SAN DIEGO (KGTV) -- A nightmare of an opening week is continuing for an Ocean Beach tattoo shop. First, around 4 a.m. Saturday, surveillance video shows a man igniting an explosive against the window of Blackwater Tattoo Studio. Then, Sunday around 11:30 p.m., another man rides by on a skateboard, throwing a battery like cylinder through the same window. The owner, Mike Kellerman, shared surveillance video with 10News of both incidents. RELATED: Increased police presence in Ocean Beach following series of crimesThe first video shows a man skateboarding to the front of the business, taping something to the front window, and lighting it on fire. Moments later, the device explodes and blasts a hole in the window. "I expected the first one; the second one kind of pushed the limit," Kellerman said, adding he is not going anywhere. Kellerman said he believes his business is being targeted by a rival tattoo shop on Newport Avenue, but wouldn't say which one.RELATED: Homeless heroes help Ocean Beach theft victim track down her bikeHe told 10News he was confronted by a man from that shop earlier in the week who threatened him about opening in the community. Kellerman shared the information with San Diego Police. Anyone with information is asked to call SDPD. 1278

SAN DIEGO (KGTV) - A La Jolla High School student was arrested Friday for threatening a school shooting this week.San Diego Police were made aware of a social media threat Thursday, however, police said the 15-year-old student made the threat Wednesday "to conduct a shooting at the school."The student was contacted Friday, SDPD said. Police searched the student's home but did not find any firearms. Police did not say if they believed the threat to be credible, but that it warranted investigation.Police said the student has been placed in Juvenile Hall."This is absolutely an example of how ‘See something, Say something’ is supposed to work," said SDPD Chief Michael Marquez. "Students warned administrators a threat had been made, and school leaders notified all parents of this report. Multiple parents then spoke with their students and uncovered potential evidence of a threat. In the end, it was this evidence which allowed police to take swift action this morning."Police said the student was already serving a suspension for a separate incident. San Diego Unified School District or La Jolla High has not released why the student was suspended.RELATED: Olympian High threat is the latest in a series of threats against San Diego CountyLa Jolla High officials said students who missed any class time as a result of concerns of the threat would have the opportunity to make up class work.La Jolla is the latest school to be investigated for a threat after authorities investigated a reported threat to Olympian High School Thursday. The schools are the latest in a string of school threat investigations in San Diego County since the Parkland, Fla., shooting on Feb. 14.RELATED STORIES: 1724

SAN DIEGO (KGTV) - A pair of protests collided in front of State Sen. Toni Atkins' downtown San Diego office Friday morning, and joined forces to call for help.Members from the Alliance of Californians for Community Empowerment gathered to tell Atkins to support Assembly Bill 1436, which would extend the eviction moratorium until April 1, 2021. They say it's the only way to protect people who haven't been able to pay rent because of the coronavirus pandemic.Meanwhile, a car rally organized by UDW/AFSCME Local 3930 demanded a new tax on California billionaires to help pay for child care and shore up holes in the state's education budget. The groups were unaware of each other's planned protests until they both showed up at Atkins' office at the same time. But they say their combined voices should help get her attention."This tax would help those families who need quality childcare, affordable childcare, so we are supporting the children," said Miren Algorri, a child care provider who supports the tax. "This is not about the rich, this is about the children, the future, not only of this community, but of California, the nation.""We need protection," said Patricia Mendoza, a mother of two who faces eviction if the current moratorium runs out. "Where are we going to go? What's going to happen to me, what's going to happen to my future? I don't want to have to tell my kids we're going to be homeless. And I don't think any mother, or any parent would like to tell their kids we're going to be homeless."Atkins has already written a bill that would allow landlords and tenants to work out a payment plan for back rent, to be paid between 2024 and 2034. The protesters Friday say it doesn't go far enough, because it doesn't eliminate the threat of eviction. After the joint protest, people wrote chalk messages to the senator so she would see them every time she walked in and out of her office.A spokesperson sent ABC 10News the following statement: “Senator Atkins supports the committee process and generally does not take positions on bills until they are through that process. However, in these unprecedented and difficult times, we are doing everything possible to ensure people can keep their homes and stay healthy as we deal with this pandemic.” 2276

SAN DIEGO (KGTV) - A North County school district is fighting off potential threats with cutting-edge technology. On Thursday the school board approved plans to install an electronic access control system on its campus by the 2019-2020 school year. Funding for the 4,000 project will come out of the district's capital facilities fund. The system will provide global lockdown capability through panic buttons, card readers, computer, or mobile device.LED lights will notify teachers if their classroom door is locked, they can also lock them manually or with a key card. Teachers can also unlock the doors from the inside if they need to let a student in.Jeff Kaye, President and CEO of School Safety Operations, assesses how secure schools are and offers recommendations. He commended Rancho Santa Fe for a high baseline for emergency preparedness, but says it can always be improved. “What we see with locks at all schools is the inability to lock a door from inside of classroom without the use of keys. It makes sense because most of these schools were designed before we had this type of threat. Locks were meant to secure the school after school, not to keep something bad out during school," said Kaye.Kaye says during the Parkland, Florida shooting someone was killed opening the door to try and secure the classroom. He recommends all schools invest in electronic locks in some capacity.“Money is a tough commodity in education safety, especially in California. So when we have someone trying to sell Kevlar doors or Kevlar safe rooms or Kevlar backpacks and the school doesn't have doors that can lock, we say it's like building your swimming pool before building your house," said Kaye. He says there are more affordable options for larger school districts. “That’s where we need to go in education safety, proactive rather than reactive," Kaye. The International School Safety Institute Conference will be held in San Diego at the end of September. 1969
