In 2010, in face of complicated domestic and international situations, Chinese people successfully hosted the Shanghai World Expo and the Asian Games in Guangzhou while bravely fighting against deadly natural disasters including the earthquake in Qinghai Province and the landslide in Gansu Province, he said.China fulfilled the targets set by the 11th Five-Year Program (2006-2010) and increased its economic and comprehensive strength, Hu said.The country was also actively engaged and played a constructive part in international cooperation to cope with global financial crisis, climate change and nuclear issues, he said."On behalf of the Chinese government and people, I would like to extend sincere acknowledgement to governments and people who offered great help to us this year," Hu said.WORKING TOGETHER WITH OTHER COUNTRIESThe world currently is witnessing multipolarization and globalization while science and technological development is on the edge of breakthrough, Hu said.But the global economy is still moving on a long and winding path towards recovery and issues like climate change, energy, food security and public health security become more serious, Hu said."International and regional hot issues have cropped up one after another, while peace and development of the world are facing unprecedented opportunities and challenges."China will hold high the flag of peace, development and cooperation, adhere to the independent foreign policy, maintain world peace and promote common development, Hu said.The country will stick to the principle of mutual benefits when opening up itself, he said.China will develop friendly cooperation with all other countries on the basis of the five principles of peaceful co-existence and continue to actively participate in international cooperation on global issues, Hu said."(We) will continue to work with the people of all countries to jointly promote the building of a harmonious world of lasting peace and common prosperity," said Hu.He also extended sympathy to people who have been suffering from war, poverty, diseases and natural calamities and promised that China will do all it can to help them as it has done before."I believe, as long as the people from all countries make efforts hand in hand, the world will have a better future and the welfare of the people from all countries will be improved," Hu said.An article by Hu on implementing the guiding principles of the Fifth Plenum of the 17th Communist Party of China (CPC) Central Committee will be published in Qiu Shi (Seeking Truth), an official magazine of the CPC Central Committee, on Jan. 1.

BEIJING, Nov. 21 (Xinhua) -- Two Chinese Internet giants -- Tencent and Qihoo 360, apologized to Internet users after being ordered to stop their spat and officials vowed to investigate the dispute to determine whether actions by either company had broken the law.Both of the companies posted an apology letter on the company websites Sunday night.Qihoo 360 said the companies' software had resumed operation and the two sides would stop mutual accusations.This was after China's Ministry of Industry and Information Technology (MIIT) Sunday ordered the two companies to publicly apologize within five working days.The business war between the two Internet giants had triggered a public outcry.Tencent, China's largest Internet company, said on Nov. 3 that it would shut down the QQ instant-messaging service on computers installed with security software made by Qihoo 360 following a dispute between the companies.Tencent's move marked an escalation in its dispute with Qihoo 360 that began more than one month ago. The two sides have accused the other of improper business practices.On Sept. 27, Qihoo 360 accused QQ of invading the privacy of its users through scanning, monitoring and loading information with QQ doctor, a security software developed by Tencent.Following this, Qihoo 360 released a safety software called "Koukou Guard" on Oct. 29, claiming it could speed up QQ and offer more privacy to its users. However, Tencent responded by warning its users that the "Koukou Guard" caused QQ to malfunction.Tencent has 600 million registered QQ users, while Qihoo 360, China's largest free anti-virus software provider, has 300 million clients.The unfair competition between the companies, especially the move to unilaterally shut the instant-messaging service, had affected users and caused "bad social consequences", the MIIT statement said.Further, the ministry announced it would take effective measures to ensure the fair, just and orderly competition within the Internet market to protect the interests of Internet users.An on-line survey conducted by Sina.com showed about 80 percent of Internet users regarded the two giants' actions to be selfish and had harmed the interests of their clients.

BRUSSELS, Nov. 29 (Xinhua) -- The European Union (EU) and China Monday signed an agreement aimed at enhancing cooperation in the field of disaster risk management between the two sides.European Commissioner for International Cooperation, Humanitarian Aid and Crisis Response Kristalina Georgieva and visiting Chinese State Councilor Ma Kai witnessed the signing ceremony of the agreement for a joint project totaling 9 million euros (11.7 million U.S. dollars), among which 6 millions euros (7. 8 million U.S. dollars) will come from the EU.As the first bilateral project in disaster prevention, it is aimed at strengthening China's disaster management system with the support of the EU and its member states.EU Commissioner for International Cooperation, Humanitarian Aid and Crisis Response Kristalina Georgieva (R) shakes hands with visiting Chinese State Councilor Ma Kai in Brussels, capital of Belgium, on Nov. 29, 2010. "We followed up on the commitment to strengthen cooperation in the field of emergency management, made in 2009 by Chinese Premier Wen Jiabao and President of the European Commission Jose Manuel Barroso," Georgieva said."Enhanced cooperation will provide a platform for knowledge exchange and will ensure more efficient and cost-effective response and preparedness for disasters," she said.Ferran Tarradellas, spokesman for Georgieva, stressed the importance of disaster prevention to Xinhua after the signing ceremony."The most effective way to save lives in crisis situations is to take steps to prevent disaster before it happens," Tarradellas said.According to the Chinese delegation, the project is part of the development assistance offered by the EU to China.Since 1984, the EU has funded 75 projects for development assistance to the tune of 730 million euros (949 million U.S. dollars) in China, especially in the field of socio-economic reform, agriculture, energy, protection of environment and social security.
