SAN DIEGO (CNS) - The Mexican government issued a statement Sunday expressing regret over Friday's shooting death of one of its citizens by a U.S. Border Patrol agent near the U.S. port of entry in San Ysidro.The office of the Consulate General of Mexico in San Diego said it issued the statement on behalf of the Mexican government."The Mexican government regrets the use of lethal force against a Mexican national and will follow up on his death at the hands of federal immigration authorities," the statement said.San Diego homicide detectives are investigating the shooting, which occurred close to the international border near the Las Americas Premium Outlets mall on Camino De La Plaza at 5:45 p.m. Friday, according to Aaron Heitke, chief patrol agent of the Border Patrol's San Diego Sector.Paramedics pronounced the suspect dead at 6:25 p.m., Heitke said.RELATED:Man shot, killed by Border Patrol agent near Las Americas Premium OutletsBorder Patrol says Mexican national shot to death was trying to enter U.S. illegallyThe man was involved in an altercation with the agent on federal property, but it was unclear what prompted it, Lt. Andra Brown of the San Diego Police Department told reporters at the scene."During the arrest, an altercation ensued and the agent discharged his firearm, wounding the man, who was later identified as an adult Mexican national," Heitke said."Nearby agents and law enforcement personnel responded immediately and initiated lifesaving efforts until emergency medical services arrived," Heitke said.The statement from the Consulate General of Mexico in San Diego said it "has taken action to guarantee due process in this case, in light of the fact that the family members of the victim have not been located as of today."The consulate said the San Diego Police Department will be in charge of the investigation, "even though the agents responsible for this incident are Border Patrol officers.""In an unfortunate coincidence, this incident follows another one reported on October 19, in which Mexican national Jose Alfredo Castro Gutierrez lost his life in an altercation with San Diego police officers," the consulate said. "The Mexican government, through the Consulate General of Mexico in San Diego, is following both cases closely and has requested local authorities to conduct (expeditious,) impartial and transparent investigations to establish the facts and determine where responsibilities lie.""Based on this information, the Mexican Ministry of Foreign Affairs will determine the diplomatic and legal measures to be undertaken in defense of our Mexican nationals," the statement said. "The Ministry of Foreign Affairs deeply regrets the death of the Mexican national and reiterates its absolute commitment to the defense and protection of Mexican nationals abroad."Brown, of the SDPD, said Saturday, "As with any officer or agent- involved shooting that occurs in the city of San Diego, the San Diego Police Homicide Unit was called to the scene to conduct the investigation. It is still early in the investigation, but preliminary information is that the male, a Mexican national, attempted to enter the United States illegally and was confronted by a Border Patrol agent."Brown said the man fought with the agent, who received minor injuries during the incident."The agent fired his duty weapon, striking the male once in the torso," Brown said.The man has been identified, but his name was not immediately released. Neither was the Border Patrol agent's name immediately released."The investigation and review process for an agent-involved shooting are extremely thorough," Brown said. "The U.S. Border Patrol is cooperating with the investigation."When the homicide unit completes their independent investigation, it will be reviewed by the U.S. Attorney's office, Brown said."Customs and Border Protection will continue to fully cooperate with this ongoing investigation," Heitke said. SAN DIEGO (CNS) - The San Diego City Council voted Monday to place two ballot measures on the March 2020 ballot, including a hotel tax hike that would fund a convention center expansion, homeless services and infrastructure improvements.The tax increase proposed by San Diego Mayor Kevin Faulconer would raise the city's transient occupancy tax from 10.5% to as high as 15.75% in certain areas of the city, which supporters argue would reap an estimated billion over 42 years.The funding would allow the city to purchase a parcel of land adjacent to the convention center that is currently owned by Fifth Avenue Landing. Once it purchases the land, the city would expand the convention center by roughly 400,000 square feet, from roughly 800,000 square feet to about 1.2 million square feet.RELATED: Hotel tax increase proposed for San DiegoThe land cost is expected to be roughly million, part of an estimated allocation of .5 billion for the purchase and convention center upkeep and marketing. Roughly .8 billion of the initiative's remaining revenue would fund the city's homeless services and shelters, while 1 million would be allocated for repairs to the city's network of roads."This is a measure that is being supported by the lodging industry and is willing to tax its own customers to ... help support homelessness in our community and to help with our infrastructure," San Diego Tourism Authority COO Kerri Kapich said.Voter rights groups and several council members urged that the measure be placed on the November ballot in lieu of the March primary ballot, when turnout is expected to be lower. The council ended up voting 5-4 in favor of placing the measure on the March ballot to ensure it goes in front of voters as soon as possible.RELATED: San Diego city council approves .9 billion homelessness planThe council also unanimously voted to place a measure authored by City Councilman Scott Sherman on the March ballot that would shift the responsibility for the city auditor appointment process from the mayor's office to the council's Audit Committee. Currently, the mayor appoints a city auditor candidate to serve a 10-year term."The city auditor is vital to holding city administration accountable and ensuring taxpayer dollars are spent properly," Sherman said in a statement. "The administration shouldn't be in charge of choosing who is overseeing the administration. This ballot measure will help ensure this important position is truly independent."Under the proposed measure, the Audit Committee would recruit and choose three candidates for the city auditor position. The council would then choose one of the three candidates to serve as the city auditor for a pair of five-year terms.Since the