China kicked off an annual rural work conference in Beijing on Saturday to map out the country's strategies and policies for agricultural and rural development in 2008.China's rural development will continue to be one of the areas that top the government's agenda in the coming year, as stressed at the 17th National Congress of the Communist Party of China (CPC) concluded in October.A recent CPC meeting urged continuing to modernize the agricultural sector to close the gap between urban areas and relatively underdeveloped rural regions in the coming year.The meeting called on to boost infrastructure constructions in rural areas, promote the steady development of agriculture, increase the income of farmers, ensure the basic supply of farm produce and improve the livelihood of rural population.It asked to establish a long-term mechanism for boosting the agriculture sector, continue to increase government investment on agriculture, give more support to the agricultural sector and boost grain production in 2008.Experts believed balancing inflation curbs and steady price hikes of farm produce for the good of farmers would be a key challenge for the Chinese government next year.Farm produce such as grain, meat and cooking oil, were major factors behind this year's soaring inflation.The Chinese government had pledged to modernize the agricultural industry and invest more money in the country's vast rural areas at the annual conference last year.The Party and government had annually devoted its first work document to rural development four times since 2004 to draw up a variety of preferential policies to support the rural sector. BEIJING -- The Chinese government on Sunday promulgated a revised decree to strike the activities of driving up prices through hoarding or cheating.The revision was made on the basis of regulations passed in 1999 and amended in February 2006 by the State Council.The new decree, effective as of Sunday, raises the maximum fine to 1 million yuan(US,000), which almost triples the sum in the old regulations, for those who manipulate market prices and ignore the prices advised by the government under emergencies.Commercial associations which deliberately spread rumors on price information can be fined at a maximum of 500,000 yuan. Those who severely violate the decree may have their legal certificates revoked.The State Council and local governments can set profit ratios or price ceilings for key items of goods and services when prices rise too sharp, according to the decree.
Executives of China's major edible oil manufacturers and guild leaders were summoned to Beijing on Monday for a closed door meeting at which the government required them to step up production to rein in the soaring market prices.An official with the National Development and Reform Commission (NDRC) who asked not to be identified said it was understandable for the edible oil processing firms to raise prices as the continuous rise in the cost of raw materials had increased their production costs.However, the public had responded strongly to the price hikes of edible oils, coming as they did with rapid rises in the prices of other goods, the official said.Edible oil makers were told to "deepen their sense of social responsibility" and "bear the overall interests of the country in mind".Incomplete statistics from various regions show prices of domestic edible oils rose by 20 percent from November last year to June as the prices of peanuts and other oil-bearing products had risen.In eastern Shandong Province, first grade peanut oil has risen by 28.6 percent from 14,000 yuan per ton in April to a record 18,000 yuan per ton. While supermarkets marked down cooking oils to boost sales, people were reportedly standing in long queues. On Oct. 26 in Shanghai, 15 shoppers were injured after people swarmed in a local supermarket to snap up edible oils on sale only five minutes after the store opened.But the latest weekly market monitoring report by the Ministry of Commerce showed the prices of cooking oils fluctuated only slightly from Oct. 22 to 28, with the prices of peanut oil edging up 0.1 percent from a week earlier, while rapeseed oil was down 0.1 percent, and soybean and blended oils were basically the same.Wang Hanzhong, director of the Oil Crop Institution of the Chinese Academy of Agricultural Sciences, attributed the price hikes to a shortfall of oil crop output as the acreage under oil crops had dwindled drastically. Major oil crop producer Hubei Province, for example, had found the acreage under rapeseed shrank from 18 million mu to 15 million mu last year. The situations in Sichuan, Anhui and Jiangsu were even worse.Soaring domestic demand that registered an annual average growth of 8.95 percent from 14.54 million tons in 2001 to 22.35 million tons in 2006, had aggravated the problem, turning China into the world's largest edible oil consumer. Domestic edible oil supply met just 40 percent of domestic demand.In a statement after the meeting, the NDRC spelled out five requests including the supply of more small-package oil to meet market demand.Oil processors were not allowed to disturb market order or stoke up fears for price hikes by hoarding raw materials, rigging raw material supply, cutting production or restricting supply.Price hikes must be kept within reasonable margins and be made when absolutely necessary, it said, adding that oil processors must enhance cost