SAN DIEGO (KGTV) - Dockless scooter users can now ride without a helmet as long as they are over the age of 18. A new law signed by Governor Jerry Brown went into effect January 1 lifting the helmet requirement for adult scooter users. AB 2989 removes the mandate for riders of motorized scooters to wear a bicycle helmet as long they are older than 18. It also forbids riding a motorized scooter on highways with a speed limit greater than 25 mph and roads with a speed limit greater than 35 mph, unless there is a marked bikeway. DUI laws still apply to scooter users and riders must have a valid driver’s license or permit. Helmets are required for those under the age of 18. People can still be cited for lying the scooter down on a sidewalk to impede traffic or riding scooter with a passenger. 807

SAN DIEGO (KGTV) -- Dozens of San Diegans are calling on the City Council to take action after they say a decision to let people live in their cars is creating homeless camps in their neighborhoods. Sarah Bonesteel has lived in the Pacific Beach area for 20 years. “It’s ruining the neighborhoods,” Bonesteel. Lately, she says camps of people living in their vehicles are destroying the lifestyle for people who live in the area. “It can be 5 or 6 of them all together on a block. I pay a lot to live here by the beach, and it’s ruining the environment.”It’s been about a month since San Diego’s City Council voted to repeal a decades-old ordinance that prohibited people from living in vehicles on city streets. Now, it’s legal again and some residents aren’t happy about it. “There’s pedophiles close to the schools, we can’t take kids to the library anymore. Off the 94 near Webster, RVs and giant vans line the street, one even equipped with a satellite dish. Frustrated San Diegans like Bonesteel have even created a coalition to try to fight the change. Residents have been sharing photos and stories, like one woman who says her kids witnessed people beating each other outside a van. Another man says teachers at a local preschool are extremely concerned. In Ocean Beach, one woman captured a photo of a dilapidated school bus. “We’re trying to compile information, pictures of it all, so that we have it documented.”Some people living in their RVs told 10News off camera that they don’t have any other options. But how far has the repeal gone? 10News found people on Airbnb trying to rent out vans with “an ocean view.”“We had joked about them maybe doing that, and then there’s been ads and it’s like holy crap, they’re actually going to rent it out,” Bonesteel said. “This is going too far.”Bonesteel has a message for San Diego’s City Council. “Please think about what you’ve done.”10News tried to reach out to councilmembers about the issue, but haven’t heard back. SAN DIEGO (KGTV) — Dominic Pizarro lost his mom and his little sister on Thursday, after a wrong-way driver drove into their SUV on Interstate 805. Pizarro spoke with 10News as he and his grandfather drove back to San Diego to support Dominic's older brother - who was the first to hear the tragic news. Trevor Heitmann, 18, was behind the wheel of the 2014 McLaren?sports car that collided with the SUV, killing himself, and 43-year-old Aileen Pizarro and her 12-year-old daughter, Aryana. "Both of them were the most caring...people full of life, you've ever met in the world," Pizarro said. The way his mother and sister died has dominated local news outlets since it happened.Heitmann was traveling at high speeds Thursday, heading southbound in a northbound HOV lane at about 4:30 p.m. near La Jolla Village Dr. before the collision, CHP said. Troopers believe he entered via an HOV lane access at Carol Canyon Rd. Pizarro said his family was as close as can be - the siblings were all musicians. "(Aryana) was just the most unique little girl in the whole wide world," he said. "She was your average girly girl at times, and at times she was this feisty little 12-year-old who was just so smart, so mature for her age."The siblings were raised by their mom and grandfather. Their mom Aileen was a therapist devoted to helping others.  "Everything (my mom and grandpa) had went to us," Pizarro said. "Every single dollar, every single cent was put into me and my brother and sister."Pizarro said the family will never forget their caring mother and feisty sister, as he also recalled the last conversation he had with Aryana. "She was showing me all these unicorn things she got, unicorn pencils, unicorn notebooks," he said. "She was showing me everything that she was going to wear or take to school because she was so proud of everything that mom had gotten her for school."Aryana was set to start seventh grade at the School of Creative and Performing Arts on Monday.Pizarro set up a GoFundMe page to support the family during this tough time, but also asked those aware of the story for their prayers.  2175

SAN DIEGO (KGTV) — FBI investigators are searching for a yellow Chevrolet Camaro in connection with an incident at a local park in May.Investigators say the individuals associated with the vehicle may have been a witness to the incident on May 31, 2020, at Kenmore Terrace Mini Park. The FBI did not elaborate on the incident.The Camaro is described as a two-door coupe with bright yellow paint and is believed to be a fifth-generation model year (2010-2015). In contrast to the yellow paint on the body of the Camaro, the hood, trunk, and spoiler are black. The vehicle also has a sunroof.
