SAN DIEGO (KGTV) - Thanksgiving with the Salvation Army will be different in 2020 because of the coronavirus pandemic."We knew that we were going to do something," says Captain Sean Kelsley, who oversees the Salvation Army East County Operations. "The question was, what would it look like?"For the past 30 years, the Salvation Army held large, family-style gatherings to feed people experiencing homelessness, the disabled, and families in need at Golden Hall for Thanksgiving. They plan for 1,800 people, plus volunteers.But a gathering of 2,000+ people is strictly forbidden under California and San Diego County COVID-19 guidelines.In its place, the Salvation Army will offer "grab-and-go" style meals at four locations around the county."We're just glad to be able to be here," says Captain Kelsey. Members of the California Attractions and Parks Association called the reopening guidance unfair and unreasonable, adding that it will only keep parks closed for the foreseeable future.Leaders said legal action against California isn't off the table and they want state officials to reconsider the lasting negative effects of keeping parks closed.RELATED: California health officials release guidance for reopening theme parks, pro sporting eventsKaren Irwin, president of Universal Studios Hollywood; Kurt Stocks, president of LEGOLAND California; Raffi Kaprelyan, regional vice president of Knott's Berry Farm operator Cedar Fair; Ken Potrock, president of Disneyland; and Don McCoy, president of Six Flags Magic Mountain, were all in attendance for the virtual press conference."Theme parks create a 100% controlled environment, with temperature checks for all guests, mask enforcement, increased sanitization protocols, social distancing, measures that far exceed most daily life experiences in any other leisure activities," said Stocks.Tuesday, the state released the metrics that would allow theme parks to reopen in some capacity since being shuttered by the coronavirus pandemic.The state’s guidance for theme parks allows smaller theme parks to resume operations in the state's third reopening tier (moderate/orange) with a limited capacity of 25% or 500 visitors, whichever is fewer; only outdoor attractions; and ticket sales limited to visitors in the same county.All theme parks may resume operations in the state's fifth tier (yellow/minimal) with a limited capacity of 25%. Any open theme parks must implement a reservations system, screen guests for COVID-19 symptoms, and require face coverings throughout the park unless eating or drinking.In a statement Wednesday, Dr. Mark Ghaly, California Health and Human Services Secretary, said the rules are intentionally slow and stringent to stop the coronavirus spread."Theme parks are a high-risk setting where large scale, random mixing occurs. Theme parks draw regional, national and international attendees that may spend days mixing with others outside their own household," said Ghaly. "The state's public health guidelines have always been driven by data and science. This will continue. As the data evolves and science evolves we will update the guidelines and Blueprint accordingly as we did yesterday to allow all personal care services to operate statewide with modifications." 2627

SAN DIEGO (KGTV) -- The FBI is investigating following a hazmat situation in La Jolla Thursday afternoon. According to authorities, the incident started around 1 p.m. on the 9400 block of La Jolla Farms Road near UCSD and the Scripps Reserve trail. Throughout the afternoon, people who appeared to be workers at the home could be seen sitting outside with bags wrapped around their lower legs. The unidentified substance is being cleaned up by hazmat crews and, at this time, it's unclear what led to the situation. Neighbors say the home was being rented out and a new tenant recently moved in.The Department of Environmental Health said they found a contaminant and that it is contained with no threat to the community.The final Hazmat crews left around 7:30 p.m. 798

  

SAN DIEGO (KGTV) -- The Del Mar Thoroughbred Club has canceled its racing program this weekend, July 17-19. The cancellation follows 15 jockeys recently testing positive for COVID-19. Racing is slated to resume July 24."Assuming these individuals continue to show no symptoms, they will be isolated for a total of 10 days and should be able to resume their usual activities, including riding after that time,” said Dr. Eric McDonald, Medical Director, Epidemiology & Immunizations Services, County of San Diego.Racing at the track is set to return on July 24.The 15 jockeys who tested positive are believed to be asymptomatic, officials said. “Contact tracing procedures are underway in conjunction with the San Diego Health & Human Services Agency. However, a common factor among all but one of the riders that tested positive is that they rode at the recently concluded Los Alamitos meet.”The track ordered testing of all jockeys after two riders, Flavien Prat and Victor Espinoza, tested positive for COVID-19.Espinoza, who rode American Pharaoh to horse racing’s Triple Crown in 2015, spoke about his coronavirus diagnosis earlier this week on “The Winner’s Circle” podcast.Espinoza told podcast host Bram Weinstein that he took a COVID-19 test on July 7 and did not go to Del Mar’s opening weekend because he did not receive his results until July 10.The famed jockey described his symptoms as body aches and join pain, but he did not have a cough, fever or shortness of breath."It's different from a cold. Tuesday at 5 o'clock, it hit me hard for two hours. The next day I wake up normal like nothing happened. I feel fine ... The following day, my body starts hurting, every joint in my body, especially my legs, every joint from my hip to my ankles. And there's not much I can do, anything,” Espinoza told Weinstein.Espinoza added, "I've been in quarantine since March. I've been so careful to take care of myself, and it was one of those little things; you let your guard down, I went to Los Alamitos and that was it.”"Honestly, I can speak from my experience, I don't wish nobody to have this disease. Because, honestly, it's pretty bad,” Espinoza said.“Even though our jockey colony did not exhibit symptoms when they arrived at Del Mar, we made the decision to test everyone as part of protocols we have developed in conjunction with local medical experts and the San Diego County Health & Human Services Agency,” said Josh Rubinstein, Del Mar Thoroughbred President and COO. “We put these measures in place to help ensure the safety of all workers at Del Mar and our surrounding community.”Due to safety concerns, only jockeys based in California will be permitted to ride at Del Mar, the track said Wednesday. 2743

  

SAN DIEGO (KGTV) – The City Council is expected to decide on a proposal that would turn two purchased hotels into housing for San Diego’s homeless, and on Monday, Mayor Kevin Faulconer made a push in favor of the plan.Part of California’s Project Homekey includes an initiative to provide more homeless Californians with permanent housing amid the COVID-19 crisis. The project’s budget is 0 million, with million for San Diego County.At a Monday press conference, Faulconer said, “Our goal was to reimagine our homeless system to get folks into housing more quickly with an emphasis on 'quickly.’ Tomorrow, the City Council will have the opportunity to put these dollars to good use for hotels to be transformed into 332 new housing units.”The city is working with San Diego's Housing Commission (SDHC) to turn two Residence Inns -- one in Mission Valley's Hotel Circle and the other in Kearny Mesa -- into apartment-style homes for the homeless.The hotels-turned-apartments would ideally create 300 units for over 400 homeless individuals, many of whom are currently staying inside the San Diego Convention Center's temporary housing facility.But some San Diegans like Josh, who resides next door to the Residence Inn in Mission Valley, are in favor of finding solutions for the homeless crisis but against the locations the SDHC has chosen."If you see the homeless shelters in downtown, those don't look like the best places on outside. A lot of loitering, crowds, so we're not informed on what this will look like," said Josh.He said if the purchase gets approved, he wants there to be strict guidelines for tenants."People who are elderly, have kids, or demonstrated work history. A qualified facility where you have to meet standards to come in,” Josh told ABC 10News.The City Council is slated to discuss the proposal and release a decision on Tuesday.Meanwhile, city leaders and the SDHC said security will be ramped up around the new apartments, with two live-in managers on site and residents will be the only ones allowed inside.If the project is approved, the transformation could happen as early as December 2020. 2140
