SAN DIEGO (KGTV) - Two San Diego area residents are asking the area's top two prosecutors to investigate and prosecute Assemblymember Todd Gloria for alleged violations of the Political Reform Act. According to a letter sent to San Diego County District Attorney Summer Stephan and San Diego City Attorney Mara Elliot, Kathryn Burton and Mat Wahlstrom allege Gloria "repeatedly violated PRA section 85200 by soliciting and receiving multiple contributions to his Assembly 2020 Committee before filing a statement of intent to run for the Assembly in 2020." The letter says, "without filing that statement, the FPPC's manual makes clear, he could not lawfully receive any funds into his Assembly 2020 Committee." The letter goes on to read, "my clients have reason to believe that there is a conspiracy to launder campaign money from an illegal campaign committee controlled by Mr. Gloria to the San Diego County Democratic Party, to a candidate to replace Mr. Gloria in the Assembly, and to several sitting members of the Assembly." According to the California Secretary of State's website, before raising any campaign funds, state candidates file "Statements of Intention" to run for a specific office. Candidates can file Statements of Intention for more than one office. Team 10 obtained Gloria's signed statement of intention, which shows the state received it on August 13, 2019. That's after the campaign committee was opened and filed a Recipient Committee Campaign Statement. Officials with the California Fair Political Practices Commission tell 10News the Assemblymember called FPPC Enforcement earlier this week and self-reported. Enforcement is determining the appropriate action moving forward. Team 10 reached out to Gloria's campaign, but as of this writing has not heard back.In a Tweet sent Wednesday Gloria wrote, "Some news reports have suggested that I am seeking re-election to the Assembly. I want to be very clear: I am not running for the Assembly, I am running for Mayor. My Assembly committee remains open to fulfill my responsibilities as a Member of the State Assembly until the end of my current term. The form filed by my committee yesterday (August 13th) simply corrected and administrative oversight that occurred when the original paperwork was filed months ago." A spokesperson for the District Attorney says they have received the letter but cannot confirm the existence of any potential investigation that may result. A spokesperson for the City Attorney tells 10News their office has received the letter from attorney David Kenney and is reviewing it. The allegations were first reported by La Prensa. 2777

Churches around the county were forced to make changes to their services, but some embrace the new scenery.Sunday morning mass was held outdoors for parishioners at Saint Agnes Catholic Church. Members brought their beach chairs to worship in the church’s parking lot.“I love being able to see people here, gathered together, and worship together,” says Father Bill Marquis.The changes came after the governor’s announcement to stop indoor activities due to the rise in COVID-19 cases across the state. San Diego county is one a few dozen on the state’s watchlist.Saint Agnes Catholic Church says it is still offering virtual services, but it was the members who requested to have the “beach chair mass” on Sunday morning.“Parishioners asked me if we were going to have mass on Sunday, I said we were going to live stream it,” says Father Marquis. “She says we would still like to have an outdoor mass on Sunday, if possible. I said why, and she said because we want to receive communion. That was the deciding factor for me.”As many churches around the county make changes to their services, some places of worship are working with city leaders to hold outdoor services. Poway officials approved a plan to share park space with places of worship and fitness centers. The City of El Cajon is looking into a similar idea. 1452

  

SAN DIEGO (KGTV) -- We’ve known for a while that COVID-19 hits people over 65 especially hard, but a study published Wednesday from researchers in San Diego offers new insight into why that happens.The numbers are staggering: if you’re 65 or older, your risk of winding up in the hospital from COVID-19 is five to 11 times higher than someone under 30. Your risk of death is at least 90 times higher, according to data from the Centers for Disease Control and Prevention.Researchers at the La Jolla Institute for Immunology say the reason why older people fare so much worse appears to be from a lack of T-cells, a type of white blood cell that can decline with age.“Some viruses get controlled by one part of the immune system. Some viruses get controlled by another. In this case it seems that T-cells really do a lot of the work,” said Dr. Shane Crotty, one of the authors of the study published Wednesday in the journal Cell.Dr. Crotty and his colleagues looked at 50 people infected with the virus, and they measured the three elements of the adaptive immune system in detail: antibodies, helper T-cells and killer T-cells.Then they compared the measurements to how people fared against the virus. Some patients in the study group had severe cases, others had mild infections.The researchers found that people with all three branches of the adaptive immune system tended to fully recover. People with severe cases of the virus often lacked one or more of the immune branches, and it was particularly evident in older people.“Our data indicated that of the older individuals, it was particularly the ones that had fewer T-cells to start that look like they really struggled to control this virus,” Dr. Crotty said.As we age, we have fewer T-cells to send after invading pathogens. “That collection of T-cells gets smaller. So it’s harder to recognize a new virus,” Crotty said.Among the 748 deaths in San Diego County reported as of Wednesday, 87% were people aged 60 and older.The findings from LJI may have implications in the search for a vaccine against COVID-19. The data suggests that vaccine-makers may want to target a drug that elicits all three branches of the immune response, Dr. Crotty said. Some vaccine approaches, such as inactivated virus vaccines, only elicit two of three branches, not killer T-cells. However, Crotty said it was too soon to rule any candidates. Two strong branches produced by a vaccine could potentially cover for the lack of a third, he said.Crotty said the findings could help vaccine-makers interpret results from the clinical trials and find the right dosing.“Is a given vaccine a good vaccine, and you just need a booster immunization?” he said. “Does it work well in one population but it doesn’t help in the elderly because it doesn’t generate a T-cell response, for example? Those are the scenarios when this type of knowledge will come into play.” 2906

  

SAN DIEGO (KGTV)— A Poway family is urging people to be aware of a possible new scam that may be luring people away from their homes. One resident says she was almost tricked by a caller who claimed to be an SDG&E employee. A voicemail was left for the Chavez family, saying crews needed to do some work on equipment in the area. It stated, “It requires a helicopter. The helicopter is required from the FAA to have certain properties, like yourself, evacuate the home.”Katharine Chavez says she called the company to confirm. “(They) said let me check your area and came back and said there’s no work planned in your area.”Chavez says she wants to make sure others don’t fall victim to scammers. “It's scary, and you work hard for your stuff,” said Chavez. “To have someone come in and try to take what you work for, or your neighbors, just go out and make your own money.”SDG&E says under FAA regulations they are required to notify residents and evacuate homes for special construction projects, such as transporting a new utility pole by helicopter. The company says you should always ask for SDG&E identification if you have suspicions about a worker coming to your home. 1197
