MILWAUKEE -- One of the Milwaukee County Zoo's harbor seals has died days after she gave birth to a seal pup, Zoo officials announced Tuesday.Sydney, who arrived at the Zoo in 2005 after being rescued as an orphaned pup herself, gave birth to a male seal pup on June 3. Three days later, Sydney died unexpectedly. RICHMOND, Va., — Hospitalizations and the number of cases connected to the coronavirus are decreasing, according to Henrico-Richmond District Health Director Dr. Danny Avula.Avula and city officials provided an update on the progress surrounding COVID-19 and evictions during a Monday afternoon press conference inside City Council Chambers. Avula said the progress has recently plateaued, but the city is in a better position compared to other states.“The pandemic is still very real. COVID-19 is real and what we don’t want to happen is that COVID-19 catches us slipping,” Mayor Levar Stoney said.There have been more than 2,200 positive cases reported in the city and 29 deaths since the start of the pandemic. No Richmonders have died from complications to the virus within the past two weeks, Stoney said.Dr. Avula said they are investigating a cluster of cases that stemmed from a party.About 50 people attended the party indoors and four people have tested positive, Avula said. He would not reveal where the party was held.“Now we are seeing the immediate impact of that. I think that serves as a cautionary tale that the virus is still out there. RICHMOND, Va. - Governor Northam announced Wednesday that he has signed several new laws to reform policing and criminal justice in the Commonwealth. These reforms include measures banning no-knock warrants and limiting the use of neck restraints by law enforcement. The laws also require law enforcement officers to intervene or report when they see wrongdoing from colleagues, and banning sexual relations between officers and justice-involved individuals.“Too many families, in Virginia and across our nation, live in fear of being hurt or killed by police,” said Governor Northam. “These new laws represent a tremendous step forward in rebuilding trust between law enforcement and the communities they serve. I am grateful to the legislators and advocates who have worked so hard to make this change happen. Virginia is better, more just, and more equitable with these laws on our books.”Governor Northam signed the following bills that reform policing:Senate Bill 5030, sponsored by Senator Locke, omnibus police reform legislation, which incorporates a number of critical reform measures passed by the House of Delegates:House Bill 5099, sponsored by Delegate Aird, prohibits law enforcement officers from seeking or executing a no-knock search warrant. With Governor Northam’s signature, Virginia becomes the third state in the nation to ban no-knock warrants.House Bill 5049, sponsored by Delegate Helmer, reduces the militarization of police by prohibiting law enforcement from obtaining or using specified equipment, including grenades, weaponized aircraft, and high caliber firearms. Governor Northam amended this bill to clarify that law enforcement agencies can seek a waiver to use restricted equipment for search and rescue missions.House Bill 5109, sponsored by Delegate Hope, creates statewide minimum training standards for law enforcement officers, including training on awareness of racism, the potential for biased profiling, and de-escalation techniques. Governor Northam made technical amendments to this bill to align it with Senate Bill 5030.House Bill 5104, sponsored by Delegate Price, mandates law enforcement agencies and jails request the prior employment and disciplinary history of new hires.House Bill 5108, sponsored by Delegate Guzman, expands and diversifies the Criminal Justice Services Board, ensuring that the perspectives of social justice leaders, people of color, and mental health providers are represented in the state’s criminal justice policymaking.House Bill 5051, sponsored by Delegate Simon, strengthens the process by which law enforcement officers can be decertified and allows the Criminal Justice Services Board to initiate decertification proceedings.House Bill 5069, sponsored by Delegate Carroll Foy, limits the circumstances in which law enforcement officers can use neck restraints.House Bill 5029, sponsored by Delegate McQuinn, requires law enforcement officers intervene when they witness another officer engaging or attempting to engage in the use of excessive force.House Bill 5045, sponsored by Delegate Delaney, makes it a Class 6 felony for law enforcement officers to “carnally know” someone they have arrested or detained, an inmate, parolee, probationer, pretrial defendant, or post trial offender, if the officer is in a position of authority over such individual.House Bill 5055 and Senate Bill 5035, sponsored by Leader Herring and Senator Hashmi, respectively, which empower localities