(KGTV) - Solana Beach is one of San Diego County's most expensive places to live, but it has no affordable housing.Now, the City Council may pursue turning a part of the City Hall parking lot into a 19-unit mixed-use affordable housing complex. The council could vote Wednesday to issue a request for proposals for development of the site, with the hopes of selecting a company to build it by September. City Hall, by the way, is across the street from steps that lead to its famous beaches. "It'd be like winning the lottery," said Christian McDonough, one of the hundreds of people who work in Solana Beach's tourist-facing businesses, but can't afford to live there. "If you're in the service industry, you're most likely not living in Solana Beach."This would be the city's second attempt to add affordable housing. In 2014, the council approved a 10-unit complex called The Pearl, down the block from City Hall. SEOUL, South Korea (AP) — North Korea announced that it has test-fired a new type of tactical guided weapon. The Korean Central News Agency says Chairman Kim Jong Un observed the firing of the weapon Wednesday by the Academy of Defense Science.The agency reports that Kim said “the development of the weapon system serves as an event of very weighty significance in increasing the combat power of the People’s Army.”The agency says Kim mounted an observation post to learn about the test-fire of the new-type tactical guided weapon and guide the test-fire.The announcement came after reports of new activity at a North Korean missile research center and long-range rocket site where the North is believed to build long-range missiles targeting the U.S. mainland.The White House said it was aware of the report and had no comment.The Associated Press could not immediately and independently verify North Korea’s claim. 925

Sonna Anderson was enjoying a horseback ride through the Badlands in North Dakota in September 2017 when her horse, Cody, got spooked, jerked toward a fence and tripped on a cow track in the dirt. The horse rolled onto Anderson, who hit her head, briefly lost consciousness and broke three ribs.The 911 transcript shows that an ambulance reached the 60-year-old judge from Bismarck within 20 minutes. Anderson was secured on a backboard and ready to go when an air ambulance, a helicopter with a medical crew, also landed at the scene. Anderson says her husband asked repeatedly whether the ground ambulance crew could take her by ground; there was a hospital less than an hour's drive away."But he was told that [the air ambulance] was necessary. They never told him why it was necessary or how much it cost, but they insisted I had to go by air ambulance," Anderson said. "But it's so odd there is nothing in the record that indicated it was time-sensitive or that I needed to be airlifted."For that one helicopter ride, to a hospital farther away in Bismarck, records show that Valley Med Flight charged Anderson ,727.26. Sanford Health Plan, her insurance, paid ,697.73. That left Anderson with a ,029.53 bill.Valley Med Flight did not respond to requests for comment."It shocked me," Anderson said. "I kept thinking, 'my God.' I got a copy of the 911 and air ambulance report to see how long they actually spent with me, when really, it was only around 45 minutes. Some people who have been dealing with COVID-19 symptoms for months are getting hope with a new diagnosis.Doctors are starting to recognize a syndrome called POTS in some of them. It stands for postural orthostatic tachycardia syndrome.POTS is a disorder of the autonomic nervous system, which is responsible for controlling things like our heart rate and blood pressure.It's estimated as many as 3 million people in the U.S. have POTS, not connected to COVID-19, but it's a new diagnosis for some post-COVID patients.“One has to have pots like symptoms at least more than 6 months before we can diagnose pots and that's another reason we are only beginning to recognize pots now because the pandemic started earlier this year and although we feel like it’s been going on forever, we are only recognizing it now,” said Dr. Tae Chung, Director of the Johns Hopkins POTS Clinic.Chung just opened a clinic dedicated to post-COVID patients with POTS-like symptoms about a month ago. Those symptoms include lightheadedness, prolonged fatigue and brain fog.It is a hard condition to recognize and doctors are being cautious in diagnosing it.“The symptoms to a medical provider, they may seem kind of non-specific. Oh you've had an infection, you're going to be tired, but no when people have lightheadedness that is severe and seems to be disabling and limiting activity, we need to be thinking about the possibility of an autonomic disorder,” said Dr. Brent Goodman, who runs the Autonomic Lab at the Mayo Clinic in Scottsdale, Arizona.Goodman has also been seeing post-COVID-19 patients who have developed POTS.The treatment is individualized but can include exercise, changing up how much salt is in your diet, and medication.It's not clear yet how recovery will be for post-COVID-19 patients.
