SAN DIEGO (KGTV) — Two people working on scaffolding on the side of a downtown high-rise were rescued Tuesday after their equipment became stuck.The two workers were stuck 42 stories in the air after their equipment failed just before 10 a.m., leaving their mobile scaffolding stuck, according to San Diego Fire-Rescue.Fire crews climbed to the top floor 46 stories up and were lowered down to the trapped pair. Glass on the 43rd floor of the building was then removed and the workers were hoisted into the building. View this post on Instagram SD Fire-Rescue crews are on scene at a building under construction at 14th and Island. SDFD dispatchers received the request for assistance at about 9:50 Tuesday morning. Two construction workers were on a window washing lift when the lift stopped functioning and the workers were not able to move the lift. USAR 2, engines 2 and 4 and trucks 1 and 11 along with medic 10 responded. The technical rescue team went to the roof and set up the rope system. They lowered down to the construction crew outside the 42nd floor and were able to remove a window on the 43rd floor. The 43rd floor window served as the extraction point. The first construction worker was rescued at 10:52 and the second at 11:01 a.m. The firefighters are now in the process of retrieving their rescue equipment. No injuries. The two workers were performing welding work on the building.SDFD Battalion Chief Brian Raimes said weather was in their favor during the rescue and that the building was unoccupied, making the rescue easier.A park below was temporarily evacuated in case anything fell from the high-rise. SAN DIEGO (KGTV) -  As the San Diego Airport plans a Billion expansion to Terminal 1, concerns over how to get people to and from Lindbergh Field are creating problems for the project."We are the first and last impression people have of San Diego," says Dennis Probst, the Airport VP of Development. "We want to make it a good one."The airport served a record 22 million passengers in 2017. They expect that number to grow to 28 million by 2035.  Getting all of those people to and from Lindbergh is a big part of the expansion.Plans put forward by the airport call for a new three lane roadway connecting Harbor Drive to Lindbergh. It would start near Laurel Street and take people directly to the new terminal and proposed parking garage."No stop lights, no stop signs, free-flowing," says Probst. "It's gonna take about 45,000 cars a day off Harbor Drive."But other San Diego agencies say the airport needs to think bigger and focus on different modes of transportation, instead of just cars."Connecting the airport to transit is something we've been talking about for a long, long time," says Rafael Castellanos, the Chair of the Port of San Diego. "If San Diego wants to be a world class city, we need to have world-class infrastructure."The Port owns the land that the airport sits on. They've proposed a light rail-style people mover that would connect trolley stations nearby to the terminal.Meanwhile, SANDAG and the County of San Diego released a study proposing a skyway with gondola rides that could run from the Convention Center to the Airport."I think the only obstacle is getting everyone to the table quickly," says Castellanos. "That's something that can be easily overcome."The airport says they're willing to look at all options, but they can't take a stand or incorporate any into their current plans because they can only control what happens on airport property."The view from the airport's side is that we're not the region's transit planning agency," says Probst.Funding is also an issue. The expansion project will only use FAA and airport-generated money. Because of that, FAA rules say they can only spend money to improve things at the airport or directly related to the airport. A tram or skyway that spans all of Harbor Drive would require an exception to that rule and would need money from other agencies as well.Probst says the airport has already started talking to the FAA about that option. They got a similar exception to help with infrastructure improvements when the airport built the rental car center a few years back.Right now, the airport is reviewing comments from their Environmental Impact Report. The next step is to put together environmental quality reports for the state and the federal government. Probst says the debate over transit is slowing down the process, to the point where he doesn't think they'll be able to start construction until after 2020. 2932

  

SAN DIEGO (KGTV)- A mother from Sacramento is back in San Diego to search for her missing son, a San Diego State graduate who was living in Pacific Beach.Wesley Billingsly was last heard from on June 12, 2018. He was supposed to meet friends for dinner in Pacific Beach, but never showed up.Since then, there has been no sign of him.He is 5’8”, 130 pounds with hazel eyes and brown hair. He has several tattoos.Christel Billingsly, Wesley’s mother, has spent her days posting fliers, reaching out to people on social media, and keeping up with the San Diego Police missing person’s investigation into her son’s disappearance.“He was here actively driving these streets, going to that Vons to get gas,” she said while standing in a Vons parking lot on Garnet Avenue. “And then he just disappears?”She is offering a ,000 reward to anyone who helps bring her son home.“I know somebody that's reading these posters knows where my son is,” she said. “They need to speak up and tell me where he is because this is enough, it's enough.”Back in August, Christel Billingsley flew to San Diego from Sacramento and spent her son's 25th birthday searching for him.Police located his vehicle in the South Bay but that has been the only trace of him. After that Christel Billingsly made her way to Mexico to search for him.“I went and met with the police in Mexico, I had a translator with me,” she said. “I went and filed a missing report,” she also checked morgues and jails.She said her son had earned a degree in business administration and marketing from SDSU. He moved back home to Sacramento briefly to work and save enough money to return to San Diego.Once he returned, he was staying with different friends at homes in Pacific Beach as he looked for jobs.Christel pays her son’s cellphone bill and said the phone stopped showing any activity once he disappeared. SAN DIEGO (KGTV) — When faced with a hopeless medical diagnosis, a second opinion could save a person's life. Doctors at UC San Diego Health hope to make getting a second opinion easier and more affordable through their new Neurosurgery Second-Opinion Program. "They either feel affirmed in the clinical opinion they've already received or maybe have access to a surgical treatment that might not otherwise be offered to them," said Dr. Alex Khalessi, Professor and Chair of Neurological Surgery at UC San Diego Health. Through a secure online platform, UC San Diego Health offers easy access to world-renowned neurosurgeons through the program.The service costs patients 0, which Dr. Khalessi says is a few hundred dollars less than other programs nationwide. He says their goal is to make the program accessible to those who need it, even those thousands of miles away. "This is really an opportunity I think to give patients who are dealing with a problem they've never had to think of before a day in their lives, access to a person who spends every day thinking about that problem," said Dr. Khalessi.San Diego resident Glenn Callan credits a second opinion from Dr. Khalessi's team for saving his wife Patricia's life.While in remission for breast cancer doctors at their original San Diego hospital discovered a large tumor in Patricia's brain, but said the tumor was inoperable. "Devastating. You just think you escape this and then have this metastatic cancer go to the brain, it's unbelievable, surreal," said Glenn.Rather than accepting the original diagnosis, the Callan's went to UC San Diego Health, where doctors successfully removed the tumor."Things that would have been a death sentence or permanently disabling even five years ago, now we have a lot of very effective options to treat those problems," said Dr. Khalessi. The Neurosurgery Second-Opinion Program is available now for patients.UC San Diego Health hopes to soon pilot similar programs for oncology and orthopedics. 2008
