New York City Mayor Bill de Blasio has told top brass at the city's police department to stop arresting people who are caught smoking marijuana in public, according to a City Hall aide.Currently, smoking in public can lead to arrest, while possession of small amounts of marijuana can lead to a summons.This weekend, the mayor told the NYPD to issue summonses for smoking pot in public, instead of making arrests.The NYPD has already begun a working group to evaluate its marijuana enforcement procedures and present its recommendations within 30 days, at the mayor's request. The mayor made it clear this weekend that ending public marijuana smoking arrests is one of the changes he wants.Any changes to NYPD's policy on smoking in public would not take effect until the end of the summer.NYPD Deputy Commissioner of Public Information Phil Walzak told CNN that the 30-day working group is already underway, and that the issue is "certainly part of that review.""The working group is reviewing possession and public smoking of marijuana to ensure enforcement is consistent with the values of fairness and trust, while also promoting public safety and addressing community concerns," Walzak said. 1204

Independent bookstores have also persisted in the face of digital publishing.The company said in October that it might put itself up for sale after it was approached by a number of potential buyers, including founder Leonard Riggio who opened Barnes & Noble stores across the country and turned it into a superstore.Barnes & Noble said Friday that it's being acquired by Elliott Management for .50 per share, an approximately 9% percent premium to the company's Thursday closing stock price. Elliott bought the U.K. bookseller Waterstones in June 2018.Waterstones CEO James Daunt will also take on the role of CEO at Barnes & Noble.The sale, valued at about 3 million including debt, is targeted to close in the third quarter if approved by regulators and shareholders.Shares of the New York company jumped 11% before the opening bell. 1111

NEW ORLEANS, La. – The oldest known U.S. veteran of World War II celebrated his 111th birthday over the weekend and he did it in style.Like it has for the past five years, The National WWII Museum hosted a birthday celebration for Lawrence Brooks on Saturday. This year though, they followed social distancing guidelines and the centenarian enjoyed the festivities from his home in New Orleans.From his porch, Brooks watched as military planes from the Aeroshell Aerobatic Team and The Big Easy Wing flew over just for him.The museum also had its vocal trio, The Victory Belles, perform a series of numbers for Brooks, including “Happy Birthday.”Lastly, Brooks was presented with a cake, a recorded message from the museum’s CEO, and nearly 10,000 birthday cards collected as a result of a national card drive.“It is such an honor to have the oldest living U.S. veteran of World War II living so close to our institution, and it was meaningful for us to continue to celebrate Lawrence Brooks and his incredible life in a safe manner this year,” said the museum’s assistant director of public engagement, Amber Mitchell, in a press release. “As we continue to lose members of The Greatest Generation, it is so important that we honor these men and women for their bravery and sacrifice while they are with us.”Brooks served in the predominantly African American 91st Engineer Battalion, which was stationed in New Guinea and then the Philippines during WWII, according to the museum. He was married to the late Leona B. Brooks and is the father of five children and five stepchildren. Brooks' oral history has been recorded by the museum and is available here. 1667

  

NESTOR, Calif. (KGTV) -- Some South Bay neighbors oppose the city of San Diego’s plans to build a sober-living drug treatment facility at the site of a Super 8 Motel in Nestor on Palm Avenue just west of the I-5.The Otay Mesa-Nestor Community Planning Group voted 9-2 Wednesday evening to not recommend the San Diego City Council approve the San Diego Misdemeanants At-Risk Track (SMART) program treatment center at the Super 8 Motel site.  RELATED: City plans to house criminals in South Bay HotelResidents at the meeting said they oppose the facility, mostly because it may interfere with plans to revitalize the area in the future.They believe a drug treatment facility will turn investors away.According to the city, there will be counselors on-site, 24-hour security, and strict rules.According to the City Attorney’s website, “SMART prioritizes chronic misdemeanor offenders with acute drug addictions and complex social service needs. These offenders have one or more drug offenses since Proposition 47 took effect in 2014, and have been arrested at least twice in the past six months for a quality-of-life offense.” 1141

  

NEW YORK (AP) — Fans have remembered John Lennon on the 40th anniversary of the former Beatle's death with flowers, candles and songs in New York's Central Park. In the Strawberry Fields section steps from where he was shot, musicians played Tuesday. Photos of Lennon and other memorabilia ringed the inlaid "Imagine" mosaic. Lennon's wife, Yoko Ono, posted on social media an image of Lennon's bloody eyeglasses and listed the number of people she said has been killed by guns in the U.S. since his death. Living bandmates Paul McCartney and Ringo Starr both made posts with images of them in their younger days with Lennon."A sad sad day but remembering my friend John with the great joy he brought to the world.
