SAN DIEGO (KGTV) - Voters in San Diego County will have fewer places to vote in person for the 2020 Presidential Election, but officials say they've increased the opportunities people have to make sure their vote counts.On Wednesday, the county released the final list of 235 "Super Poll" locations, where people can vote in person. Every voter will be assigned to one of those polls.That's down from around 1,600 polling places during the primary."Certainly our world has been upended when it comes down to all things elections," says Michael Vu, the County Registrar of Voters.Vu told ABC 10News the county had to do fewer, larger polling sites to accommodate for social distancing required by coronavirus guidelines. But, he adds that voters will have four days to cast their ballot in person.Those Super Poll locations will be open on Oct. 31, Nov. 1, and Nov. 2 from 8 a.m. - 5 p.m. On Election Day, they'll be open from 7 a.m. - 8 p.m.Even with the extra days and hours for in-person voting, Vu says the best option for voters is to use the mail-in ballot that every registered voter in San Diego will receive around Oct. 6."We, in our county, have had a tradition and culture of voting by mail," says Vu, noting that 76.5% of all registered voters already signed up to be a permanent mail ballot voter.Vu says he has complete confidence that the post office will deliver ballots to voters and return them to the Registrar on time.For people who don't want to put their ballot in the mail, the Registrar is also setting up 126 ballot-drop off sites across the county. Those will be available starting Oct. 6.With 1.86 million registered voters in San Diego County, Vu says this year's election was like putting together a jigsaw puzzle. SAN DIEGO (KGTV)- A splash of color brings life back to Bay Park Elementary. Over the weekend, parents and volunteers joined together to give the school a facelift. The beautification project now has kids excited to come to school. “They were just blown away,” says Emily Auer. “Their face just lit up. They actually touched the walls.”Bay Park Elementary is approaching it’s the 80th anniversary. The school’s beautification team brought together almost 80 volunteers. The project started Friday night until late Sunday afternoon. Volunteers painted the walls and wooden backpack holders. Parents tell 10News one family donated a bunch of small desks with chairs that now sit in the halls. Behr gave the paint for the project. “Such a wonderful group of kids, so positive,” says parent Erica Krystek. “We really wanted that positivity reflected in the hallways.”The Bay Park Elementary Beautification Team plans to do more upgrades in the future. They hope to paint and add new carpet to the school’s auditorium. 1022

SAN DIEGO (KGTV) - Two men died after authorities said they jumped from a bridge following a car crash on a Carmel Valley freeway.It's the fourth incident where someone has died after falling off of a San Diego area bridge in a little more than a year.In April Team 10 spoke to Gwendolyn Sneed. Her partner of 20 years, Bob Bruno, died in a tragic incident at the Pine Valley Bridge.Bruno died, not in the accident on the bridge, but while trying to help a family in need. He'd seen a vehicle stopped on the side of the bridge and pulled over to help. Sneed said a family with a baby was stranded. Bruno was in the process of helping move the baby seat when a Ford F-150 pickup truck drove over a patch of ice and barreled toward Bruno.RELATED: 2 dead, 2 teen girls injured after jump from San Diego bridge following car crashBruno jumped out of the way to avoid being hit, but instead of landing on solid ground, he hopped over the side of the bridge guardrail and fell into the canyon below."I think Caltrans just needs to take a look at what the safety measures could be, lighting, higher guard rails, I don't know what that is, signage," Sneed said at the time.While Bruno's incident is tragic, Team 10 discovered two other unrelated incidents where people lost their lives falling off of San Diego-area bridges in the span on a year.In September 2018, Caltrans Highway Maintenance Lead Worker William Casdorph fell while he and his crew were doing maintenance work on the southbound State Route 163 overcross to southbound Interstate 805. He sustained significant injuries and died at the hospital.In April 2018, Martin Lapisch fell to his death from State Route 125 in the Bonita area after a crash in which his car struck and killed a deer on the freeway. Authorities said it appeared he jumped over the side of the bridge, possibly to get to a safe location, and didn't realize there was a 40-foot drop.In April, investigator Adam Racusin asked Caltrans about safety when it comes to bridges and overpasses."We are always looking for improvements of safety whether it's on our bridges or our regular highways," Caltrans Headquarters Division Chief of Maintenance Dennis Agar said at the time.Agar told 10News the agency always talks about incidents or close calls and how to prevent them. They even travel to other states to see how they handle safety."We make sure we do everything we can to address the concerns, especially with safety that brings up to our office and we try to address it statewide," he said in April.On Wednesday Team 10 asked Caltrans if there are any safety measures the agency is looking at to try and prevent this type of tragedy.Late Wednesday afternoon Caltrans Public Information Officer Edward Cartagena released a statement saying, "Caltrans extends its sympathies to the families of the deceased and hopes for a quick recovery for the injured. Although Caltrans will be looking into this incident, we want to allow the CHP to conduct and conclude their investigation."The California Highway Patrol says if your vehicle gets stuck on a bridge try and get to a safe location. If that's not possible, the best thing to do is stay in your vehicle with your seatbelt on and calls 911. 3226

SAN DIEGO (KGTV) -- Two competing plans are on the table to redevelop the Tailgate Lot a block from Petco Park into a mixed-use area with park space, retail and office, and housing.Wednesday San Diego Mayor Kevin Faulconer will announce the winning proposal to redevelop a portion of downtown’s East Village Quarter.The Tailgate Lot property includes 15 parcels of land, or about 5.25 net acres, between K Street and Imperial Avenue and 12th Ave. and 14th St.One of the plans was developed by Brookfield Properties and the other between the San Diego Padres, Tishman Speyer, and Ascendent Capital. Both plans call for a combination of office, retail, and residential space and open park space and parking.Brookfield Properties' plan calls for about 1.2 million square feet of mixed-use office and retail space, about 1,200 residential units, and 1.1 acres of park and community space. The plan also highlights developing a tailgate park, "bazaar" marketplace, and a gateway to public transit.The plan by the Padres, Tishman Speyer, and Ascendent Capital also features about 1.35 million square feet of office space, 612 market rate and affordable housing units, 236,000 square feet of open space, and 1,600-space parking garage for games and ballpark events.The parking garage would also include a multi-use field on the roof for recreational activities. The plan says that the spaces will be shared with tenants when not in use for games and events.Mayor Faulconer will announce the city’s decision in a press conference at 9:30 a.m. Wednesday in front of Tailgate Park. 1579
