SAN DIEGO (KGTV) — Rallies were held in six different states in what organizers are calling "The March for Reparations to African people."Crowds gathered at the waterfront in downtown San Diego Saturday afternoon wearing masks with signs in hand.Among them was Wendy Craig, who is part of the UHURU Solidarity Movement, the group that organized the rally. Craig says they’re calling on people to do more acting and less talking. You have to take a material stand of solidarity and turn over the stolen resources."Craig says many people that registered to participate in this event also raised money towards a collective reparations goal. "Four years ago when we organized a march for reparations we did not have a lot of success. But that was shifted through the George Floyd protests, and Breonna Taylor. That shift has brought a lot of unity to what we’re doing," Craig said.Collectively, this organization had set a goal of raising ,000. SAN DIEGO (KGTV) -- San Diego County leaders announced Thursday that they will begin to allow passive activities at beaches beginning June 2. According to the county, such activities that will be allowed include sunbathing and relaxing with towels and chairs. Supervisor Greg Cox noted that activities like football and volleyball will not be allowed. RELATED: Visitors notice difference at San Diego beaches on Memorial DayParking lots and piers will also remain closed. Cox added that sunbathing on the beach can only be done with household members. Face coverings will also be required. “We’re taking this action as we continue to allow some semblance of reality to resume in San Diego," Cox said. SAN DIEGO (KGTV) - Researchers at UC San Diego Health say they can make a COVID-19 contact tracing app for smartphones but the technology may be getting pushback because of privacy concerns.On Tuesday, ABC10 News spoke to UC San Diego Health Chief Information Officer Dr. Christopher Longhurst about the app that he's offered to develop and study for San Diego County."From a University of California stand point, we're comfortable endorsing this as an appropriate means of helping control this pandemic more quickly while preserving the privacy of our citizens," he told ABC10 News.He said the app would look a lot like Canada's app which was released last Friday. Using a tool created by Apple and Google, it produces random codes and uses Bluetooth to ping other users' phones and share those codes when two people are physically close to each other. "So, the idea is that if I were diagnosed with COVID-19, I would then be given a code [and voluntarily opt in to] put that code into my exposure notification app and that would let other people know who had been near me that they might have been exposed and should be tested," he added.ABC10 News asked Dr. Longhurst about what situations could make it more effective than using human contact tracers. "Contact tracing is a methodology that's been around for 50 years and we've used it for sexually transmitted infections and other outbreaks. It works really well when you're talking about who you might have been intimate with. It's much harder when you think about who you breathed air with. [Additionally], there's limits to being able to actually contact those folks," he responded.When asked about why the technology isn't being implemented in San Diego County, he told ABC10 News, "Our partners at San Diego County Public Health have been very enthusiastic about embracing this new technology but the Apple and Google API can only be used by state public health agencies so we're dependent on the state of California to approve moving this forward."Other countries have moved forward but the U.S. has been slower. Dr. Longhurst attributes that to privacy concerns, but said the program protects anonymity and doesn't track location. "We've really closely evaluated this technology and we believe that the privacy preserving goals have been met," he added.On Tuesday, San Diego County officials confirmed that it's the state of California's decision to go forward and added in part, "If there is an opportunity for the County to partner with the state in a pilot, we would be open to further discussions about this."The California Department of Public Health sent the following response to ABC10 News."The state’s contact tracing program isn’t using contact tracing smartphone technology. Contact tracing involves notifying people who have been in close contact with an infected person to prevent the disease from spreading to others, and most of that work can be done by phone, text, email and chat.We are aware of San Diego's interest in utilizing a contact tracing application. SAN DIEGO (KGTV) - Rain runoff has prompted a warning for swimmers, surfers, and beachgoers in San Diego County.As showers move through the area, urban rain runoff may force large amounts of bacteria to wash into coastal waters, including San Diego Bay and Mission Bay, county officials warned Saturday.Any activities in coastal waters should be avoided for 72 hours following rainfall. Depending on the intensity of the storm, elevated bacteria levels could persist.With recent rains also bring a water contact closure for Imperial Beach's shoreline, due to runoff from the Tijuana River. The closure area includes the beach-line from the south end of Seacoast Drive to the International Border.The access road to Friendship Park, within Border Field State Park, may also be affected by river runoff.Signs have been posted warning of the water closure. 861

SAN DIEGO (KGTV) — San Diego County's unemployment rate ticked down to 14.8%, but a potential new wave of closures could wipe out a large portion of the recent job gains.The San Diego Association of Governments reported Thursday that the jobless rate in the region is continuing to drop from a peak of 25% on May 9. Still, roughly 250,000 workers in the county remain unemployed amid the Coronavirus outbreak. Ray Major, the agency's chief economist, said the increased spread of the virus could lead to prolonged economic frustration. "What (the report) shows is that we're ready to go back to work, but that the recovery is probably going to be slow, and we're probably going to be having this conversation with double digit unemployment throughout the summer and probably into the fall," he said. The potential drawbacks would take a financial and mental toll on thousands of workers who returned to their jobs, only to be sent back to file for unemployment. Season and Ian McKesson had to close their two hair salons when the pandemic broke in March and got by on unemployment. "It was hard working 50 to 60 hours a week and being proud that you can maintain everything and then all of a sudden you can't do anything. It was almost like being ripped apart, for me," Season said. The McKessons had to shutter their Mission Hills salon permanently but did reopen their Fallbrook location, called Mary Jane North. That cleared the way for seven stylists, including them, to go back to work. "We get nervous because there's things that are still shutting down around, and so that's a little daunting," Season said.
