CHULA VISTA, Calif. (KGTV) - Chula Vista Police on Wednesday identified the man stabbed to death in what officers described as a road rage incident.Horace Williams, 36, was involved in the fight with 60-year-old Rickey Smith on Sweetwater Road Tuesday, police said.Witnesses told police Smith was following Williams’ van as the two yelled at each other. Smith’s pickup struck the van from behind, then Smith pulled in front of the van and stopped abruptly, witnesses said. The maneuver caused a crash, after which Smith left his truck and stabbed Williams, according to police.RELATED: Man stabbed to death in possible road rage incident in South BayWilliams, a resident of National City, died at the hospital.Smith is a FedEx employee but does not work as a driver. Witnesses said he was wearing his uniform at the time of the incident.“This report is deeply disturbing. We extend our sympathies to those affected by this tragedy,” a FedEx spokesperson said in a statement.Police said Smith does not have a criminal record. He is the organist at St. Steven’s Church of God, where his wife is the director of the youth choir. Parishioners told 10News the Smiths are a “very nice couple”. The school system is million in the hole, and they plan to lay off nearly 240 teachers and staff by May. While their parents take to the polls, hundreds of students at Eastlake High School are also raising their voices. "It's frustrating, and almost like, betrayal," Eastlake Senior, Isabella Borquez said. Borquez said she could not get behind the district board's decision to lay off nearly 240 teachers, librarians, and learning center staff, all the fix the district's million debt. "They're getting rid of people who we, the students trust and connect with," Borquez said. "And they just want to rip those people away from us."The district says the shortfall in money is not caused by mismanagement of funds. They say it is because of the decline in student enrollment and a decline in revenue.Meanwhile, at the Sweetwater Union High School District office in Downtown Chula Vista, parents too held a protest. They said the district is doing everything but follow their mantra, "Putting students first.""If you have less teachers to teach these kids, it is going to hurt them in the end," Jean Arce said. Her son is a student at Hilltop High School, who is expecting three of his current teachers to be pink-slipped this month. "This is not putting your students first. CHULA VISTA, Calif. (KGTV) - This week Chula Vista Police shut down yet another illegal cannabis dispensary, an ongoing problem that's grown in recent years. While the city doesn't allow any cannabis sales at the moment, police believe there's roughly a dozen or more operating illegally in the city.“One of the challenges with unlicensed, illegal cannabis business is that they move and they change. The number of facilities is always changing, the location of facilities changes quite frequently," said Captain Phil Collum.Captain Collum says their most recent bust was one of the most egregious cases he's seen, from the number of cannabis products to security measures.“I was standing inside the facility and was shocked at what they had done," said Collum. "The windows were sealed shut with metal plating; the front door was actually, had a welded security grate that was locked closed, it had pretty much sealed off any emergency evacuation routes to this facility.”He says if there were a fire or sudden emergency in the building people could have been trapped. Captain Collum said they were alerted to the illegal operation by neighbor complaints. "It’s so important that community contact us and let us know where they believe an illegal cannabis for marijuana business might be located.”Chula Vista PD partnered with Chula Vista's Office of the City Attorney and the Code Enforcement Department to serve a civil abatement warrant for the illegal cannabis dispensary. “I’m not frustrated with the process, what’s frustrating quite honestly is people are taking advantage of our community.”Captain Collum urges the public to continue notifying authorities when they spot illegal businesses popping up in the city. 1731

  

CHULA VISTA (CNS) - A former employee of the Sweetwater Union High School District who siphoned more than ,000 from the district was sentenced Wednesday to a year of house arrest, three years of probation, and was ordered to repay the school district.Danya Margarita Williams of Chula Vista, 42, pleaded guilty in May to an embezzlement charge for taking money paid by prospective employees through job application fees.In addition to house arrest and probation, Williams was ordered to pay back ,988 to the school district. Another embezzlement count and a grand theft count were dismissed as part of the plea deal.As part of her job, Williams was responsible for processing money orders received for fingerprint background investigations at the district, which are required during employment screenings, according to Chula Vista Police Capt. Phil Collum.Each background investigation costs between to per applicant, and the applicants pay the fee using money orders, he said.``Instead of processing the money in accordance with district requirements, Williams deposited the money into her personal bank account,'' Collum said.District officials discovered the embezzlement -- which occurred between June 2016 and December 2017 -- and reported it to police, he said.
