(KGTV) - Neighbors in San Marcos are sounding the alarm on a suspected prowler after his antics were caught on two different doorbell cameras.The first video from a homeowner in the Richland area of San Marcos shows a man cover his face while peering into a stranger’s home and whistle at the dog inside in an attempt to stop it from barking.The second video from the front door of Sam Ilaian’s house captures the man loitering in his driveway before walking up to take the ring camera.“He pulled it off the wall completely,” said Ilaian, “brackets and everything.”The Sheriff’s department has the video now and Ilaian says the neighborhood is a little more vigilant.As for his front door, “I think now I’ll install more cameras there,” said Ilaian.  763

(KGTV) — It's beginning to look a lot like winter in Southern California already.Big Bear Snow Play spent Wednesday making snow for the 2019-2020 season, as Big Bear Lake's temperatures dipped into the low 20s overnight into Thursday. The tubing destination plans to open for the season Saturday, Nov. 2, and remain open on Saturdays and Sundays until Nov. 11, when daily operations will resume. This weekend, temperatures are expected to reach a high of 53 degrees and a low of 23 degrees. 498

(KGTV) - Residents in a Rancho Pe?asquitos neighborhood say they are frustrated at the delays keeping a popular community park closed. 10News has uncovered that a key error by a contractor hired by the city is at least partly responsible for the park remaining closed past its scheduled reopening date.When 10News visited Rollings Hills Park Wednesday afternoon it was empty, with the exception of one man walking his dog on the outfield of the park's baseball diamond, the only portion of the park still available to the public. "Normally you'd expect this thing to be fairly packed," said Rick McElroy, who lives across the street.The ,500,000 renovation project began in August, 2018 with Mayor Kevin Faulconer and Councilmember Mark Kersey attending a ceremonial groundbreaking. The park will eventually have two new playgrounds, a rubber surface, and water fountains. Part of the money to pay for the project was raised by community members.A sign posted on the fence currently surrounding the park indicated that work would be done by Spring, 2019. It was previously reported that a source told 10News the contractor made a mistake while working on the park's draining system, which needed to be redone. But city officials say that's not the case.Alec Phillipp, a spokesperson with the City of San Diego, told 10News that the city may be responsible for the delay. The project had to be redesigned after discovering that the location of an existing underground draining system was not where crews anticipated. The city provided the plans to the contractor, which did not accurately map the draining system.Residents also cited other issues they have witnessed, including an accidental spill of sod for the park into the fence."I travel all over the world as part of my job and I get to see how construction is done," says McElroy. "And in other places, they've probably built skyscrapers in the amount of time it's taken us to revamp the park."10News contacted the City to ask how long the reopening will be delayed and whether the cost for the delay will be paid for by taxpayers.A City spokesperson responded that they would look into it. 2352

A 29-year-old man who deliberately drove a car into a crowd outside Britain's Houses of Parliament has been charged with two counts of attempted murder, the Metropolitan Police in London said Saturday.Salih Khater of Birmingham, a Sudanese-born UK national, is scheduled to appear in court Monday, police said in a news release.Three people were hurt early Tuesday when the car collided with cyclists and pedestrians as well as police officers before crashing into barriers outside Parliament, police said. (KGTV) -- The California Department of Education on Monday released guidance for the safe reopening of all state schools.State Superintendent of Public Instruction Tony Thurmond and other CDE leaders unveiled a guidance document that will serve as a road map of recommendations for schools as they work with local public health officials on steps to reopen.All schools in the state closed in March due to stay-at-home orders protecting against the spread of COVID-19. Reopening dates have not yet been set.The document addresses topics such as face coverings, physical distancing, symptom screenings and distance learning.Some of the suggestions include:Students should use cloth face coverings, especially in circumstances when physical distancing cannot be maintained. Face coverings should be worn while waiting to enter the school campus; while on school grounds (except when eating or drinking); while leaving school; while on a school bus.In classrooms, desks are to be a minimum of 6 feet apart and desks should be arranged in a way that minimizes face-to-face contact.All staff should wear face coverings. Teachers could use face shields, which enable students to see their faces and to avoid potential barriers to phonological instruction.The CDE also laid out suggested scheduling models, including:Two-day rotation: Students report to school on two designated days based on grade level for in-person instruction.Alternate week rotation: Half of the student population attends in-person learning opportunities four full days per week while the other half is engaged in distance learning opportunities.Looping structure: Students and teachers will remain together for multiple grade levels (TK-8).Staggered scheduling: Start and dismissal times would be staggered based on grade level.Click here to view the department's full guidelinesThurmond said, “We have to prepare for the likelihood that we will have to return to distance learning.”Jean Marie Arce, whose son will be a sophomore at Hilltop High School in Chula Vista, told 10News she is concerned for working and single parents when it comes to dealing with in-class learning versus distance learning for their children.“It’s so much easier for him just to be in school than trying to do the online thing,” Arce said.Arce also had concerns on how physical distancing would work once students are allowed to return to campus.“These classrooms are 20-plus kids. How are you going to get these classrooms to fill 20-plus kids at a six-food distance?” Arce wondered.Each school district will be responsible for how to reopen schools, and state officials hope the guidelines will help districts determine their own approach to reopening.“Right now is a critical time for school districts to really begin to analyze their campus, footprints of their campus, and to make determinations about how many students can be safely taught in an in-campus and in-class instruction way,” Thurmond said.“A lot of planning is going to have to take place in order for this to happen, and I think if they’re going to do this, they need to start now if they want to open up in the fall,” Arce said. 3151
