SAN DIEGO (KGTV) - Saturday night, the Padres will welcome back one of the most iconic characters in franchise history.The Famous San Diego Chicken will return to Petco Park as part of the team's 50th anniversary celebration."It's like coming back and seeing family again," says Ted Giannoulas, the man behind the mascot. "It's great. These fans put me on the map. It was their laughter, their good faith over the decades that launched my unique career."The Chicken started in 1974 as a radio station mascot. Over the years, his popularity grew, turning the San Diego favorite in a national phenomenon.But it's been 10 years since the Chicken ruled the roost at a Padres game. The team decided their anniversary season was the right time to welcome him home."As you look back through our 50 year history, it was a piece of our story that we thought really needed to be told this year," says Marketing Director Wayne Partello.As part of the Chicken's return, the team will give away a San Diego Chicken bobble head to every fan at Saturday's game."It's the spitting image of me," says the Chicken, who partnered with the team to make sure they got every detail right, down to the coloring on individual feathers.The Chicken will also sign autographs and take pictures with fans throughout the game. It may be the last time he performs at his home park."I don't know about that for sure," Giannoulas said when asked about his longevity. "It's been 45 years. SAN DIEGO (KGTV) -- San Diego residents will have their chance to weigh in on the county's .4 billion budget for the fiscal year 2020-21, during two virtual public hearings this week.The proposed budget includes 0 million dedicated to testing, medical supplies, food distribution, and other needs related to the COVID-19 public health crisis. The budget also calls for the establishment of a new office of Equity and Racial Justice.Another million is earmarked for technological resources related to behavioral health services, including telehealth, electronic health record upgrades, outreach and engagement, workforce recruitment, and retention.The proposed spending plan is 9 million -- or 2.5% -- larger than the last fiscal year's budget.Residents can share their opinions on how they believe the money should be distributed on Monday at 9 a.m.There is another public meeting scheduled on August 12th at 5:30 p.m.County supervisors will vote on formally adopting the budget during their August 25th meeting.The public health crisis has pushed back a formal approval of the budget, which usually happens in June. 1136

SAN DIEGO (KGTV) - SeaWorld is seeing an unusually large number of sea lion rescues along the local coastline this winter."Most of those rescued are coming in emaciated and dehydrated," said Jennifer Zarate, SeaWorld Senior Animal Care Specialist.Zarate says since early December, SeaWorld has rescued 25 sea lions along the coastline."Definitely a little concerning," said Zarate.That is about three times the amount they normally see. Usually, rescue season begins in March, so these rescues are coming early. Those needing rescuing this winter are younger than normal, less than two years old. The cause is a mystery, but Zarate says those early winter storms could be playing a role. The big swells may be tiring the pups out, causing them to burn too many calories. The weather may also be impacting their food sources.."The winter storms may be pushing schools of fish out further than seal lion pups can get to. That's probably the reason why they might not find as much fish as they normally would," said Zarate. After being rescued by SeaWorld, the pups now doing well. So far, medical tests haven't turned up anything else unusual. The pups are gaining back weight as expected. Next week, the first three of those recently rescued will be released.SeaWorld says the coastline in Orange County has also seen an increase in sea lion rescues. SAN DIEGO (KGTV) - San Diego State University has instituted new protocols to keep the coronavirus from spreading on campus.Dr. Luke Wood, Vice President of Student Affairs and Campus Diversity, said they hired security to patrol the campus from Thursday through Sunday after hours, document policy violations, and send reports to staff who handle disciplinary action."There are real consequences now of our COVID-19 policies, and that can range from a warning, to suspension to even in extreme cases, expulsion," Wood said.He said they also have a wellness ambassador program they hope to expand to 50 personnel, "so that when students come on campus physically they are being greeted and welcomed to the campus. They're reminded of our policies around wearing face-masks, around social distancing."Wood said he wants to make sure SDSU doesn't join the growing list of colleges with outbreaks."We're doing everything that's within our power to make sure that we don't follow in others' footsteps," he said. "It's demonstrating we take this very seriously."Only a third of students (about 2,600) are living on campus this year, according to Wood. In-person classes have been cut from thousands to 202. The rest of the classes are held online.Caryl Montero-Adams, Director of Student Life and Leadership, says the policies highlight the very real threat the virus still poses on and off campus."There are other real consequences to COVID-19 in and of itself, and we want to ensure that we're focused again on the health and safety of our campus community and that our students are aware of where they fit in with that," said Montero-Adams. 1646

  

SAN DIEGO (KGTV) — San Diego's Board of Supervisors voted unanimously Wednesday to extend a local and public health emergency in response to the coronavirus.The board cautioned that extending the emergencies did not indicate that the general public faced any higher risk of the virus."Today's vote reaffirmed the County of San Diego's decisive action on Friday to declare a local emergency and local health emergency was the right one," Supervisor Nathan Fletcher said in a statement. A second group of evacuees are expected to be released from quarantine sometime this week.After the evacuees are released, the county said it will focus on monitoring travelers arriving in the U.S. from provinces in China other than Hubei.Currently, there are a total of seven patients being tested for novel coronavirus. Six people have tested negative and one person is waiting for test results to return. None of the patients have needed to be hospitalized.County health officials say these individuals will be under home quarantine and self-monitored under their supervision. 2362
