WASHINGTON, D.C. -- The Trump administration has rescinded a rule that would have required international students to transfer schools or leave the country if their colleges hold classes entirely online this fall because of the coronavirus pandemic.The administration’s decision was announced at the start of a hearing in a federal lawsuit in Boston brought by Harvard University and the Massachusetts Institute of Technology.The announcement brings relief to thousands of foreign students who had been at risk of being deported from the country, along with hundreds of universities that were scrambling to reassess their plans for the fall in light of the policy.The rule was facing opposition from state governments across the country. Yet, with about 117,000 of them, it doesn’t always run smoothly.“Some of them are commonplace situations, folks who may not know what ID they need to vote,” said Izzy Bronstein, campaign manager with the nonprofit, nonpartisan organization Common Cause.Common Cause is one of several organizations banding together for the nonpartisan effort Protect the Vote to ensure every vote gets counted in the 2020 election.“There are a number of problems we expect this year,” Bronstein said.Among the potential issues: confusion over mail-in ballots, early voting dates, whether ballot witnesses are needed and what polling sites are open, as well as the potential for voter intimidation. Fear of that is rising on the heels of President Donald Trump saying at the first presidential debate, "Go to the polls and watch very carefully."With all of that in mind, Protect the Vote is recruiting thousands of volunteers across the country – 20,000 signed up so far – to be on hand at polling sites to answer voter questions. They will also help get them in touch with attorneys – from the Lawyers Committee for Civil Rights Under Law -- through a nationwide hotline, so they can assist a voter if they run into trouble casting a ballot.“We know that this is a big election with a lot of at stake,” said Suzanne Almeida of Common Cause PA, which is heading up the effort in the battleground state of Pennsylvania.Almeida is quick to point out that their volunteers are not poll watchers, which are people usually affiliated with a particular candidate.Instead, volunteers with Protect the Vote are called poll monitors and are non-partisan.“It is even more incumbent on us, particularly wearing our nonpartisan hat, to make sure that the election runs smoothly, because we know that folks are going to be looking carefully at the results in Pennsylvania,” Almeida said.Other battleground states, like Florida and Wisconsin, can also expect an election spotlight since there have been election-related issues there in the past.“It's about making sure that every voter gets their ballot counted and their voice heard in our democracy,” Bronstein said. “And that's really something we can all come together on.”If you run into any issues while voting, Protect the Vote has set up a nationwide hotline, staffed by attorneys from the Lawyers Committee for Civil Rights Under Law. WEST ALLIS, Wisc. – A 15-year-old boy was arrested after he ran from police and hid in a tree in West Allis, Wisconsin.The incident started when West Allis Police was called to the 2000 block of S. 116th Street for a report of a disruptive teen -- who also possessed marijuana.According to police, the teen ran into Greenfield Park before they arrived at that address. Officers eventually located him, but the teen swam out to an island in the middle of a lagoon. He then climbed to the top of a tree and refused to come down.Police said the teen eventually came down and he was then arrested. 606

West Jordan, UT (KSL) -- Police say two Salt Lake men took a teenage girl "partying" before taking turns raping her in the back seat of a car while she was passed out, all while a third man recorded it on a cellphone.Richard Djassera, 21, and Leclair Dodjim, 24, were arrested Tuesday by West Jordan police for investigation of aggravating kidnapping, rape, forcible sodomy, two counts of sexual exploitation of a minor, aggravated sexual assault and contributing to the delinquency of a minor.A 14-year-old girl met one of the men on Snapchat and struck up a conversation with him, said West Jordan Police Sgt. Joe Monson. That man originally represented himself as a 17-year-old, he said.On Sept. 8, the girl slept over at a friend's house and then sneaked out of the house to meet up with the man and two others, according to a Salt Lake County Jail report.The three men then drove the girl around, "partying, drinking," Monson said. The report says the men provided her with alcohol, then took her to a hookah bar and finally a house party.At some point, between 1 a.m. and 4:30 a.m., the girl — who was in and out of consciousness after drinking — was raped in the back seat of the men's car, Monson said.The report says two of the men assaulted her while the third recorded it."It appears (the girl) is passed out and/or unconscious throughout most of the video and clearly cannot give consent to anything that is happening to her," the report states."She woke up next morning, didn't remember much, was told by a friend that something had happened and called her parents," Monson said.The girl woke up in one of the men's homes and called a friend to come get her, he said.When the man who allegedly recorded the video was interviewed by detectives, he told them he saw what was happening and "thought it was funny so he recorded them having sex on his phone," the report states.As of Thursday, the investigation into the third man was continuing, according to police.The case is another reminder for parents to "be aware what your kids are doing on social media," Monson said.
