(KGTV) -- The city of Imperial Beach voted to create a committee to take a look at their contract with the San Diego County Sheriff’s Department and the department’s use of force policies. During a city council meeting Wednesday night, the council also passed a Black Lives Matter proclamation.The committee will be tasked with looking to see if there are any necessary changes that should or could potentially be made when it comes to spending, looking at the possibility of redirecting funds to other community services. A representative with U.S. Section of the International Boundary and Water Commission tells 10News the spill came from the potable water Planetary Aquaduct around 4:30 am. They say Pump Station CILA was unable to divert water from this event and a trans-boundary flow of approximately 63,000 gallons occurred at around 4:30 am. The transboundary flow contained treated and untreated wastewater in addition to storm water runoff and groundwater that has made its way to the Tijuana River.
