Another federal judge has overruled the Trump administration's efforts to end a popular immigration program -- this time saying the government has to accept new applications.The ruling on the Deferred Action for Childhood Arrivals program, however, won't take immediate effect, with the judge delaying the ruling for 90 days to allow the administration to make its case.Similar to the other rulings, Judge John Bates concluded that the wind-down of DACA was "arbitrary and capricious" because the Department of Homeland Security failed to "adequately explain its conclusion that the program was unlawful." The judge also accused the government of providing "meager legal reasoning" to support its decision.A George W. Bush appointee to the US District Court for the District of Columbia, Bates delayed the effect of his ruling "to allow the agency an opportunity to better explain its rescission."The DACA program, which protects young undocumented immigrants who came to the US as children, has already been resumed after President Donald Trump sought to end it in September, after two federal judges issued nationwide rulings to accept renewals of the two-year permits issued by the program and after the Supreme Court declined to circumvent the appeals process to overturn those decisions.But while the Department of Homeland Security has been processing renewal applications under those rulings, as the appeals make their way through the courts, Tuesday's ruling was the first to order the program to resume accepting new applications -- potentially opening the program to tens of thousands more immigrants than the roughly 700,000 currently protected.In September, the administration defended ending the program by saying it was likely to fall in the courts anyway, arguing a six-month wind-down of the program would be more orderly than a sudden end brought by the courts. Army officials at Fort Hood confirmed the identity of a soldier who was a suspect in the disappearance of Pfc. Vanessa Guillen who died of a self-inflicted gunshot wound on Wednesday morning during a confrontation with police.Officials with the Army Criminal Investigation Division (CID) confirmed the suspect who died Wednesday morning was Aaron Robinson. They also confirmed a second suspect — the estranged wife of a Fort Hood soldier — is also in custody in the Bell County Jail.CID declined to identify the name of the civilian suspect because it was "not in their jurisdiction."CID officials said Robinson and the civilian suspect are currently the only two suspects connected with the case. Officials said social media reports of a third suspect in the case were "irresponsible."The press conference took place a day after Guillen's family claimed that the missing soldier had reported to them before she disappeared that she had been sexually harassed. While CID said Thursday that an investigation into those allegations remains open, they have not yet found credible evidence of harassment.CID also refuted the family's claim that Robinson had harassed Guillen and that Robinson was Guillen's superior officer.Guillen went missing from Fort Hood on April 22. It wasn't until late June that the Army said it suspected foul play in connection with Guillen's death.Army officials reported earlier this week that human remains were found in connection with the search. AMITY, Ind. -- An Indiana family lost nearly a dozen show pigs when several barns caught fire on their farm early Saturday morning. The fire broke out in the Amity, Indiana area of Johnson County between Franklin and Edinburgh just before 6 a.m. The Amity Fire Department Chief Jackie Brockman said several structures were already up in flames when crews arrived on the scene. The pigs were being raised by the owner's 9-year-old and 13-year-old sons. Firefighters were able to contain the fire so it did not spread to a nearby barn where the family housed several other pigs and those pigs are safe. The cause of the fire remains under investigation but Chief Brockman says they believe it was accidental.   974
