SAN DIEGO (KGTV) - San Diego is celebrating 250 years of history in 2019 with special events planned to commemorate the anniversary. Mayor Kevin Faulconer announced efforts for the San Diego 250 initiative Tuesday at a news conference. The San Diego region has been Kumeyaay territory for thousands of years, but the San Diego we know today began on July 16, 1769, city officials said. “This year we mark a tremendous milestone – 250 years of history, culture and achievement,” Mayor Faulconer said. “San Diego is the place where California began, and we will reflect on our past, commemorate this moment in time and look forward to building a better future for all San Diegans in the next 250 years. I want to thank the many dedicated individuals and organizations that have come together to help celebrate this important anniversary and create opportunities to learn more about our history and heritage as a city and region.” A group of civic leaders, organizations, community volunteers has met biweekly to plan key events. Kumeyaay representatives have also contributed to the group’s discussions about an accurate historical representation of their history. SAN DIEGO (KGTV) - San Diego Police confirmed Monday the arrest of a Yuma, Arizona police officer on suspicion of rape.Yuma Police officer Jared Elkins, 33, was taken into custody Friday morning on Marlborough Dr. near Adams Ave. in Kensington.San Diego Police said Elkins was off duty at this time of his arrest. He is a 7-year veteran of the force, the Associated Press reported.  Yuma Police are working to place Elkins on administrative leave.Elkins will be charged with rape, oral copulation, threat to do bodily harm, sex asault with a foreign object, and misdemeanor sexual assault, police said.Elkins was released on 0,000 bail Saturday and ordered to appear in court on Sept. 25. 709

SAN DIEGO (KGTV) — San Diego Police are asking the pubic for help identifying a group of suspects they say assaulted a male outside a Pacific Beach restaurant this month.Police said the victim got into an argument with a group of men outside Backyard Bar and Grill on Garnet Ave. on April 1, at about 1:30 a.m. During the argument, one of the suspects punched the victim in the face three times.After the victim walked across the street to get away from the group, the suspects followed him and repeatedly punched and kicked him while he was on the ground, police added.The victim was taken to a nearby hospital with major head and facial injuries. He underwent reconstructive surgery of his face due to the severity of his injuries, police say.The group of men fled before police arrived on scene.Anyone with information about the suspects is asked to call San Diego Police at 858-552-1700 or Crime Stoppers at 888-580-8477. 933

SAN DIEGO (KGTV) -- San Diego City Council voted today on their intent to place a police reform measure on the November ballot.The resolution would create an independent commission on police practices in San Diego, if passed.“Today’s action is a big step in the right direction toward real accountability and transparency,” Council President Georgette Gómez said. “The Council's vote demonstrates our commitment to meaningful public-safety reform. In particular, I want to thank Councilmember Monica Montgomery for her leadership on this critical issue. I’m also grateful to Women Occupy San Diego, San Diegans for Justice, the ACLU of San Diego and Imperial Counties, Mid-City CAN, and the Earl B. SAN DIEGO (KGTV) — San Diego County has served Pacers Showgirls International with a cease and desist order in violation of health orders days after San Diego Padres outfielder Tommy Pham was stabbed outside the strip club.The county's letter says the Midway District strip club was allowing "live entertainment," like exotic dancing, "in violation of the Order of the State Health Officer and County Order of the Health Officer and Emergency Regulations."Under the county's current tier for California's pandemic guidance, San Diego County restaurants are allowed to operate outdoor in-person dining and indoor in-person dining at 25% capacity, but live entertainment is not allowed.The county's letter says if the strip club doesn't suspend its entertainment, it can receive a misdemeanor citation and ,000 fine for each violation. The facility could be ordered to close as well.The order says the violations were reported after Pham was stabbed in the parking lot outside the strip club on Sunday night.San Diego Police said Pham was involved in an altercation.
