SAN DIEGO (KGTV) - A new program is helping San Diegans get back into the classroom without the fear of crippling student loans. Offered through the San Diego Workforce Partnership and UC San Diego Extension, the program costs nothing upfront.It's called an Income Share Agreement (ISA); tuition is covered, and students agree to pay a small proportion of their income for a set period of time after graduating.The programs include front-end web development, Java programming, business intelligence, or digital marketing; each costs ,500.Adam Taylor is part of the first cohort of students. The Marine Corps veteran is still working to pay back student loans from several years ago but wanted to further his education to increase his salary."It seemed like a little more security in taking a chance and investing in yourself, as opposed to the school loans where they really don't care if you get a job or not," said Taylor, who's studying digital marketing. The program is possible thanks to million in grant funding, with Strada Education Network providing an initial .2 million. Strada granted the money to the Workforce to increase access and diversity in tech through ISAs.The program succeeds if students succeed. Those who get a job and pay back into the program will support future students. SAN DIEGO (KGTV) - A reward was offered Tuesday to find a woman suspected of opening several credit card accounts at stores in Lemon Grove and College Grove with a stolen identity.The crime spree started July 12, according to San Diego County Crime Stoppers. The woman successfully opened accounts at several stores but failed on other attempts.More than ,000 was charged before the accounts were closed.The victim contacted the San Diego Police Department upon learning the accounts were being opened. He or she did not know how the suspect gained access to private information.Investigators say the woman is African-American, blonde, and between 25 and 35 years old.Anyone with information is asked to call Crime Stoppers at 888-580-8477. SAN DIEGO (KGTV) -- A Montgomery High School student wearing a gorilla costume was hospitalized on Halloween after being hit by a golf cart in Otay Mesa West. According to San Diego Police, the student reportedly cracked an egg on the assistant principal's head before running across the street to a nearby park. Police say staff members at the school chased the student in a golf cart. During the chase, police say there was some sort of fight between the staff members and student before there was “some type of contact” between the student and golf cart. The student was taken to the hospital with unknown injuries. SAN DIEGO (KGTV) -- A portion of City Hall in Downtown San Diego was evacuated after crews working in the building possibly disturbed asbestos.According to the city, construction crews working on the lobby possibly disturbed the asbestos around 2 p.m. Thursday. The city said in a memo that a contractor working on the sprinkler system accidentally dislodged a section of the ceiling, causing it to crash to the ground. "Immediate action was taken to isolate and contain the material,'' according to the memo. The substance hasn’t yet been confirmed as asbestos, but hundreds of people were forced to evacuate as a precaution. Crews plan to conduct air testing Thursday night with the expectation of reopening City Hall Friday morning. The City Clerk’s office remains open and is working out of a nearby location until Thursday evening so candidates running for office can meet their 5 p.m. deadline. 909
