SAN DIEGO (KGTV) — Consumer spending in San Diego was down nearly .3 billion between February and April 2020, showing just how badly the COVID-19 pandemic crippled the local economy.Since stay-at-home orders began in March, SANDAG says taxable sales in the region dropped from an average of .3 billion to billion in April.The largest losses in the region were seen at apparel stores (an 83% decrease in sales) and restaurants (down 67%).On the other side, big-box retailers like Costco, Target, and Walmart have fared well, SANDAG says. Grocery stores and pharmacy, though, were actually down 10% in taxable sales. Home improvement sales were also up, likely due to stimulus checks, SANDAG adds."It is interesting to learn that grocery stores and pharmacy sales are actually down by 10%, while home improvement sales have spiked," said SANDAG Chief Economist Ray Major. "We can assume that during the pandemic, people had more time to work on outdoor landscaping, gardens, and other home beautification projects. SAN DIEGO (KGTV) — Community spirit will come alive across nine blocks in Hillcrest this August.The CityFest Street Fair and Music Festival packs Fifth Avenue with bands, DJs, arts and crafts, and food from 12 p.m. to 11 p.m. on Aug. 11.The half-mile-long celebration, known as "Pride-Light" to locals, brings more than 150,000 visitors to Hillcrest every summer. Visitors will be able to enjoy live music, buskers and street performers, and a special headliner on the grand stage throughout the day. SAN DIEGO (KGTV) — Business associations in North Park and Normal Heights are pushing back against a plan organizers say could bring more customers to their parts of town.Leaders from both business improvement districts are expressing coronavirus-related concerns over a scavenger hunt the city and the San Diego County Bicycle Coalition are planning beginning Aug. 12 and lasting two weeks. "It's unpredictable, especially in this environment, when you're going to invite people to get out of their house for the first time," said Scott Kessler, who leads the Adams Avenue Business Association. "We just don't know what to expect."Organizers say the event is all about social distancing. Participants download an app called Scavify, which they use to do things like find landmarks or answer trivia questions. Local businesses decide how much they want to be involved. "Most of this engagement is done outside, socially distanced, and it's just about highlighting businesses and community organizations," said Sylvie Froncek, program director at the Bike Coalition. But the business organizations say they are concerned about a lack of organization and late notice. "We welcome shoppers, diners and people in need of essential services but we do not support any gatherings that cannot be managed or overseen for safety protocols. Bike events have traditionally brought great benefit to North Park because of the number of people who see them as a way to connect with friends while enjoying outdoor activity," Angela Landsberg, who directs the North Park Main Street Association, said in a statement. "Unless these events can be managed to ensure proper safety for our community at this time we believe they could do more harm than good."Others say that fear is unfounded. The coalition held a scavenger hunt earlier in July in Imperial Beach, an event Councilman Mark West said was such a big success that they have scheduled another one."No one needs to be afraid of this, they need to embrace it and enjoy it because it's good for businesses, it's good for families and it gets you outside," West said. SAN DIEGO (KGTV) - By a unanimous vote, the San Diego City Council voted Monday to hike pedicab fees, making it nearly twice as costly to be a pedicab driver. Police say the increase for annual operator fees from 2 to 9 is needed because of extra enforcement, including aggressive inspections and undercover operations targeting price gouging.Ali Horuz, who manages four different pedicab companies, says the higher fees will be a hardship, especially for drivers getting into the business. He says right now, the local market is short about 50 drivers."It's going to be harder to find qualified drivers. We're competing against Uber and Lyft. It's definitely going to affect the market, where we are going to see fewer pedicab drivers," said Horuz.While the number of drivers is shrinking, the regulations may be increasing. Citing complaints from the community, Councilman Chris Ward wants the city to set a uniform rate structure, while banning loud horns, flashing lights and amplified music. Horuz says the lights and loud horns are needed safety precautions, while overly loud music is a product of a few bad drivers.A council committee will look at the proposal Wednesday. 1240
