(KGTV) - The City of San Diego may want to learn a lesson from Santa Monica when it comes to rental scooters.Santa Monica just created new parking spaces for the electric scooters and e-bikes called Shared Mobility Drop Zones. After numerous complaints about riders leaving the scooters on sidewalks, the city decided to take action.San Diego has several bike and scooter companies providing rentals, including Bird and Lime.When asked about the possibility of creating similar parking spaces locally, a spokesman for Mayor Kevin Faulconer said, "The City is looking at a variety of ways to encourage the use of alternative modes of transportation, while keeping the public right of way clean and safe. As an example, we are in the process of installing more than 100 bicycle racks in different parts of the City. SAN FRANCISCO (KGTV) -- A boy who became well known after a photo of him hugging a police officer was widely shared on social media is feared dead along with his family after their SUV fell over a cliff, according to the Associated Press.Authorities say 15-year-old Devonte Hart is feared dead after the family’s vehicle fell 100 feet over a cliff along Highway 1 near County Road 430.Tha California Highway Patrol said 19-year-old Markis Hart, 14-year-old Jeremiah Hart and 14-year-old Abigail Hart died along with their parents, Jennifer and Sarah Hart. "We have every indication to believe that all six children were in there," Mendocino County Sheriff Tom Allmon said. "We know that an entire family vanished and perished during this tragedy."The California Highway Patrol hasn’t determined why the vehicle went over the cliff into the ocean.Devonte gained fame after a photo of him hugging a police officer went viral. In the photo (pictured below) a Portland officer reportedly saw him holding a “free hugs” sign and crying. (KGTV) — U.S. Marines from Camp Pendleton joined troops at the U.S.-Mexico border in San Ysidro Thursday ahead of the potential arrival of a migrant caravan.About 1,100 Marines were deployed in support of U.S. Customs and Border Protection, according to 2nd Lt. Fredrick D. Walker, public affairs officer for Special Purpose Marine Ground Force Task 7.Specifically, Marines were working alongside 93rd Military Police Battalion soldiers from Fort Bliss, Texas, to harden fencing in the area to "make it less scalable," Walker said.10News live video from the border:The deployment is part of a larger effort to place troops at the southern U.S. border ahead of the expected arrival of a migrant caravan from Honduras. SANTEE, Calif. (KGTV) - A rare and beloved family tortoise disappeared from a Santee backyard, possibly grabbed by a thief.Along Jeremy Street, one fenced yard feels especially empty."Heartbroken. My whole family is heartbroken," said a tearful Melanie Clark.Shelly, a 20-year-old leopard tortoise, disappeared about three weeks ago. Clark and her husband returned home from a trip and opened the sliding door but Shelly never came in. Days before returning, Clark says her daughter put down some lettuce on the backyard patio. The couple discovered it half-eaten, which was odd. Usually, Shelly comes back and finishes it.Still, Clark wondered if Shelly wandered off. "We checked all along the fence and saw no gaps," said Clark, who believes it all adds up to a thief."I'm just afraid that somebody saw her and said, 'What a beautiful animal, and I want that beautiful animal,'" said Clark.The foot-long, ten-pound tortoise is unique in its yellow-and-black coloring and origins. "She was one of the last South Africa tortoises to be imported into the United States," said Clark.Clark purchased Shelly at a local pet store before a 2001 ban on the importing of leopard tortoises to the U.S. They were banned because of a certain tick the tortoises may carry.The tortoise, native to Africa, is sensitive to cold temperatures."I'm just worried about not being kept warm. We bring her inside when it's cold. We use special lights and heat to keep her warm," said Clark.She made a plea to the person who took Shelly."Please bring her home to us. She's not just a tortoise.
