SAN DIEGO (KGTV) — Jessica Mattly was all smiles Thursday, ironically, thanks to the state Employment Development Department.“For the first time they called me,” she said. “I didn't call them. It was great.”A representative from the EDD, which issues unemployment insurance payments, called Mattly to tell her that they finally processed her application for jobless benefits. They’d begin by sending her four weeks of backpay.Mattly’s had been trying to get through to the EDD since she lost her job at a San Diego resort in late March, when Coronavirus restrictions went into effect. She filed for unemployment immediately, but like thousands of other San Diegans, got a request from the EDD for identity verification. She submitted the necessary documents, but never heard anything back.“I would just keep dialing, and keep dialing, and keep dialing, and I understand the definition of insanity. I do. And it felt like that was my only option,” she said.Mattly kept running into walls, until she turned to State Sen. Ben Hueso’s office, which contacted the EDD on her behalf. That lead to Thursday's phone call.Others, like Audee Kammer - just wouldn't take no for an answer. The EDD denied her identity documentation twice. She called hundreds of times - finally appealing the denials and getting a telephone hearing with a judge, who authorized payments.“I could see how some people, it could just throw them into deep depression and despair,” she said. “I feel for a lot of people out there that are in my same situation that I was and don't have the drive to keep knocking on that door.”Meanwhile, the latest state numbers show more than 230,000 San Diego County residents are unemployed. The EDD says its funding has increased drastically since the pandemic began and is now undertaking a massive hiring effort. It has filled 900 new positions to process an unprecedented amount of claims - with an additional 1,900 openings.Sen. Hueso represents the 40th Senate District, which includes portions of the County of San Diego and all of Imperial County. SAN DIEGO (KGTV) — Lifeguards say two people were rescued from a trail in the Blacks Beach area on Sunday in separate incidents. The first involved a woman who injured her ankle, according to San Diego Fire-Rescue. The woman was about half-way down before being injured. Lifeguards put her on a stretcher and used ropes to lower her down to the beach. She was taken by lifeguards to meet paramedics. The second occurred on the same trail, involving a woman suffering from heat exhaustion. She was unable to make it down the rest of the trail, requiring lifeguards to hoist her to the beach below to get her to paramedics.Lifeguards said with Labor Day weekend approaching and a heatwave expected next weekend, they are reminding visitors to local trails to know their limits, wear proper footwear for uneven beach terrain, and make sure they have plenty of water.Beach lifeguards say they don't expect to see crowds slow down anytime soon. 945

SAN DIEGO (KGTV) — Intense heat is sparking fires and sending San Diegans to the coast seeking relief."The temperatures today are pretty extreme," Cal Fire Captain Thomas Shoots said, adding the brush is dry from the heat and lack of rain making Wednesday's forecasted record heat very dangerous.A brush fire sparked in Ramona near Ramona St. and Boundary Ave around 11 a.m.The triple-digit heat causing concern for Fire Chief Jason Lambirth with the U.S. Forest Service, "we really take care of our own people, keep a close eye on them, make sure they're hydrated with water and Gatorade and go from there."Firefighters kept the blaze within a couple of acres, according to Shoots.A huge relief to neighbors, like Leanne Plunkett who has lived in Ramona for 44 years. "Oh I'm relaxed now, but it was pretty hectic for a while!" Plunkett said. She was stepping into the shower when law enforcement knocked on their door to issue evacuation orders. Plunkett said she jumped out, threw on clothes, and started packing jewelry and important documents. She said they had to evacuate twice in the past, including the Cedar Fire. The heat taking its toll on San Diegans across the county. Many, like Oscar Fuentes from El Cajon, headed to the beach."It was starting to get to 110 degrees out there so we decided to hit the beach... It's a lot more tolerable that's for sure it's really nice, I expect it's going to be a lot better when we get in that water."He's not alone according to Sgt. Lonnie Stephens with San Diego Fire Rescue's Lifeguard Division."We're still seeing elevated beach crowds on the weekends and during the weekdays." He said normally crowds dissipate after Labor Day but that hasn't happened yet."Throughout this heat, which has been ongoing for quite some time, yes we have had some citizens that have had some heat-related illness." He said it's important to wear loose-fitting clothing, drink plenty of water, wear sunscreen and stay in the shade when possible. An Excessive Heat Warning is in effect until Thursday night. 2045

SAN DIEGO (KGTV) — King tides are expected to hit San Diego County's coastline starting this weekend. The high tide event is forecasted to begin Sunday, Nov. 15, and last through Monday, Nov. 16, according to the California King Tides Project. Another round of king tides is also expected next month from Dec. 13 through Dec. 15.High tide is set to steadily rise through the weekend, with Friday's high tide reaching 6.9 feet ahead of Saturday's 7.3-foot high tide. Sunday and Monday will see high tide reach 7.5 feet, before gradually decreasing through the remainder of the week, according to Tide Forecast.FORECAST: Latest 10News weather forecast for San Diego County"King tide" is the term used to refer to the natural occurrence of higher than normal tide caused by the alignment of the gravitational pull between the sun, moon, and Earth. While the tide event isn't an everyday occurrence, it is a natural one.According to the California King Tides Project, king tides are generally the highest tides of the year. The group says that understanding king tides help plan for higher sea levels in the future, though the event is not caused by a rise in sea levels."King Tides are the highest high tides of the year, about a foot or two higher than average tides, which corresponds to the one to two foot rise in sea level expected during the next few decades. When you observe the King Tides, imagine seeing these tides (and the associated flooded streets, beaches, and wetlands) almost daily," according to the group. While the event has the ability to produce lively imagery of tide crashing onshore, beach-goers are warned to be careful when near the shoreline, especially if they're near an area prone to erosion. Coastal flooding, affecting businesses and residences, can also occur during these high tide events. 1827
