(KGTV) - A California lawmaker is proposing a series of new laws that would increase police records transparency and reform the state's 9-1-1 system.State Senator Nancy Skinner's Senate Bill 776 would expand public access to all records involving police use of force, provide access to all disciplinary records involving officers who have engaged in racist, homophobic, or anti-Semitic behavior, and allow the public access to sustained findings of wrongful arrests and wrongful searches.It would also require access to the above records even when an officer resigns before the agency's investigation is complete and mandates that an agency, before hiring any candidate who has prior law enforcement experience, to inquire and review the officer's prior history of complaints, disciplinary hearings, and uses of force among other things."The purpose of my bill, SB 776, is to expand our ability to get records on a whole host of different officer misconduct and disciplinary actions so that we can hold agencies accountable and so we can begin to build trust again," Skinner said.The proposal comes after Skinner's Senate Bill 1421 changed decades-old law enforcement transparency laws.SB 1421, which went into effect in 2019, requires departments to release records of officer-involved shootings and major uses of force, officer dishonesty, and confirmed cases of sexual assault to the public.Shortly after the bill became law, several police associations in San Diego County sued to block the release of records, arguing Senate Bill 1421 doesn't contain any express provision or language requiring retro-activity or any clear indication that the legislature intended the statute to operate retroactively. They claimed the bill eliminates the longstanding statutory confidentiality of specified peace officer or custodial officer personnel records.A judge ruled SB 1421 applies retroactively to all records.Senator Skinner also proposed SB 773.According to her office, the bill would reform the state's 9-1-1 system so that calls concerning mental health, homelessness, and other issues not requiring police intervention can go to an appropriate social services agency. 2197

Paul and partner Cheryl Toth immerse themselves in classrooms with students of all ages and abilities.The assignment in every class is songwriting no matter the talent level."There are no bad ideas in Kid Pan Alley," said Paul. "It is so important to impress upon them that every idea is a good idea.""For the children, they’ve written it, so it is their voice," said Cheryl. "So music has a way of capturing our emotion and voice together."The duo says sparking a child's creativity ranks as high as the three R's."I think it touches every aspect of their education," said Cheryl.For 20 years, Paul an accomplished composer has been taking his non-profit and guitar on the road."We’ve worked with about 65,000 kids and written about 2,700 songs," said Paul.In schools from coast to coast, every far-fetched lyric and theme are embraced.“They would say things an adult wouldn’t say. A kindergartner said the wind blew me a pony. I don’t have any adult co-writers that would say anything like that,” said Paul."All of a sudden they come to life because they have something to share and contribute," Cheryl explained.Lyrics written in this classroom go deeper than "Wheels on the Bus.""These songs are very complex and emotional because they reflect what the children are thinking of the time," said Cheryl.Some tunes strike a chord with professionals. Singer Amy Grant recorded one class' collaboration. Another song was even nominated for a Grammy.“We treat the kids to work at the highest professional level. We want them to know they’ve done something of real value,” said Paul.From titles like “Sister for Sale" to "My shadow leads a double life."“It is this beautiful Pandora's box that opens. And you’re never quite sure what you’re going to get,” said Cheryl.Paul and Cheryl lament that music and art have taken a backseat to standardized testing.“They say we live in a creative economy. But there is precious little training for children being creative,” says Paul.The singers from Rappahannock County say their goal isn't to encourage students to pursue a career in music. “That is not the important part. The important part is that they take what they’re doing and doing it in a creative way,” said Paul.During these days of remote learning, "Kid Pan Alley" is adapting to the new norm.“This is a time they need it the most. They really need connection,” said Paul.Paul, Cheryl, and other artists write and perform with students virtually.“It is very joyful especially when I see these kids calling their parents in to listen to my song. Such great pride. (tighten) It is wonderful,” said Cheryl.“That is what I feel we do. When we go work with the kids we make a whole bunch of new best friends,” Paul added.Paul Reisler, a teacher helping his students write their way to a Grade "A" education with a lot of rhythms that touches the soul.“Because music brings people together. RICHMOND, Va. — Richmond Police are investigating after someone spray-painted "White Lives Matter" across a statue of black tennis legend Arthur Ashe statue along Monument Avenue in Richmond.Ashe, a Richmond-born tennis star and humanitarian, was the first black man to win U.S Open and Wimbledon titles.Wednesday's incident at the Ashe statue comes after weeks protests against police brutality both in Richmond and around the country.Statues along Monument Avenue honoring Confederate leaders like Robert E. Lee, Stonewall Jackson, and Jefferson Davis have either been spray-painted or toppled during the protest.Concrete barriers were installed around the Lee statue on Wednesday morning.The Virginia Department of General Services said it was erecting the barriers to protect the safety of demonstrators and the structure.The action came shortly after protesters toppled the Howitzers Monument located near Virginia Commonwealth University's Monroe Park campus on Tuesday.It was the third Confederate statue, and the fourth monument, to be torn down by demonstrators in Virginia following the death of George Floyd, a black man who died after a white Minneapolis police officer pressed a knee into his neck.Earlier this month, Virginia Gov. (AP) — The California Assembly said Monday it denied a former lawmakers' appeal of an investigation that found he sexually harassed a lobbyist in 2016.Former Democratic Assemblyman Matt Dababneh had appealed the finding that he likely pushed the lobbyist into a bathroom at a Las Vegas party and masturbated in front of her while urging her to touch him. Lobbyist Pamela Lopez publicly made the accusation against Dababneh last December and submitted a complaint to the Assembly Rules Committee, which hired an outside investigator.The Assembly Rules Committee told Dababneh in a letter dated Friday that his appeal was reviewed and rejected.Dababneh denies harassing Lopez and is suing her for defamation. Representatives for Dababneh did not immediately respond to requests for comment.Lopez said she hopes the Assembly's rejection of Dababneh's appeal encourages other women to speak out about sexual harassment."This decision is an important step to uphold fairness, accountability, and equity in the workplace," she said in a statement.The lawyer hired by the Assembly to investigate the allegation interviewed more than 50 people and reviewed relevant documents, according to the letters released by the Assembly on Monday. In his appeal, Dababneh argued she did not interview some character witnesses he provided. He said he was denied due process because the Assembly didn't provide him with a copy of the investigation report.The Assembly says such reports are confidential and subject to attorney-client privilege.In his lawsuit against Lopez, Dababneh said he was forced by Assembly leadership and colleagues to resign his Los Angeles-area seat last year because of the allegations. (KGTV) - An elementary school in Riverside was evacuated Tuesday after reports of a parent barricaded in a classroom.Police say the 70-year-old teacher being held inside the classroom was rescued and taken to the hospital to be checked out. According to police, the suspect was injured during an officer-involved shooting and was taken to the hospital. Police have an update in a press conference following the incident:??????? KABC in Los Angeles reported the incident happened at about 11 a.m. at Castle View Elementary School. 575
