SAN FRANCISCO (AP) — In his 20 years as a paramedic, Mickey Huber assisted in two emergency deliveries. Several women who were stuck in the traffic jam brought her blankets and pillows, A retired fire chief came to her aid and someone requested a helicopter to airlift her to the hospital.Huber, the assistant chief of operations for Butte County Emergency Services, was two miles away but had to get through 30 minutes of gridlock to get to Skinner. When he arrived and evaluated her condition, he knew she couldn't wait much longer for a helicopter."The smoke was thick, and the winds were blowing. The helicopters were having a hard time fighting the fire let alone airlifting patients," Huber said.Because Skinner was having a high-risk pregnancy after suffering two miscarriages and other complications related to an inherited disorder, Huber said she may not have made it if she went into full-blown labor.He arranged a caravan that included three police vehicles to rush Skinner to an ambulance. Then he jumped in the back seat, where he kept her calm until she reached a hospital where her labor was stopped."He was sweet. He told me, 'I'm a guy. I don't know what this feels like for you, but I'll try to help you get you through it,' " Skinner said. "Then he would yell at people outside of the car, waving his hat and telling them to get out of the way.""My goal was to keep her breathing and get her down the hill," Huber said. "Two of my ambulance crews were trapped by the fire moments before I got to Anastasia so there was a lot of doubt, a lot of worry."Skinner said a doctor later told her smoke inhalation put her body under stress and triggered the contractions.On Dec. 12, more than a month after the fire began, Skinner gave birth via C-section to a full-term, healthy girl and named her after the man she believes saved her life."She's a blessing in every way including what happened at the Camp Fire," she said about her daughter, Zoele (rhymes with Noel) Mickey Skinner.Skinner and her husband, Daniel, have three other children, ages 8, 6 and 4.After getting Skinner to the ambulance, Huber helped with the mass evacuation until the next day. He said he was shocked and honored when he learned the baby was named after him."That day was full of a thousand different emotions but that is the strongest memory of the day for me," Huber said.More than 50,000 people in Paradise and the neighboring communities of Magalia and Concow were forced to quickly flee the towering, wind-driven flames that burned an area about the size of Chicago — 240 square miles (622 square kilometers) — and became the deadliest U.S. wildfire in at least a century. At least 86 people were killed and 14,000 homes destroyed.Skinner and her husband, Daniel, lost their home; her mother lost hers too."All of our history and what we were as a family, everybody knowing your name and all the things about being in a small town are just gone," Skinner said.When her children get sad about the things they lost in the fire, she said she reminds them to count their blessings, including the baby sister who made it alive."All of us, including our animals are out. San Diego (KGTV)- The San Diego Police Department will soon be adding 63 new officers on our streets. The department held the orientation for its 120th police academy this morning. This academy class is the largest class in over 25 years.“It’s very exciting,” says recruit Samantha Koegel. “I’m really excited to start this new journey of my life.”Koegel says her interest in the police force started began as a senior in high school after participating in a ride-along with an SDPD officer. Koegel graduated from Ramona High School. She received her degree from The University of Nevada- Reno, in Criminal Justice. All recruits went through an extensive screening process before being invited to the academy. “This is probably within 5 to 7 percent of all the applicants that we’ve gotten,” says Lt. Steve Waldheim. In the past, the San Diego Police Department has been understaffed. They currently have 1,800 officers but are budgeted for over 2,000. Lt. Waldheim says they the department needs more officers on the streets.“We need more officers in patrol so that they are out answering radio calls that can lower our response times.”The average salary for a San Diego Police recruit is ,000. After they become an officer, that number jumps to around ,000. “The salary now with SDPD, at the end of these pay raises that city council approved, we will be on par with the rest of the agencies around San Diego County,” says Lt. (KGTV) - For 250,000 San Diego County students, school is not just access to education, it is access to food.“We know that for many many of our students, the stable meal they can rely on each day is that breakfast and lunch they can normally get at school,” said SDUSD Trustee Richard Barrera.There are food distribution sites across the county where families can pick up meals for kids while school is not in session. These services will continue through the summer. While thousands are taking advantage of the food distribution sites, not everyone can physically get to the locations, so there is a new state resource to combat that.Pandemic EBT, or P-EBT, is available to students who are eligible for free or reduced price meals at school. Families can apply and get 5 per child on a card that can be used like a debit card at grocery stores or online. The money stays on the card for a year. That number was chosen based on an estimate of how much it would cost to feed a child through the summer.With about a million households applying in the first week, Anahid Brakke with the San Diego Hunger Coalition said there has been a delay with signing up, so anyone interested needs to have patience during the application process. She said it's currently taking about three weeks to process and warned that phone lines are currently backed up, adding that it could take until the end of July to process everyone.“If you apply, if you leave a voicemail, if you send an email, they are making their way through all of that. They’re hiring new staff at the state, they’re extremely committed to making sure everybody who is eligible get their card,” said Brakke.Families need to apply by June 30. If there is more than one child in a family, all of the money will come on one card and the oldest child’s name will be on the card.Barrera mentioned some of the feedback so far has been caution from families who are worried about sharing their information.“Some of our families have called us and said is this some sort of scam? Is somebody trying to get my information? No. Take advantage of this program. It’s meant to support you and your kids,” said Barrera.He said SDUSD is communicating this information through robocalls, so families should not be surprised if they get a voicemail with this information.Leaders also encouraged everyone to apply because families could be eligible if a parent recently lost a job or took a pay cut.According to a release, P-EBT was authorized under the Families First Coronavirus Response Act of 2020 which allows for states to apply to the USDA to run a P-EBT program to meet children’s nutritional needs. SAN DIEGO (KGTV)- Assembly Bill 5 (AB 5) may pose a new threat in plans for at-home learning this fall.AB 5 was created to help turn some gig workers, or freelancers turn into employees with benefits.The bill has been met with controversy as it has impacted thousands of freelance workers across California, and now it could change how tutors can be hired.“Many parents are scrambling right now to find out how do they help their children keep pace,” said Carl DeMaio, Chairman of Reform California.DeMaio held a press conference in Escondido with a group of parents, teachers, and education advocates by his side, calling for California Gov. Gavin Newsom to suspend AB 5.“This is absurd that the governor is allowing an environment where parents have to run the risk for violating AB 5, a state law, facing penalties and fines for doing so, just because they’re trying to help their children learn,” he said.DeMaio said parents who want a tutor for their child during this challenging time might be required to hire them as employees, not independent contractors.He has created an online petition and urges people to sign it before it’s sent to the governor.Assemblywoman Lorena Gonzalez authored AB 5 and sent the following statement to ABC 10News in response to DeMaio’s press conference. 1299
