BEIJING, April 8 (Xinhua) -- The People's Liberation Army (PLA) and the Ministry of Education plan to open an online recruitment service for the first time to mobilize college graduates this year, a move seen as an effort to sharpen the army's high-tech edge.The PLA plans to recruit some 150,000 college graduates this year, according to a statement released after a meeting held Thursday by the PLA General Staff Headquarters and the ministry.Last year, China announced a series of preferential policies to encourage more young people with higher education to serve in the army, including a one-off payment of up to 24,000 yuan (3,500 U.S. dollars) for the student-turned soldiers. The money, paid by the central government, roughly equals the tuition cost of a four-year university education in China.Some 130,000 college graduates applied to join the army in 2009 and more than 100,000 were recruited, statistics from the statement show.Moreover, the age limit has been extended to 24 for those with a bachelor degree. BEIJING, April 26 (Xinhua) -- Chinese legislators Monday started discussing for the second time a draft law on the protection of oil and natural gas pipelines which spells out the responsibilities of pipeline companies.According to the draft, companies must take safety measures while constructing pipelines and ensure the quality of materials.Companies must have professional personnel regularly patrol pipelines and deal with any potential safety issues in a timely manner, the draft said.They must place warning signs near pipelines according to state standards and replace damaged signs as soon as possible.The draft law says pipeline companies must offer compensation to land owners whose land use is curtailed by the pipeline.Buildings and facilities like pools and greenhouses that may damage pipelines are prohibited in the buffer areaThe draft said rapid urbanization has resulted in the reckless construction of buildings and roads within pipeline buffer areas, making pipeline protection increasingly difficult.The State Council, China's cabinet, submitted the law to the 14th session of the Standing Committee of the 11th National People's Congress (NPC), the country's top legislature. The Standing Committee's four-day meeting began Monday.

BEIJING, May 7 (Xinhua) -- China's recent measures to cool the red-hot property market had curbed excessive home price rises in some cities, a senior government official said Friday during an online discussion with Chinese netizens.Qi Ji, vice minister of housing and urban-rural development, said the reaction to the tightening measures was positive -- after local governments implemented the measures in line with the central government's policy.In April, the Chinese government introduced a raft of tough measures to rein in soaring home prices which grew a record 11.7 percent from a year earlier in March.The measures included more restrictive down-payment requirements, higher loan rates, a ban on lending for third home purchases and tighter scrutiny of developers' financing.He said rapid price growth in some cities was mainly because of a shortage of supply as well as "unreasonable demand.""If not curbed, the excessive gains in prices could spread to more regions, affecting people's living standards and threatening financial safety and even social stability," he added.He said the government would increase crackdowns on illegal practices by property developers, including hoarding of land and delaying sales to exaggerate profits.The government would also strengthen checks on developers' land purchases and fund-raising, he said.He said that the government would seek to increase supply of low-income housing and that a plan regarding construction of such housing for the period to 2012 would be unveiled before the end of July this year, he said.