to create civilian law enforcement review boards. These new laws also permit civilian review boards the authority to issue subpoenas and make binding disciplinary decisions.Senate Bill 5014, sponsored by Senator Edwards, which mandates the creation of minimum crisis intervention training standards and requires law enforcement officers complete crisis intervention training.Governor Northam also took action on the following bills that make Virginia’s criminal justice system more equitable: Senate Bill 5018 [r20.rs6.net], sponsored by Senator Bell, which allows individuals serving a sentence for certain felony offenses who are terminally ill to petition the Parole Board for conditional release.Amended House Bill 5148 and Senate Bill 5034, sponsored by Delegate Scott and Senator Boysko, respectively, which allow for increased earned sentencing credits. A man convicted in the 1971 Black Liberation Army assassination of two NYPD officers will be released on parole in October, the widow and daughter of NYPD Patrolman Joseph Piagentini told Scripps station WPIX-TV.A state source confirmed the decision late Tuesday afternoon, saying 68-year-old Anthony Bottom, who now goes by Jalil Abdul Mutaqim, has been granted "an open release date of October 20, 2020 or earlier."Bottom's been in state prison since 1977, more than 43 years."I am very angry," widow Diane Piagentini said about the decision.Piagentini accused Bottom of being the most ruthless of the killers, who lured the two patrolmen, one Black and one White, to Harlem with a phony 911 call. Both NYPD officers were fathers.The three BLA members had come to New York from California specifically to assassinate police officers.When the officers responded to the housing project, they were ambushed from behind with a fusillade of bullets.Bottom shot Piagentini’s partner, 33-year-old officer Waverly Jones, first. Jones, who was Black, was shot five times."He (Bottom) shot him in the head and down his spine," Diane Piagentini recalled.Piagentini said Bottom then turned his gun on her 27-year-old husband, who had 22 bullet holes in his body when he was pronounced dead.“He (Bottom) used Joe's gun to complete the killing because they were running out of bullets," Piagentini said of her husband’s death.Two years ago, Piagentini had unsuccessfully fought the controversial release of Bottom's accomplice, Herman Bell.Parole commissioners at the time were staying true to an Executive Order from Governor Andrew Cuomo in 2011, which told the board to be "forward thinking" and focus more on a prisoner's rehabilitation instead of the original crime.During Bell's later parole hearings, he showed remorse.The third convicted killer, Albert Washington, had died in prison.Bottom has been in police custody for more than 49 years, ever since his arrest in California in August 1971. He was sent to New York State prison in 1977.A Refinery29 article published earlier this year said he was diagnosed with COVID-19 during the pandemic.A Sullivan County judge ordered a new hearing for Bottom in August. The prisoner appeared before the parole board on Sept. 11.Diane Piagentini had written to the board in August this year, begging for Bottom not to be released."He's a BLA militant," she said. "He wants to kill cops. He has not been rehabilitated."Piagentini wasn't allowed to face parole commissioners because of the ongoing COVID-19 crisis.Despite a move to release elderly prisoners during this pandemic, Piagentini said she doesn't believe that's the motivation for Bottom's release."It has nothing to do with COVID. NEWPORT NEWS, Va. - With intricate, meticulous designs, one look and you’d think Newport News resident Karen Freidt has been baking for years."I've never cooked this much in my whole life," she stated.The recent NASA retiree turned pie sculpture, is turning heads with her new and very detailed hobby. She says the calling to create came to her in a dream."Something woke me up and it was like September 3rd, on your way home, out of your name into your color," she described. So Karen says she wrote down the dream in her phone. "One one of the things I thought about is how can I help others with my art ," said Freidt.After battling pneumonia and being confined to her home during COVID-19 she whipped up a few the tasty treats and posted the edible art on Facebook."The first two pies I posted on Facbeook went viral within a couple days," she said. Within a few days her creative crusts grabbed the attention of Anna Sui, one of New York City's most recognized fashion designers."First thing I said, was how can I confirm this is really you," she stated. "I found out she wanted to use the pies in New York Spring Fashion Week."It took Freidt more than 15 hours to make the pie fashions now garnering national attention."She used the pies prominently in her media, I was shocked," she said. But Freidt hasn't forgotten those here at home.
