BEIJING, Nov. 24 (Xinhua) -- Senior Communist Party of China (CPC) official Liu Yunshan met in Beijing Wednesday with a delegation of the Peruvian political party Fuerza 2011, led by Ex-President Alberto Fujimori's daughter Keiko Fujimori.Liu spoke positively of the development of Sino-Peruvian ties in recent years, noting that the establishment of the bilateral strategic partnership in 2008 signalled bilateral relations had entered a new phase.Liu, who is a member of the political bureau of the CPC Central Committee and also chief of the Publicity Department of the CPC Central Committee, said the CPC was willing to develop friendly relations and cooperation with Fuerza 2011 on the basis of independence, equality, mutual respect and the principle of non-interference in each other's internal affairs. Liu Yunshan (R), a member of the Political Bureau of the Communist Party of China (CPC) Central Committee and head of the Publicity Department of the CPC Central Committee, meets with Keiko Fujimori, chairwoman of the Peruvian political party "Fuerza 2011", in Beijing, capital of China, Nov. 24, 2010.He hoped exchanges between the CPC and Fuerza 2011 would boost the development of the bilateral relations.Fujimori, who is chairwoman of the Peruvian party, Fuerza 2011, said her party hoped to forge and develop friendly relations with the CPC.She also hoped Fuerza 2011 would share experiences with the CPC in state-governing and administration, and jointly push forward the bilateral strategic partnership.

YAOUNDE, Jan. 15 (Xinhua) -- Visiting Chinese Vice Premier Hui Liangyu has agreed with Cameroon's President Paul Biya during a meeting here on Thursday that the two countries should expand cooperation and further promote bilateral relations.During their meeting, Hui said since the establishment of diplomatic ties between China and Cameroon 40 years ago, the two countries have treated each other equally, friendly and with mutual trust. Both countries showed firm support regarding each other's core interests.In recent years, China and Cameroon have accelerated cooperation in such realms as trade and commerce, cultural and educational exchanges, bringing real benefits for the two peoples and providing new impetus for the development of bilateral relations, Hui said.The vice premier noted that the China-Cameroon friendly cooperation are embracing new opportunities and the potential will be huge for the two countries in expanding friendly cooperation.He said China is willing to join hands with Cameroon in increasing friendly exchanges, improving political mutual trust, expanding bilateral cooperation and promoting the friendly and cooperative ties to a new height.For his part, President Biya said in the past 40 years, Cameroon and China have carried out a series of cooperation in areas like agriculture and infrastructure construction on the basis of mutual benefit, and such cooperation has made great achievements.As Cameroon is making her new development strategies, the president expressed hope that China can further step up cooperation with and support for Cameroon, and become a strategic partner with Cameroon.The two sides also exchanged views on China-Africa cooperation. Hui said in the past decade, within the framework of the China- Africa Cooperation Forum, China and Africa have enhanced political mutual trust, stepped up support for each other, deepened bilateral cooperation and exchanges as well as further developed their new type of strategic partnership.President Biya noted that as cooperation continuously strengthens with China in the past years, Africa's position in the international arena has been improved, and investments to African countries have also been boosted.Biya said that African countries in general are optimistic about the future of Africa-China cooperation.

