SAN DIEGO (CNS) - Police Tuesday were searching for a man suspected of carjacking another man on a Bay Terraces street.The victim was sitting in his 2018 Kia Forte around 9:55 p.m. Monday in the 1300 block of Manzana Way, near the Hillsborough Recreation Center, when a white van pulled up alongside him, San Diego police Officer John Buttle said.A man got out of the van and told him he wanted the car, then the victim -- assuming the man had a weapon -- got out of his car, Buttle said.Another person driving the van sped away, followed by the thief in the victim's Kia, which had California license plate 8BCW102, the officer said. SAN DIEGO (CNS) - The San Diego region's unemployment rate declined to 9% in September, a half-percent drop from the previous month, according to figures released Friday by the state Employment Development Department.According to the EDD, total non-farm employment in San Diego County increased by 11,700 jobs month-over-month -- from 1,372,900 to 1,384,600 -- while farm employment remained unchanged at 9,600.The unemployment rate at this time last year was 2.9%. The region lost 117,700 non-farm jobs and 500 agricultural jobs over the year.According to the San Diego Workforce Partnership, the unemployment numbers are skewed by a large number of San Diegans who have dropped out of the workforce altogether.Whether taking care of aging parents, helping children with school as distance learning continues or concerns over contracting the virus at work, as many as 30,000 people have dropped out of the workforce since February. Unemployment rates typically only count people who are actively looking for work, so these people may not be factored into economic recovery data."While there are lots of production jobs available, San Diegans are still hesitant to go back to work," said Mel Katz, executive officer of Manpower West. "We are seeing hourly wages increasing by two or more dollars per hour to entice workers to leave home and enter the workforce."The region's unemployment rate rose to 15% in May during the COVID-19 pandemic, according to EDD data, while data from the San Diego Association of Governments showed rates of nearly 30% unemployment in May.In September, the state's unemployment rate dropped to 10.8% from 11.6% the previous month, and the nation's decreased to 7.7% from 8.5%.Government jobs led in local monthly gains, with 6,800 jobs added to the region's total. Leisure and hospitality gained 2,500 jobs; educational and health services 2,400; trade, transportation and utilities 1,400; other services 1,100; and professional and business services gained 100.Construction posted the most job losses, with 1,400. SAN DIEGO (CNS) - The North County Transit District will temporarily reduce service for its Coaster commuter trains starting Monday until further notice amid a drop in ridership tied to the coronavirus outbreak.Weekday train service will be reduced by about 50%, particularly around the noon hour, when several northbound and southbound trains will be suspended. Likewise, just one evening train in either direction will continue to run, at 5:41 p.m. southbound and 7:13 p.m. northbound.Breeze bus service will continue as scheduled with the exception of school bus trips, which have been halted while schools are closed.RELATED: What's open during California's coronavirus 'stay at home' orderMorning commuters will have more options, but not many. SAN DIEGO (CNS) - Recent rainfall has led to an influx of seabirds washing ashore and becoming beached along San Diego's coast, the San Diego Humane Society said Friday.The organization's Project Wildlife program, which focuses on animal rehabilitation and conservation, has recently cared for multiple seabirds, including loons, western grebes and a blue-footed booby who became beached during periods of high surf and stormy weather.Seabird diets are also affected by rainfall as vacillating ocean temperatures cause their food sources to dive deeper than normal. Consequently, the birds are often too weak to get past strong coastal waves into the open ocean. Humane Society animal care staff recently transferred their rescued birds to SeaWorld for further rehabilitative care.Residents are advised to contact a lifeguard, the Humane Society's Humane Law Enforcement division at 619-299-7012, ext. 1, or SeaWorld at 800-541- 7325 if they see a beached or struggling seabird. SAN DIEGO (CNS) - The San Diego City Council will take a look at the Riverwalk San Diego project Tuesday, a proposed transit-oriented neighborhood development along the San Diego River in Mission Valley.International real estate firm Hines has proposed the 200-acre project, which is intended to transform the existing Riverwalk golf course into a neighborhood as well as restore the stretch of the San Diego River that runs through it.According to Hines, if the plan is approved Tuesday, the company plans to break ground during the second half of 2021.The San Diego Planning Commission recommended approval of Riverwalk San Diego project on Oct. 22 with five in favor, one abstention and one commissioner absent.The Hines plan includes 4,300 homes -- 10% of which are planned to be affordable housing -- a Metropolitan Transit System Green Line trolley stop, 152,000-square-feet of retail space, 1 million square feet of office space, 100 acres of parks and new bike and pedestrian paths, including an extension of the San Diego River Trail."I think it could be something to set the standard for what transit- oriented development can look like," said San Diego Planning Commissioner Vicki Granowitz.The Riverwalk plan, established through a partnership between Hines and the Levi-Cushman family landowners, incorporates community input gathered over several years by the Hines team in nearly 100 stakeholder and community planning group meetings."We appreciate that the planning commissioners recognized the extensive community outreach and collaboration that helped form our plan and the care we're taking to create an environmentally responsible, transit- oriented legacy project for San Diego," said Eric Hepfer, managing director at Hines. 1754
