SINGAPORE, Oct. 23 (Xinhua) -- Chief of General Staff of China's People's Liberation Army (PLA) Chen Bingde called on Singapore Deputy Prime Minister and military officials on Friday.     During his meeting with Singapore Deputy Prime Minister and Minister for Defense Teo Chee Hean, Chen said that China and Singapore share common strategic interests in economic development and regional security. In recent years, bilateral military relations have made great progress, he said, adding that the two sides have maintained frequent high level visits and improved the communication and cooperation mechanism. Cooperations on staff training, joint military exercises and ship visits have also been fruitful. BEIJING, Jan. 9 (Xinhua) -- Hu Jintao, general secretary of the Central Committee of the Communist Party of China (CPC), urged to deepen fiscal and taxation system reforms, and improve the efficiency of fiscal management, so as to maintain steady and comparatively fast economic development.     It is imperative to continue the pro-active fiscal policy and moderately loose monetary policy, with priority given to the implementation of policies that support domestic consumption expansion, economic growth, economic structure adjustments and projects concerning people's livelihood, said Hu at a seminar attended by members of the Political Bureau of the CPC Central Committee and researchers from the nation's top think tanks on Friday afternoon.     He also called for more investment in agriculture and rural areas, independent innovation and fostering of emerging strategic industries.     More fiscal resources should be channeled to promote public welfare development and back up undertakings concerning people's livelihood, especially education, employment, social security, medical care, affordable housing construction, and environmental protection, according to Hu.     Hu also called for improving the taxation system by optimizing taxation system structure, working out a more fair distribution of the tax burden, and standardizing income distribution, in a bid to promote healthy economic development.

BEIJING, Dec. 30 (Xinhua) -- World media reports have praised China's efforts in promoting international cooperation to combat climate change and its contribution to a substantive result at the U.N. Climate Change Conference in Copenhagen.     The per capita carbon emission in China is far lower than that in Western countries, the state media from different countries, including India, Pakistan, Indonesia, Central Africa Republic and Malawi, said recently.     Acknowledging that China was facing a heavy task of development, they said that China's demand for due right to development was justifiable and reasonable.     Alongside economic development, China has increased spending on combating climate change, greatly encouraged science and technology, and become a world leader in the use of green energy, they said.     During the Copenhagen Conference, China made all efforts to communicate and negotiate with other countries. It especially brought together developing nations to jointly safeguard their common interests and made a remarkable contribution to a substantive result of the conference, they said.     Meanwhile, media in small island states, including Antigua and Barbuda, Fiji and Papua New Guinea, also spoke highly of China's responsible attitude and forceful measures on tackling climate change, saying China's effort could match that of any developed countries.     They said that some countries' criticism of China on the issue was groundless and irresponsible.     The words were echoed by France's Le Figaro magazine, which said in an editorial that the environment issue cannot be solved without considering the people's interests and national development.     Being a leader in such technologies as wind power, solar energy and carbon capture, China has also spared no efforts in developing nuclear energy, the magazine said.     Le Figaro in an article titled "In Defense of China," called on the international community to learn more about China.     The article said that China's development has contributed to all mankind because it lifted a great number of Chinese people out of poverty and also benefited neighboring countries and the global economy.     It is groundless to say that China did nothing to improve the environment, the article said, citing China's achievements in developing solar energy and a forestation.     The world should be confident in China's ability to combat climate change, it added.

LIMA, Nov. 22 (Xinhua) -- China's top political advisor Jia Qinglin arrived in Lima on Sunday, kicking off his official good-will visit to this South American country.     Jia, chairman of the Chinese People's Political Consultative Conference (CPPCC) National Committee, delivered a written speech upon his arrival at the airport of the Peruvian capital.
