Sustainable Energy in San Diego.Mikaella Bolling, the project’s manager says it boils down to supply and demand.“A lot of people say well we don't want development in my neighborhood or we don't want infill development in our neighborhood, but this is actually the solution that's going to allow us to have more affordable units,” she said.She points to the need for more partnerships to bridge the gaps and educate the public.   “We need to have a better conversation between our residents, between our policymakers, and between our developers,” she said.The cost of a median single-family home in the county jumped 6.5 percent from 2016 to 2017. It’s now upwards of 5,000.“We're seeing that increase every year.  Great for homeowners...but not great for buyers,” Bolling added. Krysta Cordill is a certified financial planner with D’Arcy Capital in Carmel Valley.“There's really no magic to it,” she said. “You have to make saving for a home a priority.” Cordill is a past president of the San Diego Financial Planners Association and has seen more clients worry about whether they can afford the high cost of living. “If you have a Roth Ira or traditional IRA, they allow you to take ,000 of that penalty-free for first-time home-buyers," Cordill said.  She says people should consider starting in a condo or townhouse. “Just know that that's part of the process of home ownership,” Cordill said. As for saving, she offered up some simple tricks. “I've never talked to anyone who cannot pair down their expenses,” she said. First, she suggests cutting out easy online spending.  Instead, say to yourself, ‘If I really need it, I'm going to go to the store.’”Cordill also suggests that you make your morning cup of coffee at home. SAN DIEGO (KGTV) - More than million has been spent on Proposition 15 this year, making it the third most expensive ballot proposition in 2020.According to reports from the California Fair Political Practices Commission, supporters have brought in million. Opponents have contributed million.As written on the ballot, Proposition 15 will "increase funding sources for public schools, community colleges, and local government services by changing tax assessment of commercial and industrial property."The Proposition will raise commercial and industrial property taxes by reassessing property based on current values. Under 1978's Proposition 13, property tax has been calculated based on the value when the property was last sold.The change in tax assessments could bring the state anywhere from billion to billion every year.Because so much money is at stake, stakeholders are willing to spend a lot to sway voters."With those being the stakes, we felt compelled to do whatever is necessary to raise funds to defeat this thing," says Michael Bustamante, the Spokesperson for the No on Prop 15 campaign committee. They've raised the most money of any committee listed, at million.A large chunk of that money, million, comes from the California Business Roundtable. SAN DIEGO (KGTV) -- Police Wednesday identified the Border Patrol agents and suspect they say knocked an agent off his ATV before being shot.Agents Micah Owens and Brandon Brandt reportedly shot the suspect, Francisco Javier Gutierrez-Alvarado, during the incident.Alvarado was taken to the hospital with non-life threatening injuries and no agents were seriously injured, police say.RELATED: Man shot by Border Patrol after knocking agent off ATV with rock, authorities sayDuring an initial investigation, authorities learned that a Border Patrol agent was on patrol on an ATV in the area of Spooner’s Mesa when he was hit with a rock and knocked off the vehicle by Alvarado.The suspect rode away on the ATV and was chased by several other agents before losing control and crashing into a fence.During the chase, both agents reportedly shot at Alvarado, striking him at least once. Alvarado is being charged with assaulting a federal officer. The San Diego Police Department is handling the investigation. 1019

The event includes traditional libations, drum call, Karamu traditional feast and Kwanzaa poetry by Johnnierenee Nia Nelson. Doors open at 6 p.m. at the WorldBeat Cultural Center in Balboa Park for the free event. Kwanzaa is an African American holiday celebrated from December 26 through January 1. The center will be celebrating five of seven days of Kwanzaa with master of ceremonies, Tukufu Kalonji.
