SPRING VALLEY, Calif. (KGTV) - A construction worker was hit by a car and killed Wednesday morning on state Route 94 in Spring Valley.The crash was reported shortly after 12:10 a.m. on eastbound SR-94 near Avocado Boulevard, according to the California Highway Patrol.ABC 10News learned the victim was a worker for Granite Construction, and he was working alongside other construction workers when he was struck.Cones had been set down on the roadway, allowing traffic to pass on the left while work was being conducted on the right side. However, some workers told ABC 10News a car traveling on the wrong side of the cones struck their co-worker.Witnesses said the victim was dragged about 40 feet before the car, a 2018 Mitsubishi Mirage, stopped.The 41-year-old victim was pronounced dead at the scene. The car's 24-year-old female driver remained at the scene for CHP questioning.The crash remains under investigation. The CHP said, "At this time, alcohol and or drugs are not believed to have played a factor in this collision."No other injuries were reported. 1073

Several countries have started shifting to a shorter quarantine recommendation.Places like France are now telling COVID-19 patients to quarantine for seven days instead of 14. Other countries like Spain, Belgium and Germany are having people quarantine for 10 days.The idea here is that a shorter quarantine is better than no quarantine at all. Some people may find it difficult to self-isolate and because of the long period, they may not attempt to do it.“If you have a job that requires you to be there, you’ll miss two weeks’ worth of work,” said Marcus Plescia, Chief Medical Officer at the Association of State and Territorial Health Officials. “Even if you have a job with really good benefits, where you can take sick leave and they can accommodate that, even in that situation, it’s going to be difficult for most people.”Another idea that supports this is that many people will not need the full two weeks to develop COVID-19 symptoms. The Association of State and Territorial Health Officials says the vast majority of people are showing symptoms within four to six days.They do say that the downside to shorter quarantine is that there is the possibility they will miss some people who start showing symptoms later on.Utah is one state that has approved a shorter quarantine period under certain guidelines. The governor there has allowed students to return to school after seven days of quarantine, if they have not shown symptoms. That’s specifically for students who were wearing a mask and were at school when they were exposed.Some more states are also considering a shorter quarantine time for children in grades K-12.“They tend to be asymptomatic or have very mild symptoms, so there’s not a danger for the most part, there’s not a danger to the children themselves,” said Plescia.The Centers for Disease Control and Prevention (CDC) is currently looking at shorter quarantine periods for college-age students.Depending on what they find, the CDC may be able to issue new guidance on self-isolation periods to get states on the same page. 2065

According to the Association of Flight Attendants, more than 100,000 airline workers were out of a job as of October 1. Airlines were no longer obligated as of last week to keep workers employed under the Payroll Support Program, passed by Congress during the spring.With stimulus talks stalled on Capitol Hill, unions representing the airline industry have been pushing Congress to take immediate action. And given the mixed messages coming from the White House, it is unclear if any assistance is coming their way.On Tuesday, President Donald Trump tweeted that he would no longer negotiate with House Democrats on economic stimulus, but backtracked later in the night saying he would accept a standalone bill to fund the Payroll Support Program.On Wednesday, more than a dozen unions representing workers in the airline industry signed a letter to Congressional leaders, urging them to approve a standalone bill to renew the Payroll Support Program.“There continues to be strong, broad, and bipartisan willingness to protect jobs and livelihoods in the airline industry by extending the successful Payroll Support Program (PSP), which was part of the CARES Act,” the unions wrote to Congress today. “Unfortunately, efforts to do so did not come to fruition before the program expired on Sept. 30. As a result, several U.S. airlines had no choice but to move forward with tens of thousands of furloughs last week, and many more job losses are expected across the industry in the weeks ahead if the PSP is not extended.”Congress squabblesFunding another round of stimulus has been a contentious topic on Capitol Hill since the summer as getting House and Senate leaders to agree with the White House has been an issue. Spectators might have to kiss a decades-old tradition goodbye in Savannah's St. Patrick's Day parade.Women in the crowd are known to dash out into the streets and plant a smooch on uniformed service members marching in the Georgia port city's St. Patrick's Day parade, the second-largest in the United States and third-largest in the world.But military officials and parade organizers are hoping to curb amorous paradegoers this year.The Savannah St. Patrick's Day Parade Committee announced last week it wants the pastime to come to a halt, something it's been attempting for years.The practice predates the 1960s but has gotten out of hand over time, said Brian Counihan, general chairman of city's parade committee.Kevin Larson, spokesman for nearby Fort Stewart, said that the military is just asking people to police themselves. It's not a law or a rule. Larson said that the soldiers marching in the parade are at work. They have to maintain their professionalism because they are representing the Army."At the end of the day, we enjoy taking part in these events," Larson said. "But we do need people to respect our soldiers' space."The bystanders running into the streets can also spark safety and security concerns."You can imagine when you have all these people marching, it causes a disturbance," Counihan said.He said the rush interrupts the movement of floats, causes service members to lose their formation and results in huge delays.The parade committee has tried to stop people from rushing into the streets before. Years ago, it told participants on floats not to throw beads or candy out into the crowd as a way to prevent anyone from getting hurt.The Savannah event started more than 190 years ago. About 280 units, including bands, soldiers and floats, march through the downtown streets of Georgia's oldest city.With this year's parade on Saturday, the committee is expecting more than 500,000 to show up, and all the hotels in the area have sold out, Counihan said.Typically, those watching the parade can just run into the streets and plant one on any passing soldier. Larson said that military officials know the bystanders can't be forced to stop."There are some people who like it and some who don't," he said. "It comes down to personal preference."He said that officials have suggested that soldiers who do not want to be kissed can say no or offer a handshake instead.Still, the parade committee chief insists, "We are not party poopers."This is a large event, and we are just trying to discourage people from interfering with these units," Counihan said.
