SAN DIEGO (KGTV) - With young children fast asleep in their bedroom, surveillance video shows a burglar on the prowl at a home in South Park. Just off 32nd Street, Billy McCowan woke up to a disturbing sight on Wednesday morning."Came over and saw the side door open to the garage," said McCowan.RELATED: La Mesa woman wakes up to burglar in her bedroomA look at the surveillance video revealed who had been on his property. Starting at about 8 p.m., a pickup truck pulls up and parks across from his home. At about 5 a.m., a man wrapped in a blanket emerges from the truck and walks through his front gate.McCowan believes the burglar walked through the unlocked door to a detached garage - a converted office - and grabbed an iPhone. Video shows the man roaming the property. Next up was a detached hot tub room."We had a small TV in here," said McCowan.In the video, the burglar is seen carrying that TV. Meanwhile, inside the home were McCowan's wife, and two children, ages 3 and 5. They were all asleep.Forty-five minutes after the man first arrives, the intruder is seen peering into the children's bedroom. By this time, McCowan has woken up and he's making coffee in the kitchen. The man appears to see him and ducks down, before quietly getting into his truck and driving off. It was a fortunate twist. As 10News examines ways to make it in San Diego, we have solutions for saving money on travel.It's not your imagination: fees are part of the way airlines do business."Instead of just one price for everything, it's now an a la carte menu," said AAA spokesman Allan Gundy.The hidden charges don't just apply to your luggage. SAN DIEGO (KGTV) - While many Americans may be divided on whether they will get a COVID-19 vaccine once one is available, National City’s mayor is about to be part of the trial process.“I’m excited, kind of nervous,” said National City Mayor Alejandra Sotelo-Solis. “As a leader, I will step up, physically, mentally, and emotionally for my community because we need to be part of the solution.”After learning more about Johnson & Johnson’s Janssen Phase 3 vaccine trial happening in National City, Sotelo-Solis said she decided the right move was to apply to become a trial participant herself.“I believe, as a leader, you should demonstrate trust in the system,” she said. “I was able to ask more detailed questions; I am a survivor of melanoma cancer, you know, getting all those questions answered. I will be an active participant in the vaccine trial starting Friday.”Johnson & Johnson is aiming to recruit 60,000 people worldwide to take part in its trial. UC San Diego is participating in the study locally and looking to enroll 2,000 volunteers.Trailers that act as a vaccine clinic have been set up at El Toyon Park in National City, and the trial resumed last week.Across the county, Hispanic and Latino communities have been hit the hardest by COVID-19. The Chicano Federation has been working as part of the San Diego Latino Health Coalition to address the issues and provide helpful information about vaccine trials.“One of the things we recognized early on is that our Spanish speaking community and Latino community here in San Diego needed more education about vaccine trials,” said Nancy Maldonado, President, and CEO of the Chicano Federation. “We want our community, particularly our Spanish speaking community, to have all the education they need around the vaccine and around vaccine trials.”Maldonado said the goal is to make sure Southbay residents have the information they need to make informed decisions, and she applauds Sotelo-Solis for her efforts.“One of the best ways to gain trust is to lead by example and not ask someone to do something that you wouldn’t do yourself,” said Maldonado.“If I can help someone trust in vaccine trials and medical systems as a whole, we can really start chipping away at building true and significant trust,” said Sotelo-Solis.Sotelo-Solis said she will have her blood drawn and get a shot as part of the trial on Friday morning.UCSD is still recruiting participants for this trial. SAN DIEGO (KGTV) - As the San Diego Airport plans a Billion expansion to Terminal 1, concerns over how to get people to and from Lindbergh Field are creating problems for the project."We are the first and last impression people have of San Diego," says Dennis Probst, the Airport VP of Development. "We want to make it a good one."The airport served a record 22 million passengers in 2017. They expect that number to grow to 28 million by 2035. Getting all of those people to and from Lindbergh is a big part of the expansion.Plans put forward by the airport call for a new three lane roadway connecting Harbor Drive to Lindbergh. It would start near Laurel Street and take people directly to the new terminal and proposed parking garage."No stop lights, no stop signs, free-flowing," says Probst. "It's gonna take about 45,000 cars a day off Harbor Drive."But other San Diego agencies say the airport needs to think bigger and focus on different modes of transportation, instead of just cars."Connecting the airport to transit is something we've been talking about for a long, long time," says Rafael Castellanos, the Chair of the Port of San Diego. "If San Diego wants to be a world class city, we need to have world-class infrastructure."The Port owns the land that the airport sits on. They've proposed a light rail-style people mover that would connect trolley stations nearby to the terminal.Meanwhile, SANDAG and the County of San Diego released a study proposing a skyway with gondola rides that could run from the Convention Center to the Airport."I think the only obstacle is getting everyone to the table quickly," says Castellanos. "That's something that can be easily overcome."The airport says they're willing to look at all options, but they can't take a stand or incorporate any into their current plans because they can only control what happens on airport property."The view from the airport's side is that we're not the region's transit planning agency," says Probst.Funding is also an issue. The expansion project will only use FAA and airport-generated money. Because of that, FAA rules say they can only spend money to improve things at the airport or directly related to the airport. A tram or skyway that spans all of Harbor Drive would require an exception to that rule and would need money from other agencies as well.Probst says the airport has already started talking to the FAA about that option. They got a similar exception to help with infrastructure improvements when the airport built the rental car center a few years back.Right now, the airport is reviewing comments from their Environmental Impact Report. The next step is to put together environmental quality reports for the state and the federal government. Probst says the debate over transit is slowing down the process, to the point where he doesn't think they'll be able to start construction until after 2020. 2932