BEIJING, Dec. 21 (Xinhua) -- Chinese lawmakers on Tuesday continued discussing a draft amendment to the country's Criminal Law which, if passed, could criminalize the act of "drunk driving".The draft amendment, which was tabled during a bimonthly session of China's top legislature on Monday for the second reading, stipulates that the act of car racing, which has caused "serious consequences", or drunk driving, are violations of the Criminal Law and convicted car racers or drunk drivers would be detained and fined.Currently, those suspected of drunk driving or street racing, if no serious consequences such as road accidents are caused, are not charged with criminal offences and are only subject to administrative or civil penalties.According to the road traffic safety law, drunk drivers will face up to 15 days in detention and their driving licenses will be suspended from one to six months. Meanwhile, drivers will have to pay a fine ranging from 200 yuan (30 U.S. dollars) to 2,000 yuan.On the other hand, when drunk driving has become vital or has caused "serious consequences", drivers are ruled to be committing traffic crimes or crimes against public security and receive jail terms ranging from no more than three years detention or more than seven years imprisonment.The latest amendment stipulates that drunk driving, even if it has caused no road accidents or other serious consequences, would constitute a criminal offence.According to China's current standard, drunk drivers refer to those having 80 milligrams of alcohol in 100 milliliters of blood.Xia Ji'en, a member of the Standing Committee of the National People's Congress (NPC), China's top legislature, hails the proposal to criminalize the act of drunk driving as "progress" that would better protect people's safety and reduce the frequency of drunk driving.Xia proposed imposing harsher penalties for drunk drivers who caused road accidents.Member Lang Sheng said administrative detention for drunk drivers is having little effect on quelling the practice of drunk driving, and criminalizing the act of drunk driving would work more effectively.However, NPC Standing Committee member Fang Xin proposed to fully consider the consequences of criminalizing drunk driving.A civil servant could no longer keep his post if he commits a crime, even if its drunk driving and no one was hurt, according to Fang.Member Li Lianning suggested authorities mete out punishment for drunk drivers based upon the severity of their cases and take a cautious approach in legislation.In most cases, a draft law will be read two or three times before being passed.China's fast economic development has enabled a growing number of Chinese to realize their middle class dream of owning a car.China' s auto sales jumped past the United States to reach record levels in 2009. China had 199 million motor vehicles on its roads as of September, including 85 million cars, according to the Ministry of Public Security.However, in a country where drinking liquor is an important part of the dining ritual, the pleasures of drinking alcohol have made drunk driving sometimes an unavoidable practice.In 2009, Chinese police apprehended 313,000 drunk drivers.Earlier this month, Gu Qingyang, a post office official in Luoning County of central China' s Henan Province, was arrested after he, under the influence of alcohol, drove his car into five teenagers before trying to escape.More fatal car accidents in big cities such as Chengdu, Nanjing and Hangzhou have triggered heated public complaints and calls for stricter penalties for drunk driving.

  

BEIJING, Nov. 10 (Xinhua)-- China will issue new judicial rules governing sentencing standards for cyber attack crimes by the end of this year, an official of the Ministry of Public Security (MPS) told Xinhua Wednesday.China has become a major victim of online crimes such as hacker attacks, with eight out of every ten computers in the country having suffered botnet attacks, said Gu Jian, vice director of the Internet security bureau of the MPS.Botnet is a network of computers that have had malicious software installed in them and are under the control of criminals, while the owners of the computers remain unaware of the computer hacking.China criminalized attacks on computer systems in 1997, and made specific provisions on hacker attacks, such as outlawing the illegal control of another computer, in its seventh amendment to the Criminal Law in 2009.In most botnet cases in China, the controllers were found to be located abroad, Gu said.Moreover, more than 80 percent of the cyber attacks targeting websites of China's government agencies came from overseas, Gu said.Gu called for more international cooperation in fighting transnational online crimes at the fourth U.S.-China Internet Industry Forum which concluded Tuesday in Beijing.At the forum, China and the U.S. agreed to strengthen international law enforcement in combating cyber crimes, improve international cooperation mechanisms in this regard, and enhance communication on fighting cyber crimes.In addition to cyber attacks, other kinds of major online crimes included online pornography, online gambling and online fraud, Gu added.

  

THE HAGUE, Nov. 29 (Xinhua) -- As the 2012 deadline for the complete destruction of chemical weapons approaches, China Monday called for parties to demonstrate their political will and speed up the destruction process.During the 15th session of the Conference of the States Parties of OPCW, Ambassador Zhang Jun, Permanent Representative of China to the Organization for the Prohibition of Chemical Weapons (OPCW) said the Chemical Weapons Convention has been playing "an important role" in removing the threat of chemical weapons.Zhang said: "The timely completion of destruction activities constitutes a core obligation under the Convention. The destruction of chemical weapons is the most important, pressing and overriding task for the OPCW at present and in the years to come."
