SAN DIEGO, Calif. (KGTV) -- Three people are dead following a crash on Interstate 805 in University City.The California Highway Patrol says the crash happened in the northbound lanes of I-805 at Miramar Road around 4:30 p.m.According to CHP, the crash happened after a wrong-way driver drove onto the road at a high rate of speed."Through the investigation, we will try to determined where this individual, if they got on the freeway the wrong way, where they got on," CHP Officer, Jake Sanchez said. Hector Puga was on his way to Los Angeles when the car in front of him combusted. He somehow managed to escape the crash and flames. "All I can do is hold onto the steering wheel and run over everything that exploded," Puga said. He escaped with just a flat tire and broken windshield.10News also spoke to a pair of sisters who had just finished up a fun day of shopping at UTC Mall when hopped into their car. Minutes later, they endured a near-death experience. "It was like a scene from a movie," she said. "All the cars were stopping. There was smoke. Fire. Loud noise. As soon as I look up in front of me, that car other there was flying and tumbling down the freeway."They said the driver of the flipped over SUV managed to crawl out of the car.  The survivors carried him to the shoulder, where an ambulance later picked him up. CHP said he endured broken bones, but is expected to recover. All lanes on the interstate were closed for several hours following the crash. Click here for traffic updates. Though it remains unclear if police are investigating the scene as connected to the incident on I-805, Thursday night police investigated a scene at Ashley Falls Elementary School in Carmel Valley. That's where a car rammed a campus gate, according to police. SAN DIEGO, Calif. (KGTV) - San Diego County has given the green light on day camps reopening for the summer and some are moving forward, some are going virtual, and others have made the decision to cancel summer camp plans altogether.A major camp, the YMCA, has been making plans to reopen during the summer for the past few months, and a spokesperson said when they opened online enrollment, some camps filled up within half an hour. There are still camps available at all ten locations, though.“It’s showing us that there’s definitely a need and people are really excited for camp, which is great,” said Nat Corrall, YMCA Association Director of Child and Youth Development.She said they’ll be implementing the County’s rules, including practicing social distancing, taking temperatures upon arrival and keeping kids interacting only with their small group rather than a larger group. She said they already have more than 100 social distancing activities planned.“At the end of the day, it is still camp, it just looks a little different,” said Corrall.On the opposite spectrum, Outpost Summer Camps has canceled camp altogether. This camp, on average, sees 1,200 kids, with up to 1,500 in a good year. This year, they opened up registration January 1 and by the time they made the decision to cancel camp in April, already had around 600 kids enrolled.Outpost Summer Camps Executive Director and Owner Dr. Kelly Jones said they gave full refunds and are feeling the financial hit. She said they decided to cancel camp in early April rather than wait and take a risk because of the level of uncertainty. She also said their camp has a foundation of interactive games so a summer of social distancing wouldn’t be the same.“This was going to be such a new level of things that were unknown, uncontrollable and then really potentially unsafe,” said Jones. “It would just sound so sad to say ‘be apart, don’t touch each other, don’t be so close.’ That’s sad for kids. Usually we see kids together and we smile and we go aw and they’re holding hands and they’re arm in arm.”She said she and her husband typically donate ,000 to ,000 to a scholarship program to send kids to their camp but are unsure if they’ll be able to do that because of the financial hit this year. In response, camp families have donated ,377 to the fund to help send kids in 2021.Jones also said they typically increase fees year to year to make up for inflation, but they're not sure what they'll do in 2021. She did say they'll be redoing their terms and conditions for the refund policy.A third San Diego summer camp is taking a different step: moving online. Tech Adventure Camp has hosted camps featuring tech adventures, robotics, virtual reality, artificial intelligence and more in San Diego for about six years. Executive Director Dr. Korey Sewell said they knew the summer wouldn’t be normal in April and realized they would have to adapt. He said hands-on learning is important for tech education, so they’ve created a new type of program.“What if we had some experiences where we allow you to do the things at home and keep going at home?” he said.They created a virtual camp. Kids have at-home robotics kits to build. A portion of camp will be in a group video class, some will be one-on-one time with an instructor and the rest will be tutorial videos. He said this year, they’re also feeling the financial hit, but they hope to grow this virtual setting into a hybrid class that can be used in future summers. SAN FRANCISCO (AP) -- A federal judge says California can't ban vanity license plates it considers "offensive to good taste and decency" because that violates freedom of speech.Tuesday's ruling in San Francisco took aim at a Department of Motor Vehicles rule.The judge said personalized plates are a form of expression by vehicle owners and rules governing them must be "viewpoint-neutral" even if the messages offend.The ruling comes in a lawsuit filed on behalf of five people who were denied permission for their plate messages, including a gay Oakland man who wanted to use the word "QUEER" on his plate. 616

SAN DIEGO (KGTV)-- Some Mission Beach residents say they are fed up after their streets are piling up with trash. They say designated parking spots for e-scooters have remained uncleaned for months, causing concern for flooding. It's all fun and games until it's not. "When the rainy season does happen, you will see Mission Beach flooding," Mission Beach resident and Town Council VP, Greg Knight said. First, the problem was unsupervised parking. E-scooters were piling up all over the neighborhood. Now, they are giving Mission Beach residents a new headache - their corralled parking spots."This [Corral] gets filled a lot of times with leaves, sand, debris," Knight said. "We have a lot of party rentals that go on here, which means excess trash."All of the debris should be swept up twice a week on Mission Boulevard. But since the City of San Diego put in the e-scooter parking corrals in July, Knight says these areas have remained untouched. "When this washes down, that's the stuff that goes into the storm drain and will actually block it up," Knight said. Knight saw a City street sweeper driving around the corrals, even after he says the Mayor's office promised street sweeping would not be affected. SAN DIEGO (KGTV): A new study from the San Diego Military Advisory Council says the military industry in the area is the top economic driver.The SDMAC's "Military Economic Impact Study" says the armed forces spent billion in San Diego in 2018. That includes compensation for military employees (43%), procurement and other spending like defense contracts (38%) and retirement and veterans' benefits (19%).Additionally, the ripple effect of all that money creates billion worth of San Diego's Gross Regional Product. That's 22% and accounts for more than tourism or tech industries.The military also helps support 340,000 jobs in the county. That's 22% of the jobs across San Diego. It includes members of the Navy, Marines, Coast Guard, Reserves and civilians employed by the DOD, DHS or VA. It's the largest concentration of military employees anywhere in the world.There are also over 241,000 retirees or military veterans in the area, according to the study.Meanwhile, the study says the military's impact should grow in the future. It anticipated 4% growth next year.It could be more in the coming few years. President Trump recently announced a pay raise for military enlistees. He also signed a 7 billion defense budget for 2019, the largest ever. The Navy plans to homeport 20 more ships and approximately 15,000 more sailors to San Diego by 2025. And the Army has listed San Diego as a possible location for it's new "Future Command" post researching emerging technology.But the military faces some challenges in the coming years as well. Housing is a big issue, especially if the Navy wants to expand in San Diego. There are also concerns about the high cost of living in the area. And SDMAC says they're looking for ways to help military spouses find jobs.
