SAN DIEGO (KGTV) -- Harbor Police were searching for a vandal Monday who set off a panic at an upscale steak house along the Embarcadero.Customers took cover under tables and ran for the exits at Ruth’s Chris Steak House Sunday night when projectiles smashed through at least two of the restaurant’s bay-facing windows. Someone inside the restaurant shouted “gun,” prompting fears of an active shooter, customers told 10News.“It was one of the craziest things I’ve ever been through,” said Joey Giacalone, a long-time patron and former co-owner of the Venetian Restaurant in Point Loma. “I mean everyone is diving under tables. It was pandemonium.”Two bartenders and a manager jumped into action, Giacalone and his wife said, directing guests to take cover and then evacuate the restaurant.RELATED: Hillcrest restaurant reopens after one week after shooting“There were cooks telling us to come to the back door. They sent us through the kitchen. Because again, no one knew what information was really out there. We thought there was an active shooter,” he said. “I kept envisioning a gunman coming around the corner to shoot us all,” Juli Giacalone added.One of the servers working that night survived the Route 91mass shooting in Las Vegas. Ricca Salazar “reacted quickly and ran out the back door with a couple other staff members,” her husband wrote on Facebook. “She fell and they helped her up,” he said. “Scary night, scary scenario.”Harbor Police determined someone had thrown rocks through the windows. Investigators believe the unidentified vandal may have been a disgruntled customer who left the restaurant without paying earlier that evening, said Lt. Victor Banuelos.Joey Giacalone said the man had been acting strangely.“One guest said he saw him going into the women’s bathroom and said, ‘What the hell are you doing?’ And then he left,” he said.The Giacalones commended staff members for going “above-and-beyond” during the incident.“Everyone is panicking and these guys are saying, ‘Forget about me. SAN DIEGO (KGTV) - Feeling overwhelmed by bills? 10News is exploring solutions for making it in San Diego and found there may be a way around the mountain of debt.A recent study by Lendedu suggests companies are open to allowing consumers to negotiate their bills. Using data provided by the company Truebill, Lendedu analyzed which companies tend to be more generous in negotiating with customers.Satellite service providers were analyzed in the report. Customers of SiriusXM had the highest success rate in negotiations, according to Lendedu. Consumers had negotiation success rates in the 80s with three other companies, Suddenlink, Centurylink, and Dish Network, the report showed.The study went on to note, “When it came to how much companies actually knocked off the average customer’s bill, SiriusXM once again led the way; the average SiriusXM customer was able to decrease that monthly charge by 40 percent or more. Immediately behind SiriusXM was CenturyLink, ADT Security, and DirectTV, who all fell into the 25 to 29 percent range in terms of the percentage the bill was decreased by post-negotiations.”RELATED: Making it in San Diego: How to deal with large medical bills"They're looking at who you are as a consumer," said Steven Osinski, a sales and direct marketing professor at San Diego State University. Osinski says the way businesses make their money, especially when it comes to services, is through recurring revenue. SAN DIEGO (KGTV) -- Dr. Scott Overcash and the staff at La Mesa-based laboratory eStudySite are preparing for what could be a history-making clinical study."I'm personally really excited about being in the effort to try to prevent people from getting the disease," said Overcash.In just days, Overcash will soon be overseeing a first-of-its-kind trial of a coronavirus vaccine created by the American biotech company Moderna.Starting as early as next week, the first of 350-500 local patients will begin receiving the vaccine.The same one has already been given to patients in phases one and two of the trial. This is the next and possibly final step before FDA approval."What's a little bit different about this particular situation is that the different phases have all been sort of compressed and are all ongoing at the same time," Overcash explained.Overall, 30,000 people around the country are expected to take part in this larger study.Unlike earlier phases, this round is targeting a more vulnerable part of the population.The patients taking part will belong to one of three groups: older than 65, younger but with underlying conditions or those at high risk of catching the virus because of their job.Moderna's vaccine uses what's called messenger RNA to trick the body's cells into producing the antibodies necessary to fight the virus.So far, this particular vaccine has shown promise, but only time will tell"There are multiple candidate vaccines that are going to be rolling out and we're just so hopeful that at least one will be effective enough to be rolled out for use," said Overcash.To learn how to participate in a clinical trial, visit https://coronaviruspreventionnetwork.org/. 1708
SAN DIEGO (KGTV) -- Employees at Sovereign Health in Rancho San Diego tell 10News they have not been paid for weeks.Tracy Hydorn is one of those employees. She wiped away tears, thinking about her piling expenses."I haven't been able to send my son to his prom, buy his yearbook, get tires on my car," Hydorn said. She got emotional as she talked about being able to do "basic paying" of items.Hydorn works at the Sovereign Health facility on Steele Canyon Road. She said her paychecks are five weeks behind."The people that I work with are good people and they're working hard, but the corporation doesn't care at all," Hydorn said.She is not alone. The company has six locations across the country with about 500 employees. Eugene, a driver for Sovereign Health in Florida, said his paychecks are weeks late. He was forced to take on another job as an Uber driver to make money. "I Uber'ed until 5:30 in the morning... and still didn't make enough money to pay my rent," Eugene said.A spokesperson for Sovereign Health told Team 10 payroll issues have been going on throughout the company for six weeks due to a transition to a new vendor. He would not say who that vendor was. They are hoping the situation will be taken care of by early next week and apologized to its employees. SAN DIEGO (KGTV) — Despite ongoing efforts by the county and health systems to roll out the new COVID-19 vaccine, experts say communities of color find it challenging to trust the system.Roberto Alcantar with the Chicano Federation says tackling a mindset may be harder than tackling the virus."Historically, we have seen that in the black and brown community, there has been a general distrust of government," Alcantar said.New data from the Pew Research Center shows that only 42% of Black Americans say they would get a COVID-19 vaccine once it is available. In comparison, 61% percent of white, 63% of Hispanic, and 83% of Asian populations say they would get the vaccine. Not because they are anti-vaxxers. Instead, many attribute that number to the Tuskegee Syphilis Study."Horrific stories that we've heard about medical trials in the Black community back in the 1950s and 1960s in which they were things being done without their awareness," Alcantar said.It was a 40-year experiment that affected more than 600 black men who were told by the American government they were getting treatment for syphilis and other illnesses. When in reality, even after treatment was found, the men continued to get unrelated injections."So there's a lot of justification for that mistrust," Alcantar said.Locally, Latinos make up the most positive COVID numbers. But Alcantar says the level of confidence in a new vaccine is still low. He says whether it is lack of access, information, or trust, Latinos have historically sought out less care, and the pandemic has only highlighted medical inequities. That is why he believes it is important for community organizations to work with the government, not to force on the vaccine or sway people's opinions, but to build trust."There's a lot of work to do in regards to trust in government," Alcantar said.
