SOLANA BEACH, Calif. (KGTV)- As San Diego county's COVID-19 cases continue to climb, restaurant owners hope outdoor dining isn't banned next. Los Angeles County shut down outdoor dining last Wednesday for a minimum of three weeks due to a surge in infection rates.Piero Tarantino owns Parioli Italian Bistro on Highway 101 in Solana Beach.He's down to just two employees, with the restaurant open only four days a week."We have a problem retaining employees cause we have to cut their hours since we don't have a lot of business, and we have to close a few days cause there are not enough sales to even pay one employee," said Tarantino.He says outdoor dining was going well in the summer, but it's a struggle now that cooler weather is here even when using heaters. "It's not comfortable cause you have heat coming from one side, but then the rest of your body is cold," said Tarantino.Restaurants across the country are trying to continue with outdoor dining even as the weather gets cold. Some owners are getting creative using everything from igloos, to individual pods, to tents and canopies.Dr. Anne Rimoin is an epidemiologist at UCLA. She said eating outside is only safe if you are truly outside."The issue is it needs to be completely open, wide open, ventilation if you have a roof, if you have sides, that's not outdoors, outdoors means in the open air," said Dr. Rimoin. Rimoin said everyone needs to do their part to bring down the infection rates."Right now, we're at the most dangerous point of this pandemic that we've been in, so far," said Dr. Rimoin.San Diego County Supervisor said right now there is no talk of banning outdoor dining locally."I have not seen evidence to suggest there's significant spread, at least from outdoors settings," said Supervisor Fletcher. But that still leaves a lot of people shopping in person."What we found is that people were willing to take that risk (of shopping in-person) but that 86-89% of folks say they know it's a little bit risky to shop, but 36% overall, that includes all the generations, about 36% say that they in fact are going to show up and a large portion of that is going to be the Baby Boomer generation," said DuDell.The NRF survey also showed a shift in the types of gifts people will be purchasing this year."You know, gifts of experience have been a real trend the last few years, but with everyone at home you can’t do as many of those experiences so we’re seeing a return to kind of buying physical things," said Cullen.Regardless of what you buy or how you buy it, the NRF is encouraging people to shop early this year, as many mail services and the post office could be inundated with online shopping deliveries. 2460

SPRING VALLEY (KGTV) -- Some neighbors in Spring Valley want the county to do more to address the large cluster of homeless tents at Lamar Park. Residents say the park’s homeless population has skyrocketed in recent months. At least two dozen tents lined Bancroft Drive outside the park gates Tuesday morning.“Our heart goes out to the homeless people, but when there’s drugs going on, people finding needles, the dogs are running loose, you can’t even bring your kids over to enjoy the park,” said neighbor Joe Fearce.RELATED: Del Mar neighbors aid woman living in car with 300 pet ratsThe county has posted signs saying it will clear the park January 13 for a major cleaning, but Fearce and other residents say that tactic has failed before.“They came in two or three Tuesdays ago. They cleaned everything out. By 3 o’clock, [the homeless people] were all back and then some,” Fearce said. “They know they can’t be arrested if there’s nowhere for them to go.”Last month, the U.S. Supreme Court solidified a lower court’s ruling that protects the rights of homeless people to camp in parks or on sidewalks if there is no other shelter available. Starbucks bathrooms will be open to anyone who wants to use them, whether they're a paying customer or not, Chairman Howard Schultz said Thursday.Schultz made the announcement following the uproar over the way two black men were treated at a Starbucks in Philadelphia last month.The men asked to use the bathroom, but an employee told them it was only for paying customers. When they then sat in the store without ordering anything, the manager called police, and the men were arrested for trespassing. No charges were filed.Starbucks has since apologized to the men and announced plans for extra racial bias training for its employees."We don't want to become a public bathroom, but we're going to make the right decision 100% of the time and give people the key, because we don't want anyone at Starbucks to feel as if we are not giving access to you to the bathroom because you are less than. Someone out there is sitting on a lottery ticket worth more than .5 billion, but has not stepped forward to claim the prize, according to ABC News. On Oct. 23, a single winning ticket was purchased in South Carolina for the largest Mega Millions jackpot in history. The ticket is also the single most valuable lottery ticket in US history. "We have not heard that the winner in South Carolina has come forward," Mega Millions administrator Seth Elkin told ABC News. The winner has 180 days to claim the prize. That means the winning ticket does not have to be claimed until April. If no winner comes forward, each participating state in the Mega Millions game will get back all the money that state contributed to the unclaimed jackpot, the lottery says on its website. The amount of money that goes unclaimed in state lottery programs is quite staggering.
