SAN DIEGO (CNS) - A motorist who fled a traffic stop in Encanto Tuesday led officers on a 40-minute pursuit that ended with his arrest near Lake Hodges, authorities reported. The man refused to yield when San Diego police tried to pull him over for a traffic violation in the 6800 block of Akins Avenue shortly after 9 a.m., SDPD public-affairs Officer Michael Stirk said. The motorist drove off to the east toward Spring Valley, then entered state Route 125 and headed north, Stirk said.Reaching Santee, the man entered SR-52 and headed west, then merged onto northbound Interstate 15 when he got to the Miramar area. While passing through northern San Diego with SDPD and California Highway Patrol personnel tailing him and tracking his pursuit aboard a police helicopter, the driver managed to avoid running over several spike strips that CHP officers hurled onto the roadway in his path. After entering Escondido, however, the man finally pulled to a stop on the side of the freeway near Ninth Avenue and was taken into custody without further incident about 9:45 a.m., Stirk said. The arrestee's name was not immediately available. 1139
SAN DIEGO (CNS) - A roughly 36-hour spell of hazardously heavy surf will hit San Diego-area beaches beginning tomorrow, making the ocean extra dicey for surfers, swimmers and boaters. The large west swell is expected to arrive late Wednesday morning and generate waves of six to 14 feet in some locales, with the highest sets mostly occurring south of Encinitas, forecasters said. The anticipated conditions prompted the National Weather Service to issue a high-surf advisory, effective from 10 a.m. Wednesday to 10 p.m.Thursday, and a small-craft advisory, set to run from 6 a.m. Wednesday to 10 p.m. Thursday.Among the dangers posed by the rough local seas will be strong rip currents, minor coastal flooding and coastal erosion, according to the federal agency, which cautioned that entrances to harbors -- particularly Mission Bay -- will be difficult due to breakers large enough to capsize boats. The surf likely will peak late Wednesday into early Thursday, then slowly subside through Friday, the weather service advised. 1034
SAN DIEGO (CNS) - A registered sex offender who broke into his next-door neighbor's home, where he raped and sodomized a 3-year-old girl, pleaded guilty today to four felony charges and is facing an 85-year prison term.Francisco Diaz, 47, entered his plea to four counts of forcible lewd acts on a child, and admitted serious prior felony convictions, according to Deputy District Attorney Claudia Grasso.Sentencing is scheduled for June 17.Last summer's attack occurred the morning of Aug. 11 in the 5200 block of Maple Street in Oak Park.RELATED: Man arrested after three-year-old says she was kidnapped and touchedDiaz broke a screen and curtain rod and climbed through a window of the sleeping child's bedroom. When the toddler woke up and cried while being sexually assaulted, Diaz carried her out through the window and was walking her toward his home when the defendant's mother saw them and wrapped the child -- who was naked from the waist down -- in a blanket.Police were called around 9:45 a.m. and Diaz was arrested.``It's a parent's worst nightmare,'' Grasso said following Diaz's arraignment last year. ``The violation, the betrayal, (it's just) horrific. I think that not only does it impact the victim but it impacts the entire family, who now have to look over their shoulder, who now cannot feel safe in their own home. It causes you as a parent to be more cautious, more protective.''According to the Megan's Law website, which tracks the state's sex offenders, Diaz has a 2007 conviction for annoying or molesting a child. 1550
SAN DIEGO (CNS) - Mayor Kevin Faulconer and San Diego Police Chief David Nisleit have launched a digital marketing campaign that aims to fill more than 200 positions that are currently vacant in the department, the mayor announced Thursday.Downtown-based Loma Media will run the marketing campaign, which includes videos that will be shared on social media as well as a new recruitment website, with the goal of fully staffing the department by 2020, Faulconer said."Getting the San Diego Police Department back to full staffing of over 2,000 officers is a top priority," Nisleit said in a statement. In December 2017, the City Council approved an agreement to boost salaries for San Diego police officers through the 2020 fiscal year.Since the raises were announced, the number of officers lost to other law enforcement agencies is down 84 percent from last year, Faulconer said."The best way to keep San Diego one of the safest big cities in the country is by attracting the best and brightest recruits to the San Diego Police Department," Faulconer said in a statement. "We're going to be innovative and creative in how we do that."Loma was one of four companies that responded to a request for proposals issued by SDPD earlier in the year. A panel selected the firm because of its social media expertise and prior clients, which included the U.S. Naval Special Warfare Command, Semper Fi Fund, UC San Diego and Google, among others. The 0,000 contract with Loma, which was approved in June, lasts two years, with an option to extend the contract for up to three more years.Funding for the first two years of the marketing contract was included in the current fiscal year budget. 1691
