Smith, whose parents lost two babies before he was born, isn't either. That's why he believes it's so important to keep drawing attention to the problem. Raising awareness can keep pressure on people with the power to investigate and make changes, and it can help black parents learn about an often-unspoken danger."There's nobody else to be their front door," he said. "I've always been a front door."Smith's speech kicked off a Cincinnati Children's Hospital-organized summit surrounding the issue of infant mortality. Codeine prescriptions for children who have had their tonsils and adenoids removed have decreased since the Food and Drug Administration began requiring a black box warning on the products four years ago, according to a new report from the American Academy of Pediatrics. However, some children continue to be prescribed codeine, and other opioid prescriptions for children have continued to rise since then.Between 2010 and 2015, doctors collected data on more than 350,000 privately insured children up to 18 years old who had undergone those surgical procedures. They monitored the children's prescriptions for codeine and alternative opioids.Codeine, an opioid pain reliever, came under scrutiny due to its adverse effects on children. According to the FDA, it led to serious breathing troubles, including 24 deaths, in children from January 1969 to May 2015.In August 2012, the FDA launched an investigation into the safety of codeine use in children. CONNEAUT, Ohio — Conneaut Councilman Phillip Garcia, 63, was arrested and taken to the Ashtabula County Jail in Ohio on Tuesday, according to employees at the sheriff's department.Court documents revealed that Garcia is being held on 26 felony charges.The 26-count indictment includes five counts of rape, four counts of corruption of a minor and two counts of sexual conduct with a minor. He was also indicted on 15 felony counts of compelling prostitution.Garcia, 63, the councilman for Ward 2 in Conneaut, serves as a member on the Parks and Recreation committee, Economic Development Committee and Public Service Department/Cemeteries committee. Ashtabula County Sheriff Bill Johnson said they've been investigating Garcia for two to three months. They launched the investigation into Garcia, who owns Phil's Catering after an employee came forward in June.The charges relate to five juveniles between the age of 13 and 17, according to the release.  The alleged sexual assaults took place between 1997 and 2005.Four of the alleged victims were employees of Garcia's catering business."We do have concerns that there could be additional victims who have not yet been identified, and we urge anyone with information pertinent to the investigation to come forward," said Attorney General DeWine.  1356

CLARK COUNTY, Wis. -- A Wisconsin sheriff's office is looking for suspects after a dog's front legs were zip-tied together and was found weak and skinny by first responders.The Clark County Sheriff's Office, located in the northwestern part of the state near Eau Claire, says the dog was found next to a bridge in the township of Thorp last Monday.
