ORLANDO, Fla. — A Georgia woman who ran in the 10th Anniversary Disney Princess Half Marathon over the weekend says she lost a cross pendant necklace filled with her daughter's ashes on Sunday.Chasity Foster, a teacher from Augusta, Georgia, lost her 17-year-old daughter, Shaylin, in a car crash on her way to school last month. Shaylin was a high school senior who had been accepted into college to become a biomechanical engineer with the dream of creating prosthetics for children. Before the tragic accident, Foster said the two used to run several marathons together; including the Disney marathon."She was a very fast runner. She was involved in soccer, cross country and track," Foster told Digital Producer Veronica Beltran over the phone. Foster said this year they had signed up for the Disney Fairy Tale Challenge, previously known as the Glass Slipper challenge, — which involves a 19.3 mile magical adventure in two days including the Disney Princess Enchanted 10K and the 10th Anniversary Disney Princess Half Marathon.She said after last month's accident she was unsure about participating in the race. After Wesley Baker, Shaylin's best friend, asked his mom, "what if Shaylin would have wanted us to?" she knew they would in fact be heading to Florida for the race to run in her honor.Foster said her husband, Chris, ran in Shaylin's place and even wore her Princess Anna costume. During Sunday's marathon, Foster says she was hesitant to wear the cross pendant necklace with Shaylin's ashes because it means so much to her but she wanted her daughter to be there with her as she ran even if she wasn't there physically."I had my husband double check to make sure the necklace was on properly because I didn't want it to fall off," Foster said. "During mile three, I realized the necklace was missing. It's devastating to lose any child and then to lose the necklace I started freaking out."She said she was still wearing the necklace when they were in front of the Magic Kingdom parking lot entrance. A short distance later, near the princesses, is when she realized it was gone.She went to look for it with her family and friends, but wasn't able to find it before heading back to Georgia."To lose this necklace is just devastating and priceless. No amount of money in the world could replace this necklace," she said.Foster said the necklace matches her daughter's promise ring — which her father gave her at her 16th birthday — and has her name engraved in the back."If anyone finds the necklace they can contact me in any way possible that they can," Foster said. OCEANSIDE, Calif. (KGTV) - The Oceanside City Council just gave preliminary approval to a plan that would use city development fees as a way to provide homebuyers help with their down payments.City Councilman Christopher Rodriguez presented the idea, which he calls the Affordable Market Purchase Program (AMPP)."It's a win-win," says Rodriguez. "And it's the fastest way, in my opinion, to creating home ownership."Under the plan, people could borrow up to 20% of the home's asking price from the city. But, it can only be used on single-family homes up to 0,000 or multi-family units (townhomes and condos) up to 0,000. The money comes from the city's "In-Lieu" fund. That money is a fee developers pay to the city when they don't include the required affordable housing in their project.Rodriguez says the city currently has about .7 million in the fund."Every million dollars could help 14 people with down payments," he explains.To qualify, people need to be first-time homebuyers who make less than 115% of the county's median income. That's around ,000 a year for a family of 4.They have to have been either living in Oceanside for a year or working in Oceanside for six months.The program is also available to veterans or seniors who are over 65 or over 55 but currently living in an Oceanside mobile home park.Applicants must also chip in at least 1% of the home's value as their down payment.Rodriguez says this program can help people who otherwise wouldn't be able to buy a home because they can't save for a large enough down payment."A family that is struggling to make ends meet and pay rent and unable to save, now they're able to use a program like this," he says.The loan from the city would be repaid when the home is sold again, or when there's a title transfer, first mortgage repayment, or in 30 years.In addition to the full cost of the loan, the city would also get 25% of the appreciated value of the home. That money would go back into the fund to help more people."It's unique, it's relevant, and our community desperately needs opportunity," says Rodriguez.He adds that this could help businesses retain employees. Right now, many people who work in Oceanside live 20-30 minutes away. Rodriguez says getting them to buy homes in town would make them more effective as employees and more likely to stay in their current jobs.The City Council gave the plan a preliminary approval at Wednesday night's meeting. Nostalgia lovers can kindly rewind to a time when Blockbuster Video reigned supreme.On Tuesday, the once defunct Blockbuster Video Twitter account came out of a six-year hibernation to announce that the last remaining Blockbuster in Oregon can be rented through Airbnb. The store will be split into three units, with each one selling for per night, but the catch is it’s only open to residents of Deschutes County, Oregon, where the final Blockbuster Video remains.Blockbuster will provide snacks, soft drinks and pizza with the units. The units will also have access to a huge collection of Blockbuster’s stock.The units are available for up to four people, but can only be rented for one night per family.Following three nights of stays, the Oregon Blockbuster will allow visitors to see the units during regular business hours for a limited time.The Bend, Oregon, Blockbuster became the final location open of the mega video rental chain in 2018 after a pair of Alaska locations closed. Officials confirmed several people were injured after an explosion at a business in Mt. Pleasant, Tennessee. The explosion reportedly took place around 7:30 a.m. Thursday at Smelter Corporation in the 300 block of Arrow Mines Road.Multiple people were injured. One victim was reportedly in critical condition.The business is known as an aluminum recycling plant.Details on the explosion had not yet been released.
