SAN DIEGO (KGTV) -- La Mesa Police Department announced it has dropped their charges against Amaurie Johnson, a black man whose controversial arrest was captured in a viral video last week.La Mesa Chief of Police Walt Vasquez said that "after a full review of all of the evidence in the criminal investigation" against Johnson, the police department will not seek prosecution "on any of the alleged misdemeanor charges."The announcement comes two days since the department released body camera footage showing the events that led up to an arrest video that surfaced last week.A week prior, a video surfaced showing an argument between Johnson, a black man, and a white police officer at the Grossmont Trolley Station. The officer is seen pushing Johnson into a sitting position onto a bench. Eventually, Johnson is handcuffed and told he is being charged with assaulting an officer.It's unknown what actually occurred in the first few moments of the encounter because the witness video began recording sometime after the confrontation began, and the first the 30 seconds of the video provide by police starts without any sound. On the day the body camera video was released, Vasquez said the beginning of the video is muted because of the way the body camera is activated."Mr. Johnson is relieved that the criminal aspect of this case seems to be over with (but) until we have something formal from the prosecuting agency, he is not at rest in believing that it is completely over with," Johnson's attorney, Troy Owens, said. "He has still expressed that he is shaken up and upset by what took place. He has expressed that this is not the first time an incident like that has happened, it's just the first time it happened to be captured on camera, so Mr. Johnson is adamant he wants to see change.""We do believe that the officer should be investigated for potential criminal liability, but there is also a civil aspect to this. Mr. Johnson and I are discussing our options as far as moving forward with a complaint with the city of la mesa and potentially taking this to state or federal court," Owens added.The incident sparked a large protest last Saturday in La Mesa. Thousands of demonstrators took over city's streets to protest Johnson's arrest and the department's investigation of the incident. The peaceful demonstration and marches ended when a large group gathered outside of the La Mesa Police Department and began attacking a bear cat vehicle that was brought in to help disperse the crowd. SAN DIEGO (KGTV) — Local leaders say it's going to cost millions of dollars to prevent toxic waste from flowing into the Tijuana River Valley, but it's a bill they are willing to pay. Dozens of local leaders and federal agencies came together this morning with a common goal, to prevent the massive amounts of sewage from flowing into our San Diego County beaches. "427 million gallons of sewage has hit our water and our beaches just this year alone," says Port of San Diego Commissioner, Dan Malcolm. During today's meeting, leaders were given possible solutions on how to tackle the problem. "To divert sewage and wastewater flow away from the Tijuana River Valleys, so that it can either be treated or diverted to outflow pumps, that would pump the water far out in the Pacific Ocean," says Mayor of Coronado Richard Bailey.The costs are estimated up to 0 million. Local leaders say sewage isn't the only contaminate in the water. A chemical test was done that showed things like herbicides, arsenic, and lead are also flowing into the sea. "The time of talk is over," says Serge Dedina, Mayor of Imperial Beach. "The time of actually doing things and preventing sewage and toxic waste from reaching our beach is now."Local leaders say the next plan of action is to ask Congress for help with funding. SAN DIEGO (KGTV) -- It all started when La Jolla Shores resident, Penne Horn, had a birthday coming up."It started as a joke. My son asked what I wanted for my birthday and without any thought the words flew out of my mouth 'I want an ice cream maker,'" Horn said. The rest you could say is history.Since the day she received her wishlist item, she like many of us, spent time indoors with her new addition. "I started making ice cream. I just had too much of it and thought there's gotta be something I can do with this," Horn described. So she began to give it away to neighbors. It was so good that nearby residents with a sweet tooth wanted more and insisted on paying her, when a light a bulb went off. "I was hearing stories of families who got dogs in beginning of COVID, then lost their job and couldn't feed family let alone their dogs. I thought I will make the ice cream and ask people for donations. They'll donate and I'll buy dog food, and take it down to St. James church where they'll distribute it." Then new ideas kept getting added to the mix."One lady came to me and said I'll donate whatever if you make an ice cream named after my dog." Then, Twoee's Howling Good Ice Cream was born, named after her own sweet furry companion. "I draw all these different characters of dogs and name the ice cream after their dog."Horn's a former member of the Scripps and Humane Society boards, and she's always given back to the community. "It's part of my life, it's part of who I am."This time around, her community service was something new, a bit more sweet and born out of a pandemic. "There's a little silver lining if you look for it, I never would've started this if it hadn't been for the pandemic. There's good in everything." The increase in nearly 2 million travelers also means longer delays.