position was established in 2009, the city has only had one official city auditor, Eduardo Luna, who served nearly all of his term before leaving for a similar position with the city of Beverley Hills in October 2018.Sherman, the Audit Committee chair, proposed the measure after Faulconer appointed DeeDee Alari, a deputy director in the city treasurer's office, to the position in July. The FAST Center offers services such as tutoring, computer access and a food pantry and will serve as a gathering space for youth who have gone through the foster care system."The number one goal we had in creating this program was to make it extremely difficult to NOT be successful," FAST Scholars Program Coordinator Sade Burrell said. "The center is a place for students to get the resources they need, whether that includes counseling, tutoring, food, child care, emergency housing and any other need unique to their situation."Mesa College is the first community college in San Diego County to open an on-campus support center for students in the foster system. Currently, only about one-in-10 foster youth graduate from college and one-third of former foster youth are homeless by age 25. College officials hope the FAST Center will help quell those numbers for students in San Diego."What this center does is say, we see our foster youth. We see their experiences. We see the unique contributions that they bring to the campus; that we understand the many challenges or systemic barriers that are often placed in their way," said Ashanti Hands, the college's vice president of student services. "The message we want our students to hear is: Bring your full self."The FAST Center will be open 8 a.m. to 6 p.m. Monday through Thursday and from 8 a.m. to 3 p.m. on Fridays. SAN DIEGO (CNS) - The San Diego County Board of Supervisors Wednesday heard a proposal to reduce light pollution in two rural communities.The proposed amendment to the county's Light Pollution Chapter ordinance would cover the Julian and Borrego Springs Community Planning Areas.Both would be considered "Zone C" to receive a Dark Sky Community designation, which is generally more restrictive, according to a presentation at Wednesday's board meeting.Along with unanimously approving the ordinance amendment on first reading, the board also found it to be exempt from the state's Environmental Quality Act, as it does not affect land use or density.It would also support Julian in becoming an International Dark Sky Community and update Borrego Springs' light pollution standards.The board will consider formal adoption at its Nov. 18 meeting. If approved, the amended ordinance would take effect in January.Zone C is generally more restrictive and limits total amount of light per acre and has more restrictive standards for signage or nighttime sports.Proposed changes would include new lighting standards (for color type, levels and shielding) and sign illumination. The county would give existing developments 10-year grace period to come into compliance.Dark skies are important to astronomers for better viewing in rural communities, along with businesses that benefit from related tourism. San Diego County adopted a light pollution policy in 1985.Public outreach sessions found that residents in Borrego Springs and Julian were supportive of new regulations, according to the presentation to the board.Ordinance enforcement would cost an estimated ,000 in fiscal year 2021-22.The cost for residential property owners to upgrade their lighting would range between and 0, while a retail store owner might pay between 0 and ,600, according to the county.Supervisor Dianne Jacob, whose district includes Julian, said the ordinance would be good news for expert and amateur astronomers."It's time to go look at the stars," she added.Jacob also requested that county staff work with San Diego Gas & Electric to resolve any issues the utility may have over an upgraded ordinance.Supervisor Jim Desmond said he would gladly support the ordinance, adding that dark skies are a big draw for Borrego Springs, which is located in the district he represents."I go out there frequently, and it's fantastic to see the Milky Way," Desmond said. 2464

  

SAN DIEGO (CNS) - The county's E. coli outbreak involving children who attended the San Diego County Fair and did not wash their hands after visiting the animal exhibits stands Friday at 11 confirmed or probable cases, one of which was fatal, health officials said.County health officials have tracked E. coli cases related to the fair since June 28, when the Health and Human Service Agency announced that it had received reports of four confirmed or probable cases of the bacteria.The fair shuttered its animal exhibits the same day, after 2-year-old Jedidiah Cabezuela's death was reported, and the fair closed for the year on July 4.RELATED: Health officials report 2 new probable E. coli cases possibly tied to San Diego County Fair animalsAs of Wednesday, the number had increased to 10 confirmed cases and one probable case, all of which involve children ranging in age from 2 to 13. The county did not disclose the age or gender of the four new cases confirmed this week, but said all of the patients visited the fair's animal exhibits and petting zoos.People can avoid contracting the bacteria by thoroughly washing their hands after making contact with animals at places like farms, petting zoos and fair exhibits. Young children, older adults and people with weak immune systems are at particular risk, according to health officials.The HHSA and the California Department of Food and Agriculture collected environmental samples at the fair after the first cases were reported to confirm the bacteria's origin. However, results of the collected samples were not available prior to the fair's closure and have yet to be disclosed.County health officials repeatedly cautioned that more confirmed cases were likely despite the fair's closing due to local doctors intentionally looking for symptoms of the bacteria and its multi-day incubation period. As such, the county has not indicated that the cases are part of a larger, countywide outbreak linked to common causes like contaminated produce.While most people who contract the E. coli bacteria do not develop severe complications, roughly 5 to 10% of those who do can develop a potentially life-threatening kidney infection. Symptoms do not appear for three to four days after contraction and can include severe abdominal cramps, watery or bloody diarrhea and vomiting.Residents should promptly contact their doctor if they believe they have contracted E. coli, according to the county. 2455
