SAN DIEGO (KGTV) - Recent rains have caused sewage-contaminated runoff to enter ocean water along Imperial Beach, San Diego County health officials announced Friday.An existing water contact closure of the Tijuana Slough National Wildlife Refuge coastline has been expanded to include all of Imperial Beach's coast, according to the San Diego County Department of Environmental Health.Due to recent rainfall, county health officials said sewage-contaminated runoff from the Tijuana River entered the Tijuana Estuary. SAN DIEGO (KGTV) — San Diego Police have released officer bodycam footage of a fatal shooting involving a man in Mountain View earlier this month.San Diego Police say 39-year-old Jose Alfredo Castro-Gutierrez was shot and killed after officers responded to the 300 block of South Pardee Street just before 5 a.m. on Oct. 19 over reports of a violent disturbance involving a weapon.According to police, Castro-Gutierrez was staying at a home as a guest when the residents were woken up by him. He had reportedly been acting paranoid and ripped a metal curtain rod from a window and began breaking windows and other objects in the home.Video shows Castro-Gutierrez crawl through a window in the front of the home and run toward police, before officers fired their weapons and fatally struck him. A metal pole was found near him.Three officers fired at Castro-Gutierrez: One officer fired a bean bag round, another officer fired a Taser, and a third officer fired several rounds from his service pistol, SDPD says.Officers started first aid at the scene, but Castro-Gutierrez was pronounced dead at the hospital. The officer who fired his service pistol was identified as Isai Castillo, a two-year veteran of SDPD assigned to Southeastern Division.Gene Iredale, the attorney who represents Castro’s family, says they are planning to file a wrongful death action. He says the lethal force was not warranted.“This was a tragic combination of negligence and callousness that led to a needless death,” Iredale said.Iredale says his client leaves behind a wife and a one-year-old child. He says Castro is a Mexican citizen and a legal resident of the U.S. His wife lives in Mexicali, but Castro has been working and renting locally.He says Castro also has a history of mental illness.“This was a person in a mental health crisis and was paranoid,” Iredale said. “His last word as he rushed towards the officers was ‘ayuda,’ ‘help me’”In a recorded video statement provided to ABC 10News by Iredale, Castro’s wife was emotional, saying the family is shocked at what happened, calling her husband’s death an injustice. SAN DIEGO (KGTV) -- San Diego Police are investigating after a man died in custody after reportedly breaking down a fence and walking into someone’s home Tuesday afternoon. Police were called to the 2900 block of Hornet Way around 3:30 p.m. Tuesday afternoon after receiving a call from someone saying a man, later identified as Buddie Thomas Nichols, 40, had entered his home through a rear door. According to police, the man broke down a fence and walked into the home through an open back door. Two of the residents were upstairs while their 9-year-old daughter was asleep downstairs, according to police. Police say one of the residents came downstairs when he heard commotion and confronted Nichols, punching him twice in the face and rendering him unconscious. Police say the suspect woke up and ran out of the house displaying bizarre behavior after the resident kicked him. Witnesses told police they believed the man was on drugs. When police arrived and tried to take the Nichols into custody, officers say he resisted, forcing them to use physical force to get him into handcuffs. After paramedics arrived, police say Nichols became unresponsive and later died after being taken to the hospital. 1215

SAN DIEGO (KGTV) — Restaurants up and down 5th Avenue in the Gaslamp District are gearing up for yet another three days of crowded on-street dining.This upcoming weekend will see 24 eateries offering service on the asphalt, up from the original eight that participating during the launch on June 18. But as they bask in the opportunity, restaurants on surrounding streets are asking - what about them?"It's a ghost town, especially at night," said Patrizia Bronchi, who owns Operacaffe on Fourth Avenue. "I'm really scared to have to close the restaurant because it's not possible to go on like this."Bronchi says revenue at Operacaffe is down more than 70 percent. She depends on crowds from the Balboa Theater across the street and visitors to hotels and conventions. All of that is nonexistent amid the Coronavirus outbreak.Bronchi says she is happy that 5th Avenue restaurants are seeing the increased business, but that the crowds are not spilling over onto 4th Avenue. Michael Trimble, who heads the Gaslamp Quarter Association, says the group cannot also close 4th and 6th Avenues due to traffic concerns.However, he said the association wants to help with new marketing, decorative lighting and parklets - such as replacing some parking spaces with permanent outdoor dining areas. "We really are trying to do what we can to support all of the merchants in the Gaslamp Quarter," he said. SAN DIEGO (KGTV) — San Diegans could soon be using just their faces to board a plane, a cruise ship or get into a rock concert.It's because more companies are testing, or rolling out, the controversial facial recognition technology. "Facial recognition is great if it works. If it doesn't, it produces problems," said Stephen Cobb, senior security researcher at ESET. A Ticketmaster-owned company will soon test facial recognition to get people into events faster. In other words, a person could theoretically upload an image of their face onto an app, and then go right into the event without stopping for a ticket scan or, potentially, a security check.Jet Blue rolled out the facial recognition technology last year, and Royal Caribbean cruises is starting to do the same. "It sounds alright but it also sounds kind of weird to have your face in there," said Kathy Nagy, who used a mobile ticket to get into Wednesday's Padres game. "I think that having a ticket on your phone is just as fast as showing your face."Cobb said there are many concerns over how companies will maintain and protect people's data, including even whether they have the capabilities to avoid breaches."I don't see any commercial roll out of facial recognition which is purely around efficiency," he said. "Frankly, I have doubts around efficiency of the technology at this point."U.S. Customs and Border Protection is already using facial recognition technology at Lindbergh Field to scan international arrivals.
