SAN DIEGO (KGTV) — A 19-year-old Arizona student has been arrested and now faces animal cruelty charges after police say he abused his emotional support dog.Netzer Villagomez, a student at Grand Canyon University, was arrested Sept. 22 after an Arizona Humane Society Animal Cruelty Investigator responded to reports of animal abuse involving a pug named Miso, an emotional support dog.Miso was examined by an AHS veterinarian, who said she found two fractured ribs, a fractured pelvis, and fractured tooth. Blood work also revealed elevated liver values indicating acute injuries.Police said Villagomez admitted to hanging Miso by its collar and leash, with all four legs off the ground, on two occasions for several seconds each time. Police say he also admitted to harming the dog on purpose.Villagomez sent photos of the reported abuse to another person, police added.Villagomez has been charged with Animal Cruelty, which went from a Class 6 to Class 5 Felony in Arizona last August. This means that such crimes cannot be dropped to a misdemeanor and may included jail time or supervised probation or treatment, according to the law. He's the first person to be arrested under the new penalties.Grand Canyon University released a statement to 10News, saying Villagomez had been expelled following his arrest."GCU Public Safety became aware of an incident involving Netzer Villagomez and immediately took possession of his emotional support animal to ensure its safety. The animal was turned over to the Arizona Humane Society and Mr. Villagomez was removed from campus. Mr. Villagomez has since been expelled from the university following his arrest by the Phoenix Police Department. Phoenix PD is handling any further actions associated with this matter."Miso will remain in AHS' care indefinitely, the humane society says. 1837

SAN DIEGO (KGTV) - A 0 million 3rd baseman doesn’t automatically turn the Padres into a World Series contender, but it does buy a lot of Opening Day excitement at Petco Park. The 2019 Major League Baseball season is underway, and for once, Padres fans have reason to hope for something better than a last place finish in the National League West.Manny Machado’s arrival at the start of Spring Training, along with his 9-figure free agent deal (a North American sports record since eclipsed by Bryce Harper and the Phillies) marked a turning point for the San Diego Padres, an end of irrelevancy and the cornerstone of a potentially bright future.RELATED: Stubhub report: Manny Machado signing a home run for Padres ticket and merchandise salesOf course, it takes 9 to play baseball, and Machado cannot carry the entire franchise by himself. Eric Hosmer is back for his second season with the Padres, hoping to put up better offensive numbers than he did last year. Wil Myers also returns, along with catcher Austin Hedges, but much of the excitement at Petco Park is being generated by the team’s rookies.Considered the top prospect in all of baseball by ESPN, 20-year old Fernando Tatis, Jr. is a potential superstar in the making, forcing his way onto the Opening Day roster thanks to his raw talent and baseball instincts. On the mound, the story is a similar one for rookie pitcher Chris Paddack, who was too good in Spring Training to leave out of the starting rotation. Fellow rookie Nick Margevicius also makes the squad, despite never pitching above A ball in the minor leagues. They’ll be joined by second-year lefties Eric Lauer and Joey Lucchesi, as well as converted reliever Matt Strahm, another left-handed who also is coming off a stellar spring in Arizona.RELATED: San Diego Padres grace Sports Illustrated cover for MLB preview issueKirby Yates returns at closer to anchor a bullpen that was considered one of the best in baseball last season, loaded with flamethrowers touching 100 mph on the radar gun. Could the Padres shock the world and make the playoffs? Most baseball experts don’t think so, predicting the team to finish somewhere around .500 for the season. Still, most are pegging the Padres as a team on the rise and one to keep a close eye on in 2019. 2290

SAN DIEGO (CNS) - Voters will decide whether a controversial North County housing development goes forward, the Board of Supervisors decided Tuesday. After a public hearing, the board voted 4-0 -- Ron Roberts was absent -- to place the Newland Sierra project on the March 3, 2020, ballot. The board's action came two months after a Sept. 26 vote amending several provisions in the county general plan that allowed for Newland Communities to build in the Miriam Mountains area, directly west of Interstate 15 and near the cities of Escondido, San Marcos and Vista. The proposed development is in an area noted for wildlife and a tranquil ambience. RELATED: Signatures submitted to put Newland Sierra project in front of votersNewland wants to build 2,135 homes on the 1,985-acre site. The development would also feature 81,000 square feet of commercial space, a six-acre school site, 35.87 acres of public and private parks, 19.2 miles of multi- use community trails, an equestrian staging area and 1,209 acres of open space. The project would include numerous eco-friendly features, including solar panels, electric-vehicle charging stations, xeriscaping and gray-water systems, according to the developers. Opponents gathered roughly 117,000 signatures and presented their petition to the county. RELATED: County approves North County housing developmentSupervisor Dianne Jacob -- who was not at the Sept. 26 meeting -- said the public will vote on whether the board made the right decision on Newland Sierra and ``sound off on the general plan and a project in a high-fire zone, with 2,000 homes over what the general plan allows.'' Board Chairwoman Kristin Gaspar said putting the Newland Sierra development on the ballot ``lets voters do their homework.'' She said the signature-gathering campaign was impressive, adding that while out in some locations, ``I could barely get a leg out of my vehicle door before encountering signature gatherers, although some were not as well-informed.'' Rita Brandin, senior vice president and development director of Newland Communities, told the supervisors the company is confident that voters ``will embrace the plan when they hear the truth and many benefits.'' RELATED: Communities planned for high risk fire zones in San Diego CountyShe said that 80 percent of Newland Sierra homes would be attainable to working families, and that her company plans to invest 5 million in the community. Development opponents earlier in the meeting urged the supervisors to approve a referendum. Many reiterated concerns associated with Newland Sierra, including wildfire dangers, noise pollution, limited water supply, school overcrowding and greater traffic congestion. Tony Eason, who lives in the Deer Springs Oaks mobile home park in San Marcos, said an overwhelming majority of area residents do not want the Newland Sierra project, describing it as yet another attempt to destroy the Merriam Mountains. 2949
