TAICHUNG, Dec. 22 (Xinhua) -- Negotiators of the Chinese mainland and Taiwan ended a new round of talks Tuesday as the two sides agreed to cooperate in farm produce quarantine and cross-Strait employment of fishermen, as well as to deal with different product quality standards.     In an evening banquet held by the mainland's Association for Relations Across the Taiwan Straits (ARATS) Tuesday, ARATS president Chen Yunlin expressed his gratitude to the Straits Exchange Foundation (SEF) and to those in Taiwan who had contributed to the ARATS-SEF meeting.     The fruitful meetings between the two organizations were made possible by both sides across the Taiwan Strait, Chen said.     He said the two sides should continue to contribute to the peaceful development of the cross-Strait ties despite all difficulties. The ARATS held the banquet to express its thanks to SEF and the people who had worked for the talks between the two organizations    SEF chairman Chiang Pin-kun said negotiations between the ARATS and SEF had helped sign 12 agreements and reach one consensus between the mainland and Taiwan, all of which were aimed for peace and economic prosperity of both sides.     He called on the two sides to overcome difficulties with wisdom.     During Tuesday's meeting, the ARATS and the SEF signed three agreements on farm produce quarantine, the cooperation in standards measuring, inspection and certification, and on cross-Strait employment of fishermen.     "All the topics we choose to discuss are closely related to the interests of people," said Chen Yunlin at the opening of the talks. "The only way to measure our efforts is whether the agreements really benefit people across the Taiwan Strait."     In the previous three rounds of talks since June 2008, the two sides reached nine agreements concerning transport, trade, tourism, cooperation in finance and fighting crime among other issues.     "We have done many things in the past one and half years that should have been done long before. We will work with our Taiwan counterparts to make sure the agreements are implemented and to close loopholes in them." Chen said.     Chiang Pin-kun said Taiwan and mainland must jointly tackle economic challenges, and the establishment of a cross-Strait economic framework should not be delayed.     He called on both sides to contribute to economic prosperity and development as well as long-term peace and stability.     The agreements reached at previous meetings between SEF and ARATS had brought substantial benefits for the normalization of cross-Strait communication and benefited people on both sides, he said.     However, there was room for improvement and both sides needed to carry out further negotiations, he said.     He called for both sides across the Taiwan Strait to continue efforts to push for the development of systematic talks and promote cross-Strait communication and cooperation.     The ARATS and SEF are expected to discuss future negotiations on the Economic Cooperation Framework Agreement (ECFA), although talks on the agreement were not on the agenda of this meeting.     The two sides reached a basic consensus on avoiding double taxation and strengthening taxation cooperation in a preparatory meeting Monday afternoon. BEIJING, Oct. 25 (Xinhua) -- Chinese Vice Premier Hui Liangyu has called for attention on the ageing problem, noting this is a major issue that concerns "people's livelihood and the nation's lasting peace and stability."     Hui's call came several days ahead of the country's traditional "Senior Citizen's Day," or Double Ninth Festival, which falls on the ninth day of the ninth month in the lunar calendar, or Monday.     Hui, also director of China National Working Commission on Ageing, said at a recent meeting on the aging problem held in Beijing that the elderly were "valuable wealth of the Party and the country," and researchers should provide solid scientific foundation for the government to make strategies for the well-being of the ageing population.     Statistics from the commission show more than 8.3 percent of the 1.3-billion Chinese population are above 65, and in most cities, more than 50 percent of the elderly people live without the company of their children.     Hui said efforts should be made to deal with new conditions concerning ageing, such as unbalanced distribution of the aged between urban and rural areas.

BEIJING, Nov. 15 (Xinhua) -- China should enhance supervision and management of the country's insurance investment, said Li Kemu, vice chairman of the China Insurance Regulatory Commission (CIRC),on Sunday.     "With insurance funds were extended into disparate fields, other than bank deposit, demand for a better supervision and risk control enhanced, said Li at the International Finance Forum held in Beijing.     By the end of September, 3.4 trillion yuan (497.8 billion U.S. dollars) of insurance funds were invested in bonds, mutual funds, and stocks markets. Bonds investment alone accounted for 50.6 percent of the total.     Jiang Dingzhi, China Banking Regulatory Commission (CBRC) Vice Chairman also highlighted the importance of establishing a "all-coverage" financial supervision system.     He suggested the country broaden the financial supervision and management system, which would put the mutual funds, hedge funds, and credit risks appraisal agencies under control.     The new system requires financial institutions to share information, and also cooperate to fill the supervision blanks between different financial markets, he said.

BEIJING, Nov. 17 (Xinhua) -- China and the United States highly value the fruitful scientific and technological results achieved in the past three decades, and agreed to start dialogue on aviation and railway cooperation, said a joint statement issued after talks between Chinese President Hu Jintao and visiting U.S. President Barack Obama here on Tuesday.     "The two sides applauded the rich achievements in scientific and technological cooperation and exchanges between the two countries over the past 30 years since the signing of the China-U.S. Agreement on Cooperation in Science and Technology," said the statement.     Both sides agreed to further upgrade the level of exchanges and cooperation in scientific and technological innovation through the China-U.S. Joint Commission on Science and Technology Cooperation.     The two countries "look forward to expanding discussions on space science cooperation and starting a dialogue on human space flight and space exploration, based on the principles of transparency, reciprocity and mutual benefit," said the statement.     The two sides will exchange visits of the NASA Administrator and the appropriate Chinese counterpart in 2010, it said.     The two sides also agreed to strengthen cooperation on civil aviation, and to expand the Memorandum of Agreement for Technical Cooperation in the field of Civil Aviation between the Civil Aviation Administration of China (CAAC) and the Federal Aviation Administration of the United States.     Besides the aviation field, Chinese and U.S. officials also hope the Chinese and U.S. public and private bodies to jointly build high speed railways, said the statement.

BEIJING, Dec. 25 (Xinhua) -- A senior leader of the Communist Party of China (CPC) on Friday stressed the vital role of science and technology as the country's reform and development was standing at a new starting point.     He Guoqiang, member of the Standing Committee of the CPC Central Committee Political Bureau and head of the CPC Central Commission for Discipline Inspection, made the remarks during a visit to the exhibition marking the 60th founding anniversary of the Chinese Academy of Sciences (CAS).     "It can't work without science and technology as the first productive force to make further progress in building a moderately prosperous society in all aspects and create new prospects for the cause of socialism with Chinese characteristics," He said.     The CAS has made remarkable contributions to the country's economic development, social progress and state security over the past 60 years, he said.     As a leading academic institution in China, the CAS was founded in Beijing on Nov. 1, 1949, on the basis of former Central Academy of Sciences and Peiping Academy of Sciences.
