SAN DIEGO (KGTV) --More homeless camps are popping up near a dog park in normal heights. Frustrated neighbors say they're leaving trash, dirt, and causing trouble."They frequent this little corner right here," said Bernie Polanco, who lives in the neighborhood.It's likely one of the first things you'll notice at the corner of 40th and Madison Avenue.  Trash, tarps, and blankets--all signs of homeless camps in the area."I really feel like it's hurting our community, hurting our little neighborhood," Polanco said.A neighborhood just down the street from the dog park at Ward Canyon Park.  There are mounting frustrations about more homeless popping up at this dead end street and bringing crime."They were trying to find unlocked cars," Polanco said.  The problem seems to be getting worse."One possible reason, neighbors say, is construction equipment from a city contractor and vehicles parked in the street that the homeless convert into living spaces."They would attach tenting and tarp(s) to the semi-trucks or the equipment, the tractors to make temporary shelters at night and before the workers would get here in the morning, they would tear them off," Polanco explained.The combination of so many young families and people walking their dogs add more concerns for neighbors."My radar is a little more attuned," said Jeremy Dawsey-Richardson, who lives in a white house on the corner.His house may be closest to the problem, but his attitude is far different. He has a unique perspective to this complex issue because he happens to work at the San Diego Rescue Mission downtown."I've spoken with the owner of those belongings and we've talked about it," Dawsey-Richardson explained. "He's working on finding another place to place them." He says he's seen it all in his nine years living here from public urination to fights, but has also seen the homeless sweep the streets and feed his dog when it got out."Once you begin to engage and get in conversation, the stereotypes come down," he said."I think people historically ask the question, 'What's wrong with you rather than like, 'What happened to you?'"But Dawsey-Richardson stresses the importance of addressing the real issue...affordable housing."Where are people going to stay that they can make life work?" he said. UPDATE: The city of San Diego reached out to us with the following statement:  "In regards to your story on the equipment at 40th & Madison, it’s from a contractor on a City job. SAN DIEGO (KGTV)- Visitors and locals are expected to flock to San Diego beaches this Fourth of July weekend.While some beaches will close in California for the holiday weekend, San Diego County officials will keep local beaches open.San Diego County Supervisor Nathan Fletcher said no COVID-19 community outbreaks had been linked to beaches, and without the data, it would not make sense to close them off.According to Dr. Wilma Wooten, the county’s public health officer, leaders of San Diego’s coastal communities said they believe they can manage the enforcement of social distancing and facial coverings this weekend.Longtime Solana Beach residents Richard and Lori Brenckman are frustrated by the idea of crowds flocking to the beaches during a pandemic.“The general public has shown that it’s not trustworthy to social distance,” said Lori Brenckman. “They want to gather, and most people have proven that they won’t follow the rules.”Beachgoers are required to maintain social distancing and wear a facial covering when they come within six feet of someone not from the same household. Mixing with other groups is prohibited.Lifeguards across the county are preparing for the busy weekend.“It is the big holiday of the summer, so we expect giant crowds,” said Lifeguard Lt. Rick Romero with San Diego Fire-Rescue. “This a tourist destination; everyone wants to come to San Diego. SAN DIEGO (KGTV) - In response to safety concerns, a growing number of downtown San Diego public restrooms are being staffed with armed security guards.The city of San Diego has added armed guards to secure the public restrooms outside the San Diego Civic Theatre.The 6-month contract began in April and costs 0,000.00. It’s the latest downtown public restroom location to be staffed with armed security.Over the winter, armed security guards started being stationed at two other downtown public restroom locations, 13th St. and G St., and Park Blvd. and 11th Ave.RELATED: City may seek armed guards at Central Library, other parksThe Civic Theater public restrooms have a history of safety issues and a heavy transient population. San Diego police confirm that last fall, a city employee was reportedly beaten by a man who was trying to bring a shopping cart into one of the stalls.Patrons tell 10News that people are known to use drugs and sleep inside the restrooms. “Some of [the people] have bad tempers so you have to have the means to protect yourself,” says Allstate security guard Herbert Bridges.He’s one of the new guards outside the Civic Theatre, armed with a 9mm handgun. He says he and his coworkers are also allowed to carry batons and pepper spray.“We will never use weapons unless it’s absolutely necessary," he adds.In January, 10News’ Jon Horn broke the story that the city was looking at the possibility putting armed security guards inside various city buildings with heavy transient populations, like the Downtown Library.The city confirms it’s still several months until that could become a reality. 1649

SAN DIEGO (KGTV)- The DMV is apologizing for long wait times as they work through a new queuing system and problems with the REAL ID.Wait times (without an appointment) used to be under two hours, now they're closer to 4-5 hours. The DMV issued this statement to 10News:The issue is employees have to manually enter the ID number given to each customer, since a new system went online two weeks ago. The ID number consists of your initials and the last four digits of your phone number.The process prior was completely automatic.The other issue relates to the REAL ID. Employees are taking more time to explain to customers what they need to have in order to get the ID. SAN DIEGO (KGTV)- COVID-19 is causing some changes for voters in San Diego county. Your usual polling location may not be active for the November elections.“Because of the pandemic, it has created a level of uncertainty in our universe,” says Registrar of Voter Michael Vu.Vu says to ensure physical distancing the county has consolidated the 1,600 small voting precincts into 235 super poll locations for voters to cast their ballots.“We just want to make sure everyone does it in a safe and healthy way.”Vu says they will be expanding the technology at each site with the ballot marking machines introduced during the primary elections back in March.“There will be, on average, 7 of those ballot marking devices per super polls location,” says Vu. “But we will also be having a number of voting booths because we will have pre-printed paper ballots for voters.”To help with social distancing and the influx of voters, there will be seven different check-in stations at each site to move people along.On Thursday, the Registrar of Voters office will be sending out sample ballots and voter information pamphlets. Those packets will contain each voter’s designated super poll location.The super poll locations will be open for voting starting October 31st.Michael Vu says the mail-in ballots will be sent out on October 5th. 1332