controls, improve management and absorb the costs from raw materials as much as possible.The NDRC also warned large cooking oil makers not to collude in setting prices or provide short measures or shoddy products.Under current price conditions, enterprises should transfer part of their interests to the people and cherish their public reputation, it said.Industrial associations were required to provide guidance to firms, make sure they abide by laws and regulations, admonish enterprises in cases of unfair competition, and keep market supervisors informed of the malpractice.If the price hikes exceeded the extra production costs, market supervisors would step in, it warned.Without identifying the participating cooking oil makers, the statement said that representatives from business communities had promised to maintain market order with their actions and contribute to the stabilization of market prices.China's consumer price index, a key measure of inflation, rose by 6.2 percent in September after hitting an 11-year high of 6.5 percent in August, while food prices jumped by 16.9 percent from January to September over the same period of last year, figures from the National Bureau of Statistics showed.The Ministry of Agriculture released 11 measures in late September, including rewards to major oil crop planting counties as well as total subsidies of 300 million yuan for soybean cultivation and assistance of one billion yuan for rapeseed cultivation.The import duty on soy beans was also cut from three percent to one percent. China is tightening its grip once more on foreign investors in Chinese real estate, banning them from borrowing offshore in the latest effort to tame property prices and cool the economy. The new rule, set out in a circular from the State Administration of Foreign Exchange , could squeeze foreign investors who take advantage of lower interest rates outside China. Some may find it especially difficult to fund projects as Beijing has told its banks to cut back on loans for the construction industry. The central bank ordered Chinese banks to stop lending for land purchases as far back as 2003. "The only alternative is to fund the entire equity," said Andrew McGinty, a partner at the law firm Lovells in Shanghai. "But that's not a very favoured method, because your internal return on investment goes down dramatically." Property funds operating in China tend to borrow to fund at least 50 percent of a project's value. The circular, which the currency regulator sent to its local branches in early July but has not yet published on its Web site, also increases red-tape for foreign property investors. Investors seeking to bring capital into China to set up a real estate company must now lodge documents with the Ministry of Commerce in Beijing -- not just with local branches of the ministry, according to the new circular with de facto effect from June 1. That process could take a month or more, said an official at the Ministry of Commerce, declining to be identified. "What we mean is very clear: First we are targeting foreign real estate firms that are illegally approved by local governments," a SAFE official said. McGinty said the new rule would reduce foreign investment in the real estate sector, but the real impact would depend on how it is enforced. UNCERTAIN IMPACT China has applied a raft of measures to rein in property investment, including interest rate rises and rules to discourage construction of luxury homes. Some steps have specifically targeted foreign investors, who account for less than 5 percent of total investment in the property sector. Foreign investors must now secure land purchases before setting up joint ventures or wholly owned foreign enterprises in China. However, funds such as those run by ING Real Estate, Morgan Stanley , Hong Kong's Sun Hung Kai Properties , Henderson Land Development and Singapore's CapitaLand Ltd. are pouring more money than ever into China to tap a middle class hunger for new homes and rising capital values. China's urban property inflation rose to 7.1 percent in June, compared with a year earlier, from 6.4 percent in May. McGinty said some foreign investors may eventually quit China for more interesting markets if an inability to employ leverage reduces their internal rate of return. However, others said they would stay on. "We are not too worried about it. Cooling measures won't stay forever," said Robert Lie, Asia chief executive for ING Real Estate, which has raised a 0 million fund to build housing in China. ING Real Estate borrows locally, partly to hedge its currency risk. Most other foreign investors in China do the same. Some foreign property firms that have been in China for many years have strong connections with local lenders -- Chinese banks as well as international banks incorporated in China. "There is still strong interest in China, although there will be some form of slowdown in the number of transactions," said Grey Hyland, head of investment at Jones Lang LaSalle in Shanghai. He said the new approval rules would further dampen the ability of foreigners to compete with local rivals. "It's still early to say how, because these rules are still very new and being tested," Hyland said. One consequence, he added, could be to drive foreign property investors inland to second- and third-tier cities that the authorities are eager to develop and where approval is therefore easier to obtain.
