(KGTV) -- The brother of San Diego hiker Paul Hanks is talking about his ordeal in Joshua Tree National Park. The best news they have to share with the public - Hanks is expected to make a full recovery. "Sunday was his birthday, he turned 54," said Dr. Steven Hanks, his brother. "He likes to take a hike on his birthday so he had gone out to Joshua Tree National Park after spending the morning with (our) mother."RELATED: Missing San Diego hiker found injured in Joshua TreeThe 54-year-old left San Diego on Sunday, March 11. His brother said he was reported missing on Tuesday, March 13 after he failed to show up to a meeting with his ex-wife in Las Vegas. Hanks' truck was found near the Maze Loop and Hanks was found by a member of the Joshua Tree Search and Rescue crew on Thursday, March 15. According to his son-in-law, Hanks broke his ankle and fractured his skull after falling 20 feet. He was missing for four days and buried himself in the sand to stay warm, drinking rainwater to stay hydrated until he was found."He had a very harrowing experience. It's a compelling story of survival and we were just stunned when they found him," Hanks' brother said. "I think he's just incredibly thankful to be alive." When asked if he thought the experience hiker would ever return to Joshua Tree National Park, his brother said:"I think he'll absolutely go back. I do know if he goes back, he won't be going back without a satellite phone...a flare gun," he said, smiling. "He really thought he was going on a minimal risk venture. Safety protocols require masks in clubhouses and close proximity indoors, but not on the field. San Diego Padres shortstop Fernando Tatis Jr. has often sported a face mask during practices at Petco Park, among a handful of other players.The Friars have had two players test positive for COVID-19 since summer training camps resumed. Outfielder Tommy Pham has since recovered from the virus and rejoined the team. Not when it comes to gear, but when it comes to safety.Don't go aloneDon't surf alone. If you're new to the sport, you definitely don't want to surf alone. Attending a surf school or lesson can help with that. If you've been surfing, it's still always better to surf with a buddy.Warm upStretching out helps prevent injuries. If you're new to surfing, you'll definitely be using some muscles you haven't used before so limber up!Space outBetween your foot and your board's leash, there's plenty of room for your board to get in someone's way and vice-versa. Make sure you have enough room between yourself once you go for a wave. That last thing you want before wiping out is to send your board into someone or catch someone else's board yourself.Don't ruin a waveBefore you paddle out, check the situation. There may be someone hurdling toward you and about to catch a wave. Point being, get your bearings on where others are currently. Paddle out between breaks and you'll be less likely to run into someone.Don't drop inIf you're not paying attention, you may end up on the same wave as another surfer. This can lead to two things, a collision or having to bail out of the wave. Either way, it's bad news. Apologize if you accidentally end up in the situation, but be aware of your surroundings.Spotting a ripRip currents can be a real danger whether you're swimming or surfing. Know how to spot a rip current and where you're allowed to surf, and make sure you're within view of a lifeguard. If you're caught in a rip current, experts say it's important to stay calm. (KGTV) - The state Supreme Court started hearing oral arguments Tuesday in San Francisco over San Diego’s pension changes that were approved by voters six years ago.More than 65 percent of San Diegans voted for Proposition B, the "Citizens Pension Reform Initiative" which switched most new city workers to a 401(k) plan instead of a guaranteed pension.Ever since then the measure has been challenged by labor unions. The Public Employment Relations Board (PERB) has been trying to overturn the pension cutbacks in court and now it’s in front of the state Supreme Court.The court will review the Fourth District Court of Appeal’s 2017 ruling on the issue.The focus then was on whether former San Diego city leaders illegally put Prop B on the ballot because they did not meet and confer with the labor union first. The appellate court ruled in favor of the city then.Now, political analyst John Dadian says if the Supreme Court rules in favor of the labor union, the city could be upside-down millions of dollars, directly impacting taxpayers.“Taxpayers should be very scared,” said Dadian.  “They could have to go back and retroactively give the original pension benefits to the new 3,000 employees and that would be horrendous.”Dadian says there is still hope for the city if the court rules in favor of the union.“If it rules against the city they have several options, they could craft a new one (prop) to go back on the ballot and it could possibly go to federal court,” said Dadian.After Tuesday’s hearing, the court has 90 days to make a ruling. 1575
